Minutes
Monday, November 29, 2021 — 5:30 p.m.

COMMITTEE MEETING — Began at 5:30 p.m.
• CALL TO ORDER AND ROLL CALL Committee members Karla Eitel, Dawn Matus,
Susan Farber, Dallas Young, Craig Vroom, Cynthia Dittmer and Nellie Bowman were
present. Also, in attendance was Delta James, Economic Development Planner and
Jacki Ruben McCall Library Board member.
• MINUTES APPROVAL [ACTION ITEM]
Dallas moved; Nellie seconded a motion to approve the minutes from the October
25, 2021, as submitted. All members voted "aye" and the motion passed.
• EXISTING COLLECTION AND MAINTENANCE
Owl wood carving at Library: Nellie reported that a cover has been provided and
contributed by McCall Upholstery (Ryan Grinde). Karla will send a thank you card.
• PUBLIC ART PROJECTS
Public Art for Library: Staff presented the draft Call to Artists. The committee
discussed the eligibility geography regarding just to Idaho artists or expanding to
artists from contiguous states. Karla suggested reaching out to indigenous and
artists from other cultures to broaden the applicant pool. Staff commented that the
artist needs to have experience of working with design teams and integrated within a
facility construction project.
Craig moved; Cynthia seconded a motion to approve the Call to Artists with the
amendment that the eligibility be expanded to include artists from Idaho and
contiguous states.
Identify Artist Selection Committee members: Dawn Matus will serve as a
representative. Committee members will provide staff with other suggestions.
• CAPACITY AND PROMOTION
Timeline for work session with City Council: Staff suggested the work session be
planned for May and be integrated with annual report. Work session would include
past accomplishments, plan direction, next projects, and projected funding needs.
Targeted fundraising request discussion: Staff summarized the discussion from last
month and the committee suggested that the discussion be tabled to the January
meeting.
