Present: Burkhalter, Butzer, Dorr, Fisher , Jobe, Kliegel, Riner, Roll Call Scrivner, Vanderfeltz and Willcoxon . 10 Absent: None. A quorum was declared present. The minutes of the last meeting, May 22, 1961, were approved on Minutes. motion by Mr. Willcoxon, seconded by Mrs . Fisher. Mr . Harold Burnett, 1205 E. Capitol Ave. , appeared to present a Dust & Water dust and water problem he claimed is in existence in the 1200 block Condition 'of East Capitol Avenue. On motion by Mr. Willcoxon, the matter was 1200 E. referred to the Street Committee and theCity Engineer for study. Capitol Ave. On motion offered by Mr . Willcoxon, seconded by Mr . Scrivner, a Cab Company communication signed by Virgil F. Wells , City Cab Co . , and Herbert Request . Knight, Yellow Cab Co. , requesting amendments to Section 933, 925, 926 and 927 of the Revised Ordinances with reference to fares, and certificate of convenience and necessity, was referred to the Committee-of-the-Whole for study. A communication signed by E. P. Barnett , requesting that the Rezoning Dawson Brick Mfg. property on E. High St . , be rezoned from a Request District "A" to a District "E" was referred to the Planning and Dawson Brick .Zoning Commission on motion by Mr. Willcoxon, seconded by Mrs. Co. Property. Fisher. A communication signed by Walter Hanrahan requesting that the Rezoning District "F" , Commercial, zone, be extended southeasterly along the Request highway right-of-way was referred to the Planning and Zoning Highway Commission on motion by Mr . Willcoxon, seconded by Mrs. Fisher . 54, ------ Hanrahan. A letter of appreciation signed by several property owners in the Thank You 1700 block of West Main Street following the installation of a Letter - street light was read by the clerk and received and filed on motion Martin, et al by Mr. Scrivner, seconded by Mr . Baker, Jr. , for the office of Clerk for a period of two years. Airport On motion offered by Mr. Willcoxon, seconded by Mr . Vanderfeltz, Commission. the council approved the following appointments by the Mayor to membership on the Airport Commission: Arthur W. Betts, Phil A. Dallmeyer Jr. , John H. Hendren, and Ronald Maxwell . Park Board. On motion offered by Mr. Vanderfeltz, seconded by Mrs. Fisher, the Council approved the following mayority appointments to membership on the City Park Board: Paul N. Doll; Msgr. J. A. Vogelweid; and Dr. G. Donald Shull. Hyde; Bert Koester; James Strong; and Ralph Kalberloh to replace Mrs . A. J. Damhorst . ,Water, The following report submitted by Mrs . Gladys Fisher, chairman of the Gas & committee on Water, gas and electric lights was approved on motion by Lights Mr. Willcoxon, seconded by Mr. Vanderfeltz: Report. "The water, gas and light committee had two meetings regarding the request of the Central Motor Bank for lights . The request for twelve 21,000 lumen lights around the entire block. After due consideration the bank assumes the purchase and installation of lO lights . The City assumes the purchase of two steel poles to replace the existing wood poles on Madison Street now on the east side . The committee noted that all lights on High Street: are 125 feet apart . The lights to be installed around the bank are from 134 feet to 144 feet apart . This being a commercial zone, the committee could see no objection to the placing of the lights . The city is to assume the cost of the power for the 12 lights and the two steel poles . The committee also recommends fire hydrants to be placed on Rosewood and Winston Drives as recommended by the Fire Chiefl. Accounts and On motion by Mr. Willcoxon, seconded by Mrs . Wagner, chairman of the Planning and Zoning Commission, was approved: "The Jefferson City Planning and Zoning Commission at a meeting held May 31, 1961, recommended to the members of the City Council of the City of Jefferson, Mo . , that they approve the rezoning of land purchased by the Scha-Mar Realty Co. , along the north side of State Street and Jackson Street, from the east line of the Missouri Pacific Railroad property to the east line ofthe Scha-Mar property along State Street, up to the west line of property owned by Ethel Hagener on State Street, the Planning and 'Zoning Commission recommends that this above described tract of land be rezoned from "D" to " I" . June 5 1961 The May financial report prepared and read by the clerk showing a Finance balance of $916,798 .83 was approved on motion by Mr. Willcoxon Report . seconded by Mr. Vanderfeltz. 'On motion by Mrs . Fisher, seconded by Mr. Scrivner, the matter of , Notre Dame �limproving Notre Dame Street was referred back to the Street Committee Street . Fisher, the chief of police was instructed to , Weed Cutting. anotify the Ott Realty Co. , to cut weeds on property located on ;Gordon Street near Cottage Lane. I;. `.fMrs . Fisher reminded the Council and City officials of the annual gMunicipal Municipal League Meeting scheduled for Sept. 17, 18, and 19 , at ;! League. ;The Clayton Inn, Clayton, Mo. On motion by Mrs. Fisher, seconded by Mr. Vanderfeltz, the council ;voted to pay expenses for those officials attending said meeting. Mr. Burkhalter called attention to weeds on a water easement at 'Weed Cutting. ;Hough Park Road and Isom Drive. He further suggested that a study ;be made of the use of a chemical spray to kill weeds . Mr. Burkhalter also called attention to dogs running in packs at ., Dogs in Riverside Park. . City Park. On motion by Mr. Scrivner, the clerk was instructed to notify the : Dawson St. ';Plumbing Inspector to determine whether or not a property owner in ; Sewer lthe Dawson Street has complied with previous instructions . Problem. Mr . Scrivner also requested the Chief of Police to notify the George Weed Robb Realty Co. , Columbia, to cut weeds on the old Wells Tract, Cutting. adjacent to Immaculate Conception School. On motion by Mr . Scrivner, the matter of resurfacing School Street School St . was referred to the Street Commissioner. Repairs. The matter of a 10 per cent pay increase for all city employees was Pay Raise. :brought up by Mr. Riner . On motion by Mr. Jobe, seconded by Mr. Villcoxon, the matter was referred to the Finance Committee for .study and recommendation. On motion by Mr. Riner, seconded by Mr. Jobe, a study of the Utility Utility Tax. ;Tax was referred to the Committee-of-the-Whole . Following a. discussion of Merchant's L-Leense, the council adopted Merchants is motion presented by Mr. Willcoxon, seconded by Mr. Riner, License. `instructed Mr. Riner, City Collector Ed Cole, and License Inspector ;`Roy Farmer to continue a study of a Merchant 's License based on gross receipts and to investigate proposed ordinances now under use or consideration by other cities of the third class. The matter of mosquitos breeding in a creek in the area adjacent to Mosquitos . Marilyn and Castle Drive was brought up by Mr. Butzer. :The matter of establishing a system for committee meetings was Committee ,brought up by Mr. Kliegel in an effort to avert meeting conflicts . For Fire "Be it resolved that the Capital City Water Company be and is Hydrants. hereby instructed to install fire hydrants at the following locations: One hydrant approximately 600 feet on Rosewood Drive from hydrant at Winston and Rosewood Drives ; and One hydrant approximately 600 feet on Winston drom hydrant at Winston and Rosewood Drives ." Fisher, Replace seconded by Mr. Vanderfeltz: poles & "Be it resolved that the Missouri Power and Light Co. , be and is lights . hereby instructed to replace wood poles at the following locations : Two steel poles between new expressway and Miller Street on Madison Street. Be it further resolved that the city furnish the power for the 12, 21,000 lumen lights around the block of Madison, Central Court, ,Jefferson and Miller Streets."
