Roll Call Present: Burkhalter, Butzer, Dorr, Fisher, Jobe, Kliegel, Riner, Scrivner, Vanderfeltz and Willcoxon. 10 Absent: None. A quorum was declared present. Minutes The minutes of the last meeting, July 24, 1961, were approved on motion by Mr. Willcoxon, seconded by Mrs. Fisher. Naming New ------ Expressway. A communication from the Jefferson City Chamber of Commerce, signed by French L. Nelson, chairman, Special Expressway Dedication Services, recommending that the new throughway be named "The N.R. Beagle Expressway," was read by the Clerk. Following a brief discussion, which included remarks by Mr. Nelson, the council adopted a motion offered by Mr. Jobe, seconded by Mr. Willcoxon, recommending that the expressway be named, "The Rex M. Whitton Expressway," honoring the former Chief Engineer for the Missouri State Highway Commission, who is now Federal Administrator of Highways. Appointment Upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, the appointment of Junior of Junior Bryan Rush as presented by City Marshal Claude E. Short Bryan Rush was approved effective August 7, 1961. as Patrol- man. ------ Engineer' s A communication from City Engineer LeRoy J. Henry addressed to the recommend- Mayor and the Council was read by the clerk with reference to the ation in re consultation of several consulting engineering firms regarding a Consulting sewer needs study. In compliance with a recommendation by the sneer for engineer the council adopted a motion offered by Mr. Dorr, seconded ][sewer by Mr. Burkhalter, authorizing the mayor to appoint a special study. committee to investigate the employment of such a consulting firm as described in the communication. The following council members were then appointed by the mayor to serve on this committee, which set a meeting for August 11, in the office of the engineer: Mr. Dorr, chairman, Mr. Willcoxon, Mr. Burkhalter, Mr. Jobe and Mr. Kliegel. Bids on The following bids were opened and read by the clerk for the Nelson construction of Nelson Drive between Magnolia Place and East Atchison Drive. Street: E. P. Barnett, $12,439.42, Roy A. Scheperle, $14,982.25 . On motion of Mr. Willcoxon, seconded by Mrs. Fisher, the council voted to award the contract to the low bidder. Finance Upon motion by Mrs. Fisher, seconded by Mr. Burkhalter, the Committee following report submitted by Mr. Willcoxon, chairman of the Finance Report. Committee was approved: "The City Council' s Finance Committee met in the office of the City Clerk, at 7 1130 P.M. , July 27, 1961, with the following members present: Mr. Willcoxon, chairman; Mr. Riner, Mr. Kliegel, and Mrs. Fisher. Also present were: Mr. Homer Ferguson, district manager Missouri Power & Light Co. ; Mr. I. H. (Jim) Reed, general manager, Capital City Water Co. ; Mr. James F. McHenry, treasurer, Capital City Telephone Co. ; and Mr. Henry Andrae, attorney for the Capital City Telephone Co. ; and Thomas P. Rose, City Attorney. Mr. Ferguson spoke with reference to a bill for $750.00 assessed his firm in the form of an occupational tax. He read a letter dated Nov. 16, 1960, sent by the firm to each member of the council, which suggested that the atx be superceded by an increase in the gross receipts tax provided for as a result of a 20-year franchise approved by the electorate of this city, Jan. 31, 1961. No questions were forthcoming and Mr. Ferguson was excused. Mr. Rose read a letter or part of an ordinance for the Water Company. Essence of the ordinance amendment is three per cent to five per cent gross tax or 1/2 the cost of re-location, improvements to be P32 ;made and extensions made when income is such that it would not .absorb part of the cost. if Mr. Reed explained that the cost of the Expressway improvements, moving lines, etc. was approximately $30,000 to $35,000. Mr. Rinerl, questioned Mr. Reed regarding the hearing now before the Public Service Commission with reference to a company request for a rate increase. ;] �,Mr. Kliegel questioned Mr. Reed as to who breaks down the amount fox! ; tax distribution. Mr. Reed explained that the tax would be 1 $21,435.37 based on five per cent, on the three per cent $9,300.00; 1' adding the two per cent, $12,000. �1 Mr. McHenry explained the franchise agreement between the city and ;( ! the telephone company regarding free telephone service, which ! amounts to $290 per month. If tax is raised $12,000 will be the ; increase. He said the telephone company doesn't need a franchise ' because the Public Service Commission regulates its rates, etc. , j as it does the water company. The franchise, he said, covers use !f of streets and rights-of-way, which means the tax is really a price Jlpaid to the city for the use of its streets, etc. Mr. McHenry was in accord for the 20-year franchise agreement with Isection two being deleted from the present agreement, thus leliminating provisions for free telephone service and adding an ]additional two per cent increase in the gross receipts tax. }Questions were raised with reference to free telephone service to ,;personnel of the police department, fire department, fire chief and ' . ,!the Street Commissioner. ; The committee agreed that the city would pay the cost of telephone l (service to the personnel of the police and fire departments, the it , fire chief, and the Street Commissioner, on a straight line basis. 1The committee recommended that the occupational tax be abolished :;for the three utilities in question. `;'The committee also requested the City Clerk to submit a list of alll� ,personnel receiving free service to the chairman of the finance iicommittee. 'In reference to the request of Mr. and Mrs. Pearl C. Shively and Mrs. Olivia M. Scott (Ref. Council Minutes of July 10, 1961) concerning the possibility of purchase of property between Cardinal and Houchin Streets on Dunklin Street, the Committee recommends that the City Engineer provide a description of the tract in question. Following a lengthy report, the board went on record advocating stronger control of the dog population; advocate picking up of any strays that don' t meet requirements; particular emphasis be placed on dogs in parks and in schoolyard areas. After due consideration of matters referred to the Commission by the City Council and originating within the Commission, the following recommendations were made to the City Council at a regular meeting of the Commission held in July, 1961: 1. (ITEM 143) That, at the time of the opening of the Throughway, the stop signs on Madison at Dunklin Street be removed. 3. (ITEM 144) That, at the time of the opening of the Throughway, the stop signs on Jefferson at Dunklin Street beremoved. 4. (ITEM 145) That, at the time of the opening of the Throughway, the stop signs on Monroe at Miller Street be removed. -5.. A resolution calling for the improvement of the roadway of Capitol Improvement ;Avenue from the east curb line of Olive Street to the West curb line of Capitol 'of Riverside Drive with Portland cement concrete and guttering and Avenue. -curbing with cement material was adopted by motion by Mr. Willcoxon `seconded by Mr. Butzer. Fire Hydrant. Mrs. Fisher reported to the council that a resolution would be prepared for action at the next meeting with reference to the install- ation of a fire hydrant at Taylor and Karon Drive as recommended by the fire chief. Municipal Mrs. Fisher reminded the council of the forthcoming meeting of the League Missouri Municipal League at the Clayton Inn, Clayton, Mo. September Meeting. 27-29 . Weeds. The police chief was notified of a weed condition in the 500 block of East ATchison Street. Council On motion of Mrs. Fisher, seconded by Mr. Vanderfeltz, the council Meeting voted to hold the September council meeting on Tuesday, September Change. 5, as a result of Labor Day. Broken Water The clerk was instructed by Mr. Riner to notify the water company of Main. a broken water pipe on the north side of the 100 block of W8st McCarty Street. Washing At the request of Mr. Riner, a matter of study of prohibiting parking Streets. on High Street between Washington and Adams streets between 3 a.m. and 6 a.m. was referred to the Parking and Traffic Commission. Heating Code. Mr. Butzer called attention to the receipt of a sample heating code available for study. The copy was turned over to the Clerk for additional copies.
