The minutes of the last meeting, June 19 , 1961, were approved on motion offered by Mrs. Fisher, seconded by Mr. Burkhalter. Assessor' s On motion by Mrs . Fisher, seconded by Mr. Vanderfeltz, a written Request. request from City Assessor Carney Stone asking for an appropriation for $900 to pay extra part time help in his office was referred to the Finance Committee for study. Shively On motion by Mr. Willcoxon, seconded by Mr. Scrivner, a written Request. communication from Mr. and Mrs . Pearl C. Shively and Mrs . Olivia M. Scott, concerning the possibility of the purchase of property between Cardinal and Houchin Streets on Dunklin Street was referred to the Building and Grounds Committee for study. Locust St . On motion by Mr. Jobe, seconded by Mr. Vanderfeltz, a written request Lighting for the installation of a street light in the 700 block of Locust Request. Street was ordered referred to the Water and Light Committee. Audit Bids. The following bids on an Audit of all City Departments were opened by the clerk and read: Said audit to cover the period from March, 1959 to June 30, 1961: Williams-Keepers-Oliver and Payne------------$1,750 .00 Minimum 2,000.00 Maximum Ernest Wolf----------------------------------$1,450.00 On motion by Mr. Dorr, seconded by Mr. Kliegel, the matter was referred to the Finance Committee for study, with power to act . Personnel In accordance with a Commmittee-of-the-Whole report adopted June 19 , Committee 1961, calling for the appointment of a Personnel Committee by the Appointees Mayor to meet with the Mayor And report to the Cull council within 90 days , Mayor Whaley announced the following appointments: Chairman, Montie Willcoxon, Dave Jobe, Robert E. Dorr and Edward J. Kliegel. Finance The following report prepared by Mr. Willcoxon, chairman of the Finance Committee Committee was read by the Clerk: Report. "Submitted herewith is a report of the City Council' s Finance Committee, which convened July 5 and 7 , 1961, in the office of the City Clerk, this city, with Chairman Montie Willcoxon presiding. 1. On motion by Mr. Dorr, seconded by Mrs. Fisher, the committee recommended an expenditure of $400 .00 requested by the Planning and Zoning Commission, for the purpose of securing new zoning maps of the City of Jefferson, Missouri. Attached hereto is a copy of the request . 2. On motion by Mr. Riner, duly seconded, the committee approved a recommendation calling for a two per cent increase in the utility tax assessed against the Capital City Telephone Co. , and the Capital City Water Co. 3. A motion offered by Mr. Riner, seconded by Mr. Willcoxon, calling for an even five per cent wage increase for all city employees was defeated. 4. On motion by Mr. Dorr, seconded by Mrs . Fisher, the following tax levy was approved: General Revenue, $ .85; Interest & Sinking Fund, $ .45 ; Library Fund, $ . 10; Park Fund, $ .20; Firemen' s Pension Retirement Fund, $ .05 . 5 . After detailed study over the course of two lengthy meetings, the following budget was recommended by the committee for the 1961-62 Fiscal year: General Operations & Administration, $152, 164.93; Inspection Departments, $28,850.40; Street Department, Regular 10 ;$157,560 .00; Fire Department, $105,577.76; City Collector, $18,920 .06; City Engineer, $29,900.00; Police Department, $180,529 .56; and ,Streets, Utilities for Federal Housing Extensions, $189000; Parking Garage, $25,000.00, for a total budget of $716,502.65. Anticipated !income for the fiscal year is $716,650 .00, a difference of $147 .35 ;between the anticipated budget figure and the anticipated income ?figure for the new fiscal year." i Montie Willcoxon, Chairman. !With reference to item two, Mr. James F. McHenry appeared represent-;I !ing the Capital City Telephone Co. , He informed the council that ! ;'his firm does not oppose the increase in the Gross Receipt Tax from ;!three per cent to five per cent. But, he said, imposition of such an increase would be cause for the company to eliminate existing iftee telephone service now realized by the city and certain IC (personnel, i! (On motion by Mr. Willcoxon, seconded by Mrs. Fisher, the following ;' Planning & report submitted by the Planning and Zoning Commission was approved.,iZoning i�"The Jefferson City Planning and Zoning Commission in official ;; Report. !meeting June 21, 1961 recommend to the Honorable Mayor and City ',Council Members that they approve the following action taken by he Commission at this meeting in executive session. ! ,The request of Walter Hanrahan, Grover Gray and Dr. Spencer Macauley to rezone property beyond the 250' "F" line along Hwy. 54 :;South, The Commission recommends an additional 300' be rezoned to 'F" Hwy. Commercial, making a total of 550' from right of way line ;in "F" District. The request of George Lord that part of tract C of Southwood Hills :Addition be rezoned to "F" . The Commission recommends rezoning to "F" Hwy. Commercial as per map and description indicated, between ,;Hwy. 54 S. and Tanner Bridge Road. The request of Mrs. Ernest Stock to keep children in her home on St. Mary's Blvd. under the family day care plan, six children any Regular Meeting, July 10 1961 IL age, the Commission recommends that request be granted. The request of E. P. Barnett that the Dawson Brick Co. property be rezoned from "A" to "E" for the purpose of setting up a trailer court and small dwellings in the area. Jefferson City Planning and Zoning Commission. Construction On motion by Mr. Willcoxon, seconded by Mrs . Fisher, a construction Report report on the construction of Sewers in Sewer District No. 100, Sewer Dist . showning a grand total cost of $3,918 .08 , including $76.83 two No. 100 . per cent engineer' s cost, was approved. Resolution On motion by Mr. Willcoxon, seconded by Mr. Dorr, the following Sewer Dist . resolution was adopted: "Be it resolved by the City Council of the No. 100. City of Jefferson, Missouri, that the work of constructing Sanitary Sewers in Sewer District No. 100, be and is hereby approved as the council finds that said work was done according to plans and specifications." Sewer At the request of Mrs. Fisher, a sewer problem on Dunklin Street was Problem. referred to the Street Commissioner. Stuebtn Mrs . Fisher requested that holes in the street at Maple and Dunklin Condition.Streets and at 621 Clark Avenue be repaired. Houchin Mrs . Fisher also requested that the Street Department sweep Houchin Street. Street as a result of a dust condition. Hough Prk. On Motion by Mr. Willcoxon, seconded by Mrs. Fisher, the Clerk was Road Repair. instructed to write the Special Road District request that it maintain and repair Hough Park Road. Closing of At the request of Mrs . Fisher, a matter concerning a short, narrow Alley. alley, running north and south between Dunklin Street and Cottage Lane north of Dobbs was referred to the Street Committee for Study with a recommendation that the alley be closed and dedicated to people for maintainance. Tree Trimming On motion by Mr. Willcoxon, seconded by Mrs. Fisher, the Clerk was instructed to write the Missouri Power and Light Co. with reference to the trimming of trees at points where street lights are now obstructed on the condition a release is obtained from the adjacent property owner. Parking In reference to item 137 of the Parking and Traffic Report approved 300-E.Miller May 22, Mrs. Fisher, requested that a recommendation calling for Street. no parking in the 300 block of East Miller Street be referred back to the commission with a recommendation that the matter be changed to read no parking from 7 a.m. to 7 p.m. , except on Sunday. She further requested that the no parking sign be moved to the end of the church property adjacent to the area in question. Monroe St . Mr. Burkhalter called attention to a need for the blacktopping of the Repair. 1400 block of Monroe Street. Weeds. Mr. Burkhalter called attention to weed conditions at property in the vicinity of Monroe and Adams Streets as well as weeds still in existance on property adjacent to the Immaculate Conception Church. The chief of police was instructed to notify owners accordingly. Regular Meeting, July 10 1961 Mr. Burkhalter also reminded the council that he had brought up the Weed Killer. possibility of applying a weed killer in various areas . He was informed by the City Engineer that the matter is under study. ;Upon motion by Mr. Riner, seconded by Mr. Willcoxon, an inspection Curb Repair. of curbs in need of repair in the uptown area was ordered and the 'chief of police to notify owners to repair as necessary. Mr. Butzer brought up a matter concerning excessive noise at the Noise. railroad tracks on McCarty Street at Highway 54-63. ;Mr. Butzer also brought up matters concerning eroded pavement on , Eroded ;Ridgeway Drive north of West Main St. , and junk conditions and a : Pavement & ;:loose dog at the rear of 312 Washington St. : Dogs . Mr. Butzer also brought up a drainage problem at the end of Donald ': Drainage !Drive. He asked that the matter be referred to the Street :` Problem. 'Committee. Mr. Butzer also brought up for discussion a proposed ordinance . Board of ;concerning the establishment of a Board of Public Works to handle Public Works. chiefly the sewer system. Copies of a proposed ordinance were ,distributed for study. 'Mr. Vanderfeltz brought up a matter concerning a request for an Indiana St. 'outlet from property owners on Indiana Street running to Minnesota Outlet. ;Street. Mr. Butzer called for the third reading of the following ordinance 7094 .that was introduced at the June 19, 1961, meeting: Ward 7094/ "An Ordinance repealing section 10 of Ordinance No. 5985 as Redistric - `reinacted in Section two of Ordinance No. 7038 being section 405 ing. of the revised ordinances of the City of Jefferson, 1956) which established voting precincts in each of the five (5) wards of Jefferson City, defining and describing the boundaries of each precinct, and enacting a new ordinance pertaining to the same subject." Following the third reading the Ordinance was defeated by the following vote: Ayes: Burkhalter, Butzer and Kliegel. 3 Nays: Darr, Fisher, Jobe, Riner, Scrivner, Vanderfeltz and Willcoxon. 7 Mr. Butzer called for the third reading of the following ordinance 7095 that was introduced at the June 19 , 1961, meeting: Precinct 7095/ "An Ordinance repealing Sections, 2, 30 40 5, 60 7, and 8 Reallignment of Ordinance No. 5986 of the City of Jefferson, Mo. , (Being sections 390-396, inclusive, of the Revised Ordinances of the City of Jefferson, Mo. , 1956) which established wards within the City of 'Jefferson, Mo. , and defined and described the boundaries thereof and enacting a new ordinance pertaining to the same subject. ,Following the third reading the Ordinance was defeated by the .following vote: Ayes: Burkhalter, Butzer and Kliegel 3 Nays: Dorr, Fisher, Jobe, Riner, Scrivner, Vanderfeltz, and Willcoxon. 7 The following resolution introduced by Mr. Scrivner was adopted upon Resolution t motion by Mr. Willcoxon, seconded by Mrs. Fisher. Study "Be it resolved by the City Council of the City of Jefferson, Redistrictin Missouri, that the Mayor be authorized and requested to appoint a 'committee of five persons, all residents of the City of Jefferson, 'to make a study of the present boundaries and limits of the five ;'wards in the city and the population of each ward; with the request that the committee, after studying the present division of the five wards, make a report to the Mayor with its recommendation as to changes in the present ward boundaries and that the committee be asked to consult with the City Engineer in relation to his progress Regular Meeting, 1 on the plans and surveys for the possible annexation of areas adjacent to the present city limits as previously requested by the Council. Following adoption of the foregoing resolution, the Council passed a motion offered by Mr. Willcoxon, seconded by Mr. Riner, placed a six-months time limit for the committee provided for in the resolution to make its report to the council. 7096 The following ordinance was introduced: Appropriate 7096/ "An ordinance to appropriate money for the month of June, 1961.'
