oll Call. Present: Burkhalter, Butzer, Dorr, Fisher, Kliegel, Riner, Scrivner,
Vanderfeltz and Willcoxon.
Absent: Mr. Jobe.
A quorum was declared present .
Minutes. The mindtes of the last meeting, Aug. 21, 1961, were approved upon
.motion by Mr. Willcoxon, seconded by Mr. Butzer, with the following
correction: A roll call vote on approving a Committee-of-the-Whole
,report with reference to a recommendation that the council refuse
.the property purchase and recommend to the State Highway Department
to let the Central Missouri Trust Company purchase and develop the
property for parking facilities was as follows:
Ayes: Burkhalter, Dorr, Jobe, Riner, Scrivner, Vanderfeltz and
Willcoxon. 7
Nays: Butzer, Kliegel. 2
Absent:Fisher. 1
Special Upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, the council
Permit For voted to issue a special permit to Mrs. Ernest Stock, St. Mary' s
Day Nursery. Boulevard, to operate a day nursery at her home, on condition that
her state license be limited to six children.
Following the appearance of two South Side Business men who
protested the erection of light standards south of the expressway
adjacent to their places of business, the mayor appointed Mr. Kliegel
and Mr. Vanderfeltz to assist him in an appearance before Highway
Department officials to investigate the matter.
Shikles Upon motion by Mrs. Fisher, seconded by Mr. Willcoxon, a written
Request request for the installation of a fire hydrant by Mr. J. P. Shikles,
for Hydrant. 1004 Oak St . , on Marilyn Drive was referred to Fire Chief Sullivan
for proper measurements and recommendation to the Committee on Water,
Gas and Electric Lights.
Light Re- On motion by Mrs . Fisher, seconded by Mr. Vanderfeltz, a written
quest on request entered by Mrs. Bessie Newltirk for a Street Light in the
Case Ave. 400 block of Case Avenue was referred to the Committee on Water, Gas
and Electric Lights.
Whitton On motion by Mrs. Fisher, seconded by Mr. Willcoxon, a letter
Letter. signed by the lion. Rex M. Whitton, Federal Highway Administrator,
Washington 25, D.C. , thanking the council for honoring him in naming
the new Expressway, the Rex M. Whitton Expressway, was received and
filed.
Barr Request On motion by Mr. Willcoxon, seconded by Mr. Butzer, a complaint
for Wrecker signed by Clifford L. Barr, with reference to the receipt of wrecker.
Service. service from the Department of Police was referred to the Police
Board.
Bids for The following bids were opened by the clerk and read:

The committee recommended that a Jeep with four-wheel drive be
; purchased at the cost of $450.00 for use of the Street Department I�
+ and the Fire Department.
; The committee agreed that the Humane Officer be paid $20.00 per mont:,h
for upkeep of the dog shed.
!Request was made by City Assessor, Carney Stone for $900.00 per
,annum for extra help, the Committee recommended that Mr. Stone
;receive $800.00 per annum. �!
!All City Personnel, other than the Fire Department, Police !
!Department, Fire Chief and Mr. Curtis must pay for their own
jtelephones.

;Upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, the report
]was approved with the exception of the first item which had

;Following a discussion with reference to four-wheel drive equipment,''
.;a motion offered by Mr. Willcoxon, seconded by Mr. Riner was adopted
;instructed the Fire Chief to prepare specifications and advertise

On motion by Mr. Willcoxon, seconded by Mr. Vanderfeltz, Accounts Accounts
and Claims for the month of September were approved as recommended and Claims.

;;and Clerk were authorized to enter into a contract with Stupps ;' Contract.

On motion by Mr. Willcoxon, seconded by Mr. Butzer, The Stupp firm Performance
;was instructed to supply a performance bond. Bond.
On motion by Mrs. Fisher, seconded by Mr. Scrivner, a study of stop Stop Signs.
"signs at the intersection of Dunklin and Madison streets was ordered'
referred to the Parking and Traffic Commission.
The following items were brought up by Mars. Fisher:
A sidewalk condition in the 500 block of East Dunklin Street
:between Maple and Marshall Streets;
'A water problem at Maple and Dunklin Streets;
A request for the repair of Mesa Drive;
'A request that a study of new money be made by the Finance Committee
with pay raises for the Police Department in view;
Mrs. Fisher also called attention to the passage of Ordinance No.
6775, Aug. 3, 19599 providing for the appointment of an assistant
'Street Commissioner. She suggested the appointment of Mr. Bond.

Regular Meeting, September 5 1961
Notre Dame The following petition was introduced by Mr. Burkhalter:
Street "We the undersigned property owners who own a majority of the
Improve- property abutting on Notre Dame street between Hough Park Road and
meet. the dead end, realize that said street should be improved and we
hereby petition your honorable body to pass a resolution to grade
and pave said street with 30-foot street , concrete straight curb and
asphalt paving matering and we pledge our word and honor that we will
not protest or remonstrate against this method of improvement . The
price shall not exceed 110 per cent of estimated cost of $3.22 per
front foot, on a five-year tax installment basis."
The petition was signed by 21 property owners owning a total of
1,881 feet.
On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, the City
Engineer was instructed to take steps necessary to implement this
petition.
Mr. Scrivner called attention to complaints of disturbances in the
:neighborhood of the 900 block of East High Street.
On motion by Mr. Riner, seconded by Mr. Willcoxon, the Engineer was
instructed to furnish each member of the council with full specifica-
tions on all public works.
Mr. Riner also requested the Street Committee to make a study of the
East Branch of Weir' s Creek.
Police On motion by Mr. Riner, seconded by Mr. Butzer, a matter of
Department transferring the Police Department to the Community Center was
Location. referred to the Committee on Buildings and Grounds.
Mr. Riner also requested the License Inspector to check delinquent
Merchants Licenses.
Mr. Butzer called attention to the existence of a pile of bricks in
the 1200 block of West McCarty street east of Hart Street, brush and
weeds on McCarty Street between Hart and Havana Streets; a request
for a street light on Willow Drive; and a study of proposed right-
of-way from Stadium Drive to Chestnut Street as a result of curves.
Mr. Kliegel requested that a matter of stop lights at the intersection
of Jefferson and Dunklin Streets be made by the Parking and Traffic
Commission.
Mr. Kliegel also requested that the Parking and Traffic Commission
furnish reports to members of the Commission in advance of council
meeting in order for the members to give the report proper attention.
The following resolution was approved on motion by Mr. Dorr, seconded
by Mrs. Fisher: "Be it resolved by the City Council of the City of
Jefferson, Mo. , that the work of constructing of Cottage Lane, east
of Gordon Street be and is hereby approved as the council finds that
said work was done according to plans and specifications .

Article X relating to signs and enacting a new section."
