The minutes of the last meeting, September 5, 1961, were approved on motion by Mr. Willcoxon, seconded by Mrs. Fisher. UCF. A communication from M. E. Morris, general chairman of the government agencies, United Community Fund, was read by the clerk announcing the appointment of Police Judge McCormick V. Wilson to supervice collections from city employees and asking for consideration on a plan calling for a withholding plan. On motion by Mr. Willcoxon seconded by Mr. Butzer, the matter was ordered referred to the Finance Committee. Install- A communication from James F. McHenry, secretary of the Capital City ation of Telephone Co. , was read by the clerk, requesting permission to telephone establish canopy-type, illuminated outdoor telephone booths at the booths. following locations: Southwest corner, Clark Avenue and East Elm Street, 78� feet south of the curb line of East Elm and eight feet west of the curb line of Clark Avenue; Northwest corner of Bolivar Street and Highway 63 and 54 North, 38 feet north of Highways 63 and 54 and 14 feet west of the curb line of Bolivar Street . On motion by Mrs . Fisher, seconded by Mr. Willcoxon, the request was granted with a provision that the instailations in no way obstruct the view of traffic. Sewer On motion by Mr. Willcoxon, seconded by Mr. Burkhalter a request District . from Joseph L. Engineer following a lengthy report submitted by the engineer to each member of the council. Rezoning On motion by Mr. Willcoxon, seconded by Mr. Dorr, a request entered Request . by A. H. Sewer Needs On motion by Mr. Willcoxon,- seconded by Mr. Dorr, the following Report . report submitted by Mr. Dorr, chairman, Sewer Needs Study Committee, was approved: "After extensive correspondence, study and inter- 41 %Q Regular Meeting.-- September 18, 1961 Viewing several Consulting Engineering firms this committee recommends that the City Council approve the selection of the firm of Horner and Shifrin, Engineers of St. Louis, Mo. , for the purpose of Ontering into negotiations with said firm. A communication from Oscar J. Graessle, 630 W. Main St. , requesting Bolivar St. change in parking on the east side of the 100 block of Bolivar Parking 6treet was ordered referred to the Parking and Traffic Commission Request. 6n motion by Mr. Willcoxon, seconded by Scrivner. The following report submitted by Mr. James F. McHenry, chairman 'Parking and f the Parking and Traffic Commission was read by the Clerk. Traffic 'After due consideration of matters referred to the Commission by Commission the City Council and originating within the Commission, the Report. kollowing recommendations were made to the City Council at a t.egular meeting of the Commission held on September 14, 1961: (ITEM 152) That 20 mile per hour speed zones be established on ttadium Drive and Swift' s Highway from Highway 54 South and Jefferson ttreet respectively to Carter Street, in connection with a school ;one previously established. ;. (ITEM 153) That the intersections of Madison and Dunklin Streets And Jefferson and Dunklin Streets be signalized, provided that: 1) OR-402 controllers, manufactured by the Automatic Signal Division of Eastern Industries, Incorporated, East Norwalk, Connecticut, 2) Oarking be restricted on Madison Street for a distance of 100 feet north and south of the intersection to allow for a designated left Curn lane. These signals would be connected to the master controller 6f the throughway system, which is agreeable to the Missouri Highway ' Department. This could be done aerially. Installation (including Ourchase price) of these signals could be accomplished for approximately $4,500-$5,000 per intersection. (ITEM 154) That "No Parking-Buses-Trucks-Trailers' signs be placed in the 400 block of West Ashley and the 800 block of Deeg St. ; 4. (ITEM 155) That one-way traffic on McCarty and High Streets bet, ;een 4ackson and Broadway Streets would not, in view of the overall Oraffic situation, improve traffic flow. (ITEM 156) That, in regard to the matter of prohibiting parking qn High Street between Washington and Adams Streets from 3:00 a.m. ho 6:00 a.m. to facilitate cleaning of the street, the following is reported: To prohibit parking on this street between these hours is Actually to effect prohibition of parking during earlier hours in the ivening, causing a greater desire to park on side streets in the 4ptown area. These side streets, particularly Madison Street, presents 4 greater problem in cleaning than does High Street. It is the opinion of the Commission that the slight increase in convenience of cleaning of the downtown streets would not justify the restriction of on-street parking, at least until other parking facilities are available to transient parking. fi. (ITEM 157) That a request for a change in the parking arrangemexit ,.n the 100 block of Bolivar Street be denied. Such change would require motorists to back into angle parking spaces. Since the �equest is made in view of winter conditions "when the street is Z199 Regular Meeting, September 18, 1961 covered with snow and ice" the difficulty would be compounded. 7 . (ITEM 158) That a request for 20 mile per hour speed zones be established on Jackson Street from Russell to McCarty Streets on a twenty-four hour basis and on Dunklin Street from Madison to Lafayette Streets during certain hours of the day be denied. There are no school crossings involved in this situation, but merely a .desire to control speed adjacent to movement of school children. Sidewalks are available in this area for use of the children. Restriction of speed during certain hours of the day would require moving motorists to not only observe the 20-mile sign, but to read the hours of restriction thereon. A supervised crossing is provided at the intersection of Jackson and Dunklin Streets which all school children in this area not only may, but should use. To rely on general speed restrictions to make the general area safe for crossings at any intersection would not be realistic. The supervised crossing should be used. 8. (ITEM 159) That a request for a 30-minute customer parking in .the "alley betwen Monroe and Adams Streets" be re-referred to the Council for clarification. Which of the alleys is involved? '9. (ITEM 160) That signs bearing the words "except on Sunday" be appended to presently existing "No Parking" signs in the 300 block of East Miller Street. 10. (ITEM 161) That a request for no parking on Madison and Jefferso Streets for a distance of approximately three car lengths south of Miller Street, recommended for approval by the city Street Committee, 'and referred to the Commission "for its approval" be considered by the Council on the basis of the report by the Street Committee. Parks has been sufficiently restricted on Madison and Jefferson Streets ,north of the throughway intersections to allow proper functioning of the traffic actuating devices and laning of traffic. Since this matter was originally referred to the Street Committee for its action instead of the Parking and Traffic Commission, the Commission. assumes it to be more properly a matter for the former than the latter, since present parking restrictions are sufficient for traffic movement. 11. Yield Right-of-way signs are recommended to be installed on Madison Street and Monroe Street at their intersections with Capitol Avenue. On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the report was approved with the exception of Item 153 in reference to Signals on Dunklin Street at the Madison and Jefferson Street Intersections. On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the Mayor, City Attorney, City Engineer and Mr. McHenry were authorized to discuss the matter of signals with Highway gepartment officials to determine the matter of paying for signals, in re item 153. On motion by Mr. Riner, seconded by Mr. Willcoxon, item no. 159, in re .request for 30-minute customer parking, the matter was ordered re- to the Parking and Traffic Commission, with the alley being described as the one between Adams and Monroe Streets, adjacent tothe : County Jail. On motion by Mr. Dorr, seconded by Mr. Willcoxon, Item No. 161 was referred to the Street Committee. Finance The August financial report prepared and read by the clerk showing a Report. balance of $817,007 .30 was approved on motion by Mr. Willcoxon, seconded by Mr. Dorr. McCarty. :On motion by Mr. Dorr, seconded by Mr. Willcoxon, the City Engineer Survey Date was instructed to-contact the Horner & Shifrin Engineering firm for Sewers. in an effort to obtain a logical meeting date with representatives of the west end of the city. Mr. Butzer also requested that a two-hour parking sign on the Sign north side of the 600 block of West Main Street be replaced. Replacement . On motion by Mr. Riner, seconded by Mr. Burkhalter, the City Ordinance Attorney was authorized to instruct the Clerk to delete the word Correctio "Or industrial," from the fourth line of Section One Ordinance No. 7116. 7116, adopted August 8, 1961. ;Mr. Butzer called attention to existing weeds in the 500 block of Weeds and Norris Drive, and a complaint concerning the flooding of a curb at Flooding. Hart and High Streets . On motion by Mr. Willcoxon, seconded by Mr. Scrivner, a matter of erecting street signs at the intersection of Swift' s Highway and Myrtle Avenue, and Swift' s Highway and Southwest Boulevard, brought up by Mr. Kliegel, was referred to the Sweet Conunissioner. On motion by Mr. Scrivner, seconded by Mr. Willcoxon, the following Resolution resolution was adopted: "Be it resolved by the City Council of Capitol Ave. the City of Jefferson, Mo. , that E. P.
