A quorum was declared present .
The minutes of the last meeting;, February 5 , 1962, were approved
on motion by Mrs . Fisher, seconded by Mr. Willcoxon.
Dr. J. R. Robertson, a State Division of Health representative, ;Fluoridation
'. spoke with reference to fluoridation of water supplies with regard ;of Water
' to dental health. He pointed out that health organizations Supply.
throughout the United States have approved the matter and he
urged adoption of such a method by the City Council.
Mr. Edgar Eg;gan, a local attorney, called attention to a Missouri
Supreme Court opinion issued Dec . 11, 1961, stating that
i'municipalities could approve the matter by ordinance . In answer
to a question by Mr. Scrivner as to the matter of expense, Mr. Dorr
said it rests with the water company. Upon motion by Mr. Dorr,
duly seconded, it was voted to read a proposed ordinance on the
matter of Fluoridation at this Lime .
The following; ordinance was introduced, co-sponsored by Mr . Dorr 7184
and Mr. Burkhalter: Fluoridation
7184/ "An Ordinance authorizing and directing; the introduction
of Fluoride into the Public Water Supply Systezrr of the City of
Jefferson, Missouri, and to provide for the re6ulat-ion of
Fluoridation."
Read first time at length, second time by title and on motion
by Mr . Willcoxon, seconded by Mr. Jobe, the ordinance was ordered
referred to the Board of health with instructions to report back
to the City Council.

On motion by Mrs . Fisher, a written petition call.ing', for a Parking;

On motion by Mr. Burkhalter, seconded by Firs . Fisher, a request Rezoning
submitted by Thomas D. Pawley, asking, that the area bounded by request

rezoned from Multiple Dwelling; District to Sin je-Family District Lafayette &
was ordered referred to the Planning, and Zoning; Conuraissi.on. Dunklin to
------- Franklin .
A written request calling; for the installation of water hydrants Westwood
and street lights in Westwood Subdivision was referred to the Subdivision
Coirnnittee on Water, Gas & Electric Li;;hLs . Request .
The following; report submitted by Mr. Willcoxon, chairman of Airport
the Airport Conuliission was approved on motion by Mr. Willcoxon, Limousine
seconded by Mr. Riner: License.

Lranted permission and authority to operate an "Airport Limousine"�
service through issuance of an Airport Limousine license in
addition to the taxi-cab license under which lie currently operates .
And, if necessary, the present l.icensin,; ordinance of this city
be revised to include Airport Linio-is.irte license to be i.ssUed
subject to approval by the Airport Commissiort . Further, if
necessary , to restrict. ta;c.i.cah service except.- "can--c111 .1 service"
at the Memorial Airport .
Col. Young On motion by Mrs . fisher, seconded by Mr. Klie6el, the mayor' s
Appointment . appointment of Col. Frank Yours;;, 721 Cardinal St . , to membership
on the Civil. Defense Authority, to succeed Albert Meister, resigned, ;
was approved.
Airport On motion by Mr . Willcoxon , seconded by Mr. Riner, the City Attorney;!
Limousine. was instructed to prepare an ordinance in accordance with the
Airport Commission' s reconunendation in re licensin6 of the Airport '
Limousine operated by Mr. Harry Baysinger, 1300 L. Dunklin St . j
Shelter On motion by Mr . Burkhalter, seconded by Mr. Scrivner, the council
Manager. approved a measure to ne6oti_ate with Col. Yount; with reference to
salary to serve as a full-time Deputy civil Defense shelter manajer. ;
Capitol On motion by Hr . Willcoxon, seconded by Mrs . Fisher, the council
Theater voted to reduce the amount of the Merchant' s License for the
License . Capitol. 'Theater from $250 .00 per year to $ 1.50 .00 , in accordance
with a request made by 1,1r . Arnold Gould, theater manager.

Septic Mr. Rose broui,lit- up a matter with reference to Septic Tanks and
Tanks the need for the combinin of old ordinances.
Mr. Butzer brought up the fact that the matter pertaininu to
Septic Tanks should be coordinated with the Plumbing Code inasmuch
as the bui l.din.; season is near.
Street auto On motion by Mr. V.i ll.coxon , seconded by Mr . K1ie,,el, the
Maintenance Commissioner of Streets was authorized to employ a mechanical
Iamployee . maintenance man , Lhe authorized salary Lo be $80 .O0 per week.

Employee' s Mrs . Fisher called attention to a "Handbook for Slate Employees"
Hand Book. issued by the State of Ni ssouri and now in the hands of all
employees .
Police Board On motion by Mr . Scrivner, seconded by Mr . Klielel, Lhe: following;
Report. report submitted by the chairman of the Police Board, was approved:
"The Police Board recommends that the old ordinance pertainini; to
the operation of taxicabs in the City of Jefferson be revised to
include the followini, clianges .
1. That meters be required in all taxicabs and that the zoning
system be abolished as recouuaended by this couunittee and approved
by the council at it' s regular meetint, January 22, 1962.
2 . That taxi rates after the installation of rueters be as follows:

:;fence or neccessity issued by the Police Board after proper hearing."
"New companies must have at least three cabs in order to qualify fort;
,a permit to engage in the hauling; of passengers .
Individual operators now in business will be non conforming; to
this ordinance as to the number of cabs required.
?5. Taxis may pick up additional passengers on a run providing; that
?the first passenger gives his or her permission.
6. The Police Board after a hearing; may suspend or revoke a taxi
:drivers permit for untidiness or unclean appearance.
Drinking; while driving or violation of moral codes shall be
';considered reason for suspending; or revolting; drivers permit also.
! 8 . Drivers must wear uniform caps so that they can be identified
fas taxi operators. =f
9 . The ordinance shall be in force and effect sixty days after its !;
;;passage and approval."

Committee on Water, Gas and Electric Lights, was approved on motion ;I Light

The Water, Gas and Light Commnittee recommends the following; to lil

'Fire Chief Sullivan has measured the distance for fire hydrant and
!'does not reconuiiend a hydrant at this time . l
'! The Committee recommends lights on Southwest Boulevard from Swift' s ;1
;Highway to Highway 50 and in the Westwood Subdivision. The number
' could not be determined since no poles exist . I
The Missouri Power and Light Company has been contacted and poles
will be installed and lights placed at distances the same as in all
;` residential areas.

50 through the Westwood Subdivision and Southwest Boulevard."

;; Board of Fire Wardens was approved an motion by Mr. Jobe, seconded Wardens.

"`1'he Board of Fire Wardens net at the W st End Fire Station on
: February 16th 1962 to discuss the purchase of a Scout Jeep which
!' had been referred to the Board.
, Those present were Mr. Vanderfelt•z, Mr. Jobe, Mr. Butzer and the
, Chairman of the Board.
. The Fire Chief was also present and stated to the Board that there
. was no iimnediate hurry to purchase the Scout and the cost- of same
could be included in the budget for the Fire Department- for the
;" Fiscal Year 1962-63. The Board agreed to wait until the new budget
was presented and to accept bids for same at that time.
! Mr. Sullivan advised the Board of the savings accrued in his 1'
1961-62 budget. lie had requested the purchase of three large
I! air cylinders to fill the scott air packs and later found that the
cylinders could be filled in the City at a cost of $0 . 75 per air
pack, therefore lie did not purchase the large tanks and had a !
! balance in his budget which would permit him to purchase two
additional Scott Air Packs at an appruximate cost of $600 .00. lie
also requested the purchase of an additional nozzle out of the
i balance of his budget .
The above requests were granted.
The following; memorandum addressed to the Mayor concerninb Redistrict
redistricting; of the City of Jefferson, Mo. , was read and the ing Conuni
; request of September 1, 1962 was granted as contained in the 'ee.

Lincoln At the request of Mr . Scrivner, the Eng.,ineer was instructed to

Marshall At the request of Mr. Willcoxon , a property owner at 307 Marshall
Street St . , was authorized to widen a narrow driveway by three of four
Driveway :feet at his own expense . The matter was seconded by Mr. Dorr
Widening;. and approved by the counc:11.1 .
Monroe St . At the request: of Mr . Riner, a matter of two-hour parking si-n
Parking on Monroe Street was ordered referred to the Farkin6 and Traffic
Sign . Commission.
Mosquito On motion by Mr. Butzer, seconded by Mr. Scrivner, a matter concerning;
Control. a mosquito Control vehicle with reference to a condition existing
in the third ward was ordered referred to the Board of Health. i
Rat Control. Mr. Butzer also requested that a matter concerning; rat conditions i
at the Jefferson Plaza Shopping; Center be referred to the Board
of Health. j
Sewer Mr. Butzer also called attention to a sewerag_,e condition on
Condition . Castle Drive, first block west- of Livingston Street .
Hadley Almon, 507 Castle Dr. , speaki.ni_% oil the matter, called
attention to the importance of a Septic Tank Ordinance by the next
regular meeting; date.
Parlcing;. Mr. Butzer also called attention to no parltinb at 1913 W. Main
Street.
Airport Mr. hose discussed the purchase of property for Airport Extensions
t Land as follows: Klee and Buescher, 80 acres at $450 .00 per acre,
urchase. $36,000 .00 ; Mrs. Maug;h, 10 acres at $500 .00 per acre, $5,000 .00 ;
On motion by Mr. Willcoxon, duly seconded, the clerk was authorized
to write necessary warrents to cover the purchase from Airport
Funds .
Dunford St . Mr. Butzer brought up a matter concerning; the extension of
Dunford Street . On motion by 1lr. t;i. tl.co�:on, duly seconded, the
watter was ordered referred to the Bond Issue Advisory Committee
and the City I:n;;ineers for study .

Poles are to be set on Southwest Boulevard from Swift' s iligahway

in all residential areas. The same to be installed through the

Water 7185/ "An Ordinance repealing, Ordinance No. 3407 (being sections
Hauling. 559-562, Revised Ordinances of the City of Jefferson, Mo. , 1956,
relating; to the use of the equipment of the Jefferson City Fire
Department by residents of the city for the purpose of haulin,
water and filling, cisterns .
Read first time at length, second time by title and on motion by
Mr. Willcoxon, seconded by yir. Scrivner, the rules were suspended and
the ordinance was read the third time and placed on final passage and
was passed by the following, vote:

The following ordinance was introduced: 7186
7186/ "An Ordinance amending Ordinance No. 7062 of the City of Engineer' s
Jefferson, Mo. , relating to the salaries and compensation of all Expense
employees of said city, by repealing sub-paragraph (d) of Section Account.
3, thereof, and enacting a new Ordinance to be known as Sub-
paragraph (D) of Section 3, thereof, relating to the salary
of the City Engineer."
Read first time at length, second time by title and on motion by
Mr. Willcoxon, seconded by Mr. Jobe, the rules were suspended and
the ordinance was read the third time and placed on final passage
and was passed by the following vote:
