Present: Burkhalter, Butzer, Fisher, Jobe, Kliegel, Riner, 4=Roll Call Scrivner, Vanderfeltz and Willcoxon. 9 !I Absent: Dorr. 1 A quorum was declared present. i' On motion by Mr. Willcoxon, seconded by Mr. Jobe, -a Resolution Resolution i calling, for the improvement of Carol Street, .betweerr -the curb Carol Street. lines, from the West Curb, line of Hough .Park Road to the West Right of .Way line of Rosewood Drive to be guttered and curbed, where necessary, with cement material and be paved with Portland Cement Concrete, was adopted. �i The following ordinance was introduced: 17194 I 7194/ "An Ordinance creating the position of special Deputy ( Deputy City � City Clerks, providing for the number thereof, defining the method Clerks* r of selection and appointment, their oath of office and compen- sation, PP P sation, their term of office and duties." Read first time at length, second time by title and on motion by Mrs . Fisher, seconded by Mr. Willcoxon, the rules were suspended !; !� and the ordinance was read the third time and placed on final #j !, passage and was passed by the following vote: Ayes: Burkhalter, Butzer, Fisher, Jobe, Kliegel, Riner, Scrivner, Vanderfeltz, and Willcoxon. 9 ! i Nays: None. 0 ' Absent: Dorr. 1 f On motion duly made and seconded, the council recessed, subject ( Recess. to the call of the chair. A petition signed by numerous West End property owners was read ' West End by Mr. Butzer concerning conditions prevailing in and along the ISewer 1i branch of Gray' s Creek from the vicinity of Livingston Drive ;' Petitions . {{ crossing, northwesterly to the Peeper property, along with letteral from three real estate firms . Following a lengthy discussion, Mr. Scrivner introduced a motion that was seconded by Mr. Dorr, ` referring the matter to the Committee-of-the-Whole, the City Engineer, and the City Attorney. A roll call vote was requested and the matter was adapted by six "Aye" votes, three "nay" ? votes and one "abstaining" vote as follows: I 1 Ayes: Dorr, Jobe, Riner, Scrivner, Vanderfeltz and Willcoxon . Nays: Burkhalter, Butzer and Kliegel. ' Abstaining: Fisher. 1 At the request of Mr. Riner, a letter from Richard M.
