Roll Call Present: Burkhalter, Butzer, Fisher, Jobe, Kliegel, Riner, Scrivner, Vanderfeltz and Willcoxon . 10 Absent: None. A quorum was declared present . Minutes. The minutes of the last meeting, July 10, were approved on motion by Mr. Willcoxon, seconded by Mrs. Fisher. Petition The following petition signed by 21 property owners was introduced in re by George H. Hitz, 410 W. Asheley St. , who acted as spokesman for Ashley & the group: Deeg Sts. "We request the City Council to authorize the Street Department to place signs in the 400 block of West Ashley and the 800 block of Deeg St. , containing the following information: "No Parking - Buses - Tricks - Trailers" On motion by Mr . Willcoxon, seconded by Mrs . Fisher, the matter was ordered referred to the Parking and Traffic Commission. Petition The following petition signed by 21 property owners was introduced in re by Mr. Kliegel: "The residents in this neighborhood would like Moving & to impress upon the Council in the strongest terms possible that this Storage Co. moving and storage Company is a hazard to our children' s safety, a nuisance, a disturbance of the peace and a violation of the City' s Zoning Ordinance, but we do not wish to have it closed, provided that it comply with the following stipulations: I. That the gas pump be removed from the premises ; 2. That the trucking office be closed; 3. That no trucks be left on the premises overnight; 4. That all burning of trash be done in an incinerator according to city regulations ." On motion by Mr. Kliegel, seconded by Mr . Willcoxon, the matter was referred to the Building Commissioner for study. Rezoning The following rezoning request was referred to the Planning And request - Zoning Commission on motion by Mrs . Fisher, seconded by Mr. Dorr: Scheppers . "We, the undersigned would like to make application for the rezoning of the following properties for commercial or business purposes: 11410 Broadway (Subdivision 1 & 2 of Inlots 571 & 572) ; Part of Subdivision 9 all of 10 and part of 11 of Inlots 571 & 572; Part of inlot 570; part of Inlots 562 & 563." signed by George 11. Scheppers, Joe Kroeger, Geneva Phillips, Catherine E. Kroeger, Martin H. Hazelhorst, Raymond J. Kliethermes, Mrs . Ed Slicker, and Earl Hedges . Urban Re- Mr. Ted Herron, executive director of the Urban Renewal Authority newal appeared relative to the relocation of displaced persons. He Request. explained that the authority must provide for relocation of displaced person and provide the cost of relocating. He asked for a council committment stating that the city will make a relocation fund estimates: to be $22, 325 over a three-year period available to the authority. Upon motion by Mr. Willcoxon, seconded by Mrs . Fisher, such a committment was adopted by the council. Dunklin Mr. Buell A. Baclesse, 425 W. Dunklin St. , appeared on behalf of the Street area business men, requesting that Dunklin Street, now closed for Opening. repairs, be opened to allow business traffic to flow. Upon motion by Mr. Willcoxon, seconded by Mr. Scrivner, the matter was referred to the City Engineer. On the same subject, the council adopted a motion presented by Mr. Vanderfeltz, seconded by Mr. Riner, that signs be erected stating that the street is under construction-travel at own risk for busineso purposes only. Regular Meeting, July 24 1961 ;Mayor C. Forrest Whaley presented the following veto message with : Veto of ;reference to Ordinance No. 7100 passed July 10, 1961: "I wish to Taxi Far 'veto the taxi ordinance. I did intend to let it go into effect Ordinanc without my signature, but have been requested to veto the matter by ,several council members in order for it to make changes before it ;(goes into effect. Roy Scheperle---r-------------------------$16, 139.48 On advice of the City Engineer, the bids were declared over the estimated cost and the matter was ordered to be readvertised. Police Board On motion by Mr. Willcoxon, seconded by Mrs. Fisher, the following Report. report submitted by Mr. Scrivner, chairman of the Police Board was approved: "The committee recommends that an annual inspection of taxi-cabs to determine if each is in a safe condition be made, and that a competant mechanic be- employed to make this inspection and that a fee not to exceed $2.00 per unit be collected to cover inspection fees. The present ordinance now requires the board to make this annual inspection and set the fee at $2.00 per unit ."
