$305,757 .28 for the off-street parking garage to be built at the
corner of Madison Street and Capitol Avenue. In addition to this
Amount should be added the cost of the steel and its erection of
$106,996.00, which was previously granted, making a total cost of
$412,753.28 for the structure .
There is presently available $140,407 .87 in the off-street parking
fund with $250,000 in bonds yet to be sold for a total of
$390,407 .87 . The merchants had pledged the sum of $24,505 .66 to
he applied to the cost of this project in consideration of the city
having purchased leases in the Hemmel property to make the location
available for immediate use. This amount, added to the bond money
on hand and the bonds yet to be sold, makes a total of $414,913,53
Available for cost of construction .
There is a possibility that the actual cost will exceed the funds on
hand in the event difficulties are encountered in construction of the
Footings . We are assured by the eingineers and architect that this
Amount, if needed, should not exceed $20,000. There will also be
*dditional architectural fees to be paid. In our opinion, $30,000
Gould be ample to cover all of these costs. We, therefore, further
recommend that the City Council be prepared to underwrite this add-
itional cost in the event it sould occur.
The overall parking program provides for additional on-street park-
ing meters to be installed immediately upon completion of the off-
Otreet parking facility. It has previously been agreet that all
revenue from such on-street meters be applied toward the liquidation
Of the off-street parking bonds. From these funds the city should
recover in a short time any advances made out of revenue to permit
the construction of this facility now. In view of the great
importance of this off-street parking to the community as a whole, we
feel we have no other course than to recommend this action and that
the project be started at once.

Parking and The following report submitted by James F. McHenry, chairman of the
Traffic Parking and Traffic Commission, was approved on motion by Mr. Jobe,

eport . "After due consideration of matters referred to the Commission by
the City Council and originating within the Commission, the following
recommendations were made to the City Council at regular meetings of
the Commission held in April and May, 1961:
, 1. (ITEM 127) That a request for a caution light near the First
: Assembly of God Church, 900 Jefferson Street be denied on the ground
, that general traffic conditions at this intersection do not warrant :
, such an installation. Use of the crossing by Sunday School children
is not sufficient an addition to general traffic to justify a caution
signal.
2. (ITEM 128) That a request for removal of "NO PARKING" signs on ,
the west side of Monroe Street, 600 block, be denied on the ground
that this restriction presently provides the most practical solution
to the problems of traffic movement and school student movement in
this block. At present, Monroe Street is closed in this block to
; facilitate a change of grade at the throughway intersection.
' Restriction of parking on the west side will continue to be necessary
after the throughway is opened. Further restriction on the east side
may be necessary to accommodate signal actuation devices and proper .
traffic laning at the intersection approaches .
3 . (ITEM 129) That a request for reconsideration of action taken to
make Monroe Street two-way in the 700, 800 and 900 blocks and
. restricting parking to the west side of Monroe in these blocks be
denied. After the throughway is opened, it will be absolutely
necessary that Monroe be two-way in these blocks, since Monroe is one
of only four grade crossings near the downtown area. The parking
restriction is necessary to fully utilize the street for necessary
traffic movement .
4 . (ITEM 130) That a request for a "SLOW" sign in the 100 block of
Jackson Street be denied on the ground that there is no more
,justification for such a sign in this block than in hundreds of other
blocks in the city.
4 . (ITEM 131) That a request for restriction of parking to the
west side only of the 300 block of Hub Street between West High and
Wust McCarty be granted.
6 . (ITEM 132) That parking in the 600 block of Georgia Street be
restricted to the west side only.
7 . (ITEM 133) That the first meter north of the alley on the east
side of the 200 block of Jefferson Street be removed to improve
ingress and egress to the alley.
8 . (ITEM 134) That parking in the 300 block of Case Avenue be
restricted to the south side only.
9 . (ITEM 135) That parking on Moreau Drive and Green Berry Road
from the new curb and guttering south of Moreland Avenue to the
city limits be restricted to the west side only.
10 . (ITEM 136) That a request by County Juvenile Office Donald V.
Cline for a parking space on Monroe Street opposite the Courthouse be
denied. It is suggested that perhaps space could be made available
in the city lot on Monroe south of City Hall.
11. (ITEM 137) That parking in the 300 block of East Miller Street
, be restricted to the north side onjy.
12. (ITEM 138) That all traffic and parking signs installed in
the future extend a minimum of seven feet above ground level (from
the bottom of the sign face) .
13. (ITEM 139) That downtown signal standards be repainted their
present color.
14. (ITEM 140) That school stop signals at St . Peter' s School,
Monroe and Miller and Miller and Madison be removed and stored
pending replacement .
15. (ITEM 141) That approximately 110 feet of space on Broadway
Street, east side, immediately north of High Street be reserved for
use of State Headquarters, Missouri State Patrol."

ed amended to read as follows: "Each regular full time employee
of the Street, Police and Fire Departments, excluding Street
Commissioner and the Fire Chief and Assistant Fire Chiefs, shall
be retired from office upon reaching the age of sixty-five (65)
years, at the end of the month during which such employee shall
become sixty-five (65) years old.
