A quorum was declared present .
Minutes . The minutes of the last meeting, April 18, 1961, were approved on
motion by Mrs. Fisher, seconded by Mr. Willcoxon.
Junk Mrs. Gertrude Stein was recognized by the Mayor. She spoke briefly
Ordinance with reference to a proposed ordinance amending Ordinance No. 6987
Mrs . Stein. regulating junk dealers.
Jackson The following communication signed by Mr. and Mrs. H. J. Baker, 825
Street. Jackson Street, was read by the clerk: If and when Jackson Street
bridge is completed and traffic is resumed on Jackson, please use
your influence to make it a two-way street . The present one way has
been a farce and inconvenience ever since it started. It has only
created a speedway for "hot-rod" drivers .
The matter was ordered referred to the Parking and Traffic Commission
on motion by Mr. Willcoxon, seconded by Mr. Scrivner.
Sewer The following communication signed by L. E. Morris, 119 E. Atchison
Condition St . , and eight other residents, was read by the clerk: "We the
Atchison St .undersigned, citizens of Jefferson City in the location of Atchison,
ashley, and Madison vicinity have made several complaints in regard
to sewer emptying on our property, bringing with it rubbish, trash,
cans and all forms of debris . There is also a health problem,
making it a breeding place for mosquitos, rats and snakes .
We are most willing to work with the city to correct this blight.
Complaints have been made time and time again, but to no avail. We
feel that the State Board of Health would be interested in this
situation.
If results are not forthcoming immediately, it is our intention to
take legal action, for damages suffered by this indifference to duty."
The matter was ordered referred to the Street Committee on motion
by Mr. Kliegel, seconded by Mr. Willcoxon.
Broken Mr. Vanderfeltz also called attention to a water condition in the
Storm Sewer-700 block of Mulberry Street (Dunklin Street south to an Alley)
Mulberry St .resulting from a broken storm sewer pipe .
Upon motion by Mr. V"nderfeltz, seconded by Mr. Kliegel, the matter
was referred to the Street Committee.
Smith The following communication signed by Mr. and Mrs . Olen Smith was
request for read by the clerk and referred to the Street Committee on motion by
the city to Mr. Willcoxon, seconded by Mr. Scrivner:
remove a "We, (Mr. and Mrs. Olen Smith) as owners of property at 202 Dawson
tree. Street, would like to request the city to remove a large tree
directly in the street in front of our house, which is on city
property. A portion of the street is paved and the roots of this
tree will eventually break this cement.
if the city will remove the tree, we will put chat in the remaining
width of the street . As it now is, when other cars are parked on
Dawson Street, it is impossible to drive our car to our own house.
We are sure you can readily understand the inconvenience of this
matter and how distressing it can sometimes become, especially since
this is a dead end street and ours is the last house on the street .
Your attention and consideration with regard to correcting this
situation will be appreciated."
Inson The following communication, read by the clerk, was ordered referred
letter in to the Street Committee on motion by Mr. Willcoxon, seconded by
re Corwin Mr . Dorr. Said letter was signed by M. V. Branson.
St . at Bald "I own a house and lot at 1412 Bald Hill Rd. , and there is a Corwin
Hill Road. Street running north and south of my property which has never been
used. I would like to have this street discontinued or either

graded down so I can get into my garage."

; 825 Indiana St . , was read by the clerk and on motion by Mrs . Fisher , Request
seconded by Mr . Vanderfeltz, the matter was referred to the Water, Indiana St.
! gas and electric lights committee.
"We respectively request the City Council to consider the placing
of a street light on Indiana St . , approximately 20 feet east of
lour property which is located at 825 Indiana St.
( This request is being made because of the terrain which makes it
ljimpossible to receive any benefit from the light located in the
' West section of this particular block. Also, the location of this
light requested would clearly mark a dead end street thus providing '
? a safety precaution to all persons driving in this area. f

"In the latter part of 1958 our committee recommended, among other Recommend-
{iprojects, that Dunklin Street be widened from Madison Street to ration.
;;Clark Avenue as recommended both by the Greater Jefferson City
' Committee and Bartholomew and Associates . We later suggested that
!! the Dunklin Street work be delayed until completion of the Express- ;
!,way. The delay would also permit us to ascertain whether or not
; the Dunklin Street and Lafayette Street work would qualify for
�jFederal aid in the event the Housing Authority completed its plans
!! for the Campus View project.
; Based on our consultation with the Housing Authority we recommend
' the following work be surveyed so that it can be started to
: coordinate with their Urban Renewal plans:
: Dunklin Street: Jackson Street to Clark Avenue widened 15 feet.
; Lafayette Street: Miller Street to Franklin Street widened 10 feet .;
Franklin Street to Union Street - grade and
provide rock base 40 feet.

Union Street to Moreau Drive - grade and
} provide rock base 40 feet.
; The Dunklin Street and Lafayette Street widening will qualify for
! federal participation at a considerable savings to the city. The
! approximate figures for the cost to the city are available in the
'City Engineer' s office.
, After consultation with the Housing Authority we feel it is ad-
visable to further delay any action at this time for the widening
!jof Dunklin Street from Madison to Jackson. It is the opinion of
. he Authority that this area, too, will soon be taken into the
:urban renewal plan at which time the widening of Dunklin Street
Un that area could qualify for Federal aid at a considerable
!savings to the city. We will be better able to conclude on a
;recommendation for that area in the not too distant future.
In addition, w�recommend the improvement of Union Street from
;!Jackson to Lafayette Street and Russell Street from Monroe to
',Dunford and to Highway 50 right-of-way.
`Most of these improvements have been surveyed, and the City
'Engineer is well qualified to answer any questions you might have
°,,. concerning these improvements.

Street Bids . On motion by Mr. Willcoxon, seconded by Mrs . Fisher, the council
authorized the City Engineer to advertise for bids in accordance
with these recommendations.
Street Dept . On motion of Mr . Willcoxon, seconded by Mr. Riner, a bid of $2,650
Equipment submitted by the O' Brien Mfg. Corp. , 5632 Northwest Highway,
Bids. Chicago 46, Ill. , on a Sewerking Model 35 was approved.
The following bids were submitted by the Strong Equipment Co. ,
Macon, Mo. on McConnaughay Asphalt Mixers:

This machine can be set to supply the desired amount of asphalt to
each batch. The operator trips a lever for each batch and the pump
supplys the pre-set amount to the mixing chamber.
In the machines with asphalt supply tanks listed below, the operator
hand cranks the meter pump to charge the mixing chamber:

This latter item was referred to the Street Commissioner and the
Council' s Street Committee with power to act on motion by Mr.
Willcoxon, seconded by Mr. Scrivner.
Bill On motion by Mr. Willcoxon, seconded by Mr. Dorr, a statement in
Submitted by the amount of $70 .40 submitted to the council by Miss Geralding Hicks
Miss Hicks . for plumbing work done at her property by Kyle (Bill) Tebbe was not
Approved in accordance with a recdmmendation submitted by the

Water Gas & The following report submitted by Mrs . Gladys Fisher, chairman of
Lights the committee on Water, gas and electric lights was approved on
Committee motion by Mr. Willcoxon, seconded by Mr. Scrivner:
Report . The Water, gas and electric lights committee, met in the office of the
City Clerk at 4: 30 p .m. , May 3, 1961, with the following members
present: Mrs. Gladys Fisher, Chairman, Mr. Vanderfeltz and Mr. Butzer.
Meeting with the committee was Mr. John Nienhauser, assistant manager
of the Missouri Power & Light Co. , who discussed a subject pertaining
to the maintainence of lights on the Missouri River Bridge .
He specifically discussed a recent instance where it was necessary to
service and repair certain lights . In view of the emergency, he
said, the company made the necessary repairs despite no written
agreement with the city in this instance where the lights are owndd
by the city. He presented a bill in the amount of $96 .42 .
Upon motion by Mrs. Fisher, seconded by Mr. Butzer, the committee
recommended that the bill be allowed.
Upon motion by Mrs. Fisher, seconded by Mr. Butzer, the committee also
recommended that the Missouri Power and Light co. be instructed in
writing giving the company permission to maintain lighting equipment
and to bill the city when necessary.
With reference to overtime work, the committee agree hat cases
involving one or two lights, such work could be delayed until regular
daytime activity. But, in instances where an entire section is out
of service, the matter should be taken care of.

The City Planning & Zoning Commission has today considered the
$equest of Ben Schrimpf to rezone from District A-1 to District D
4 tract of 14 acres lying along Hough Park Road about 1,000 feet
from Tanner Bridge Road, which request was referred to the
Commission by the City Council.
fir. Schrimpf appeared before the Commission and presented a map
tnd gave his arguments in favor of the requested rezoning. It is
he recommendation of the Commission that the request be denied and
;that the tract in question remain in District A-1. The report was
dated April 19, 1961.
A letter submitted to the council by Mr. Josh Billings protesting iBillings
garbage rates was read by the Mayor. The matter was referred to letter in re
the Health Committee. Garbage.
Upon motion by Mr. Willcoxon, seconded by Mrs . Fisher, the April Finance
Finance Report submitted by the clerk was approved. Report .
Mayor Whaley called attention to certain inadequacies now contained Sign

Mrs . Fisher called attention to an existing curve running south Bald Hill
and east on Bald Hill Road. On motion by Mrs . Fisher, seconded by "Road Curve.
Mr. Willcoxon, the council adopted a motion instructing the city
engineer to establish the property line at the curve.
Upon motion by Mr. Riner, seconded by Mr. Scrivner a request for a Merchant'
refund amounting to $30.33 for the unused portion of a Merchant' s License
License was ordered paid to Mr. George Huckstep. Refund.
Upon motion by Mr. Scrivner, seconded by Mr. Butzer, the matter of Personnel
a personnel committee study was referred to The Committee-of-the-Whole. Committee
