Present: Burkhalter, Butzer, Dorr, Fisher, Jobe, Kliegel, Riner, Scrivner, Vanderfeltz, and Willcoxen 10 Absent None A quorum was doclarod prosent Minutes The minutes of the last meeting, June 5, 1961, were approved on motion by Mrs. Fisher, second by Mr. Burkhalter. Castle Two letters addressed to the Mayor and the Council, signed by Drive Edgar M. Eagan, and dated June 9, 1961, and June 19, 1961, were Drainage introduced and ordered received and filed on motion by Mrs. Ditch Fisher, seconded by Mr. Vanderfeltz, on a problem in connection with the handling of a drainage ditch which is located in the replat of West Hills Subdivision south of Castle Drive at the west edge of the City Limits. Speakers on the matter included: Hadley Hoffman, 507 castle Dr.; Harry Dowdy► 509 Meier Dr.; R. C. Colgan, 2208 Marilyn Dr. ; Don Verne Joseph, 512 Meier Dr. ; and Giles A. Bax, 505 Castle Dr. City Engineer LeRoy J. Henry, City Attorney Thomas P. Rose, and Mr. Butzer spoke at length on the subject. No final decision or action was taken on the matter inasmuch as the general opinion seemed to be that up to this point the matter is of a private nature. Main St. , spoke at length on Ordinance recommendations on keeping of dogs and other animals. Walz, Jr., Business president of the South Side Business League, asking that the City League retain ownership of a strip of ground adjacent to the expressway Letter between Madison and Jefferson Streets and that this area be developed for parking, the matter was ordered referred to the Building and Grounds Committee, which already has the matter under consideration. The following report submitted by Mrs . Fisher, chairman of the 'j Water, committee on Water, Gas and Electric Lights was approved on Gas & motion by Mrs., Fisher, seconded by Mr. Vand er£eltz s "The Water, Light , Gas and Light Committee recommends to the City Council that Report lights be 'placed at the following locations: one light on Major Drive on west pole at 1324; one light on major drive between 1310-1312; one light on Major Drive at the end of the street on last pole west; one light on pole across from 1703 Rosewood Dr, ; one light on third pole north of 1701 Rosewood Dr,; one light on last pole north at end of Rosewood Drive; one light on Winston ;; Drive at Hillside; one light on Winston Drive between 1315 and i 1319; move one light from 1325 to pole between 1331 and 1333• ;i The committee also recommends two dead end signs, one sign at I Rosewood and Winston; and one sign at Hough Park Road and Major , Drive West. Study of a Personnel Committee brought up by Mr. Kliogel: On motion by Mr. Kliogel, seconded by Mr. Dorr, the Committoo adopted a motion calling, for the appointment of a committee composed cf three members of the City Council to write a proposed personnel manual and to moot with tho mayor and ro- port to the full council within 90 days aftors its appointment, 2, A 15-cent rate raise requested by taxi-cab operators: The committee recommended approval of the request. i 3, Matter of changing license conditions involving fire insur- ance companies, brokers and agents doing business in the City of Jefferson: On motion by Mr. Dorr, seconded by Mr. Butzer, the committee adopted a motion that this matter be held over for further study after City Collector Edward L. Cole requested time f or further information, �i 4• On the matter concerning a request from two taxi-cab operators that sections 925, 9260 927, and 933, of the Revised Ordi- nences, 1956, with reference to fares and certificate of convenience and necessity, be reinacted, the committee voted r No. 5• On the matter of a study of the Utility Tax proposed by Mr. i Riner, the Committee adopted a motion offered by Mr. Burk- halters seconded by Mr. Riner, that the matter be held over for further study with a meeting to be called on the matter as soon as possible. Rose, as required by law, reported to the �! orator : Council that a cab driver, identified as Floyd Roark, had been Convict- convicted in Police Court for driving a motor vehicle while ion intoxicated. He went on to report that it was his initial con- viction and the incident occurred when the driver was off duty in his private vehicle . Condition At the request of Mr. Burkhalter, the matter of a street and on Dunk- gutter condition in the 1100 block of Dunklin Street, west of tin St. Clark avenue, was referred to tthe Street Commissioner. White Mr. Riner brought up a matter concerning the painting of awhite Line in line in the alley behind the Exchange National Bank which was ;f Alley referred to the Parking and Traffic Commission. It was suggosted that service be abandoned tution until normal service can be restored in order to protect small children who have boon told not to got on any conveyance other than a yellow bus. 7093 The following ordinance was introduced: Vacation 7093/ "An ordinance of the City of Jefferson, Moe, vacating of Jack- and discontinuing as a part of the public thoroughfare, part of son StreetJackson Street in the City of Jefferson, Mo., and authorizing and directing the mayor of the City of Jefferson, Mo., to exec- ute all necessary instruments to the owners of the adjacent lots to and for said portion of said street so vacated, as the part- ies entitled thereto, as shown by the record title to said adja- cent and abutting property and declating a reverter to the res- pective owners of said real estate." The following ordinance was introduced by Mro Butzers 7095 7095/ "An Ordinance repealing sections, 2,3,4,5,,6 7 s and' 8 of Ward Ordinance No. 5986 of the City of Jeffersens Moos (Being sections Bound- 390-3969 inclusive# of the revised ordinances of the City of aries Jefferson# Moo# 1956) which established wards within 'the City of Jefferson# Moos and defined and described the boundaries thereof and enacting a new ordinance pertaining to the same subject."
