"A request from Central Missouri Trust Co. for no parking on Madison Street, approximately three car lengths from Miller, south and no parking for three car lengths on Jefferson Street approximately three car lengths from Miller south, also no parking along either side of Central Court Street. Report. "The. City Council' s Committee-of-the-Whole with all 10 members .present and Chairman Montie Willcoxon presiding, met August 14, 1961f for the purpose of acting on those matters referred to it by the Cite :'Council. 'IThe first matter brought before the committee was the question 'of the property known as the Naes Property. The Committee I:recommended the City Clerk advertise for bids to tear down the old }building now on the ground to level and rock the property, in Accordance with the City Engineer' s specifications. The second matter concerned the acceptance or refusal of the ;!property adjacent to the New Central Motor Bank property at a cost ;,of $1,600.00, or one-half the cost of the right-of-way. 'iThe Committee recommended the council refuse the property purchase ;land recommend to the State Highway Department to let the Central ';Missouri Trust Company purchase and develop the property for ��parking facilities. ;iMr. Edward L. Cole, City Collector, discussed the matter of the two jper cent rate charged by insurance companies. He also presented a peach member with a break-down in letter form. The committee recommended that the City Attorney and Mr. Cole draft i �an ordinance in accordance with the collector' s recommendation on ;license fees." Ellis. .On motion by Mr. Willcoxon, seconded by Mr. Kliegel, the City Clerk : Resolution ,was instructed to draw up a resolution endorsing the gas tax. Gas Tax. Regular Meeting, st 21 1961 Resolution The following resolution was approved on motion by Mr. Scrivner, Fire seconded by Mr. Vanderfeltz. ydrant. "Be it resolved that the Capital City Water Company be and is hereby instructed to install a fire hydrant at the following location. One hydrant at the corner of Taylor Street and Karen Street in accordance with a recommendation by Fire Chief John F. Sullivan." Veto The following communication was received from Mayor Whaley. Ordinance "At the request of the members of the Parking and Traffic Commission, 7110. I am vetoing Ordinance No. 7110 pertaining to angle parking in the 400 block of Monroe Street. Changing this to parallel, reduces substantially, the uptown parking:: area, which is so needed today. This block is the same width as the 300 block and by changing the angle of parking will open this block to the same amount of trafficway as in the 300 block." 7121 The following ordinance was introduced. Ordinance No. 5880 by repealing paragraph 23 of section 1002 of Article X relating to signs and enacting a new section to be known as paragraph 23 of Section 1002 of Article X of Ordinance No. 5880 relating to the same subject, by repealing paragraph 2 of Section 1102 of Article XI of Ordinance No. 5880 relating to signs, and enacting a new section to be known as paragraph 2 of Section 1102 of Article XI of Ordinance No. 5880 relating to the same subject, by adding a new paragraph to be known as paragraph 14 of Section 1102 of Article XI of Ordinance No. 5880 relating to signs, by repealing paragraph 16 of section 1202 of Article XII of Ordinance No. 5880 relating to signs and enacting a new section to be known as paragraph 16 of section 1202 of Article XII of ordinance No. 5880 relating to the same subject, by repealing section 1302-A of Article XIII of Ordinance No. 5880 relating to signs and enacting a new section to be known as Section 1302-A of Article XIII of Ordinance No. 5880 relating to the same subject, by repealing section 1402 of Article XIV of Ordinance No. 5880 relating to the use regulations in the "I" light Industrial District and enacting a new section to be known as section 1402 of Article XIV of Ordinance No. 5880 relating to the same subject, and by repealing Section 1601 of Article XVI of Ordinance No. 5880 relating to Non-conforming signs in the various districts established by said ordinance and enacting four (4) new sections to be known as Section 1601, 1601-A, 1601-B and 1601-C of Article XVI of Ordinance No. 5880 relating to the same subject." Zoning. 7122/ An ordinance of the city of Jefferson, Missouri, changing, amending, and modifying the zoning map of the City of Jefferson, Missouri, as incorporated into ordinance No. 5880 by rezoning certain specifically described property from a district "A-1" single family residence to a district "F" Highway Commercial District." Read first time at length, second time by title and on motion by Mr. Willcoxon, seconded by Mr. Dorr, the ordinance was read the third time and placed on final passage and was passed by the following vote. Ayes: Burkhalter, Butzer, Dorr, Jobe, Kliegel, Riner, Scrivner, Vanderfeltz and Willcoxon. 9 Nays: None.
