Mr. Robert Hall, 903 E. Elm St . , appeared with reference to the No Parking

an encouragement to reinstate Sunday service .
On motion by Mr. Willcoxon, seconded by Mr. Kl.iegel, a letter Halloween
!addressed to the Council from Lucy E. Sherrell, 706 Broadway St . Complaint .
;complaining about activities on Halloween, was received and filed.
'A letter from Mrs . James Frank, 606a Marshall St . , was introduced Street
by the clerk, in which the writer requested information on the Lighting &
procedure to obtain a street light and complaining that the street Cleaning.
in her block was never cleaned.
On motion by Mr. Scrivner, seconded by Mrs . Fisher, the clerk was
instructed to inform the writer of the necessary procedure with
reference to street lighting,, and the matter of cleaning the street
was referred to the Street Department on the same motion.
A written complaint filed by the operators of the South Side Super Trash Charge
Market , 115 E. Dunklin St . , with reference to increased trash Dick- Complaint.
up charges by the .1C Sanitation Service was referred to the health
Board on motion by Mrs . Fisher, seconded by Mr. Burkhalter.
On motion by Mr. Willcoxon, seconded by Mr. Kritzer, a letter from Sewer Needs

seeking pertinent information regarding the matter was referred to
the Sewer Needs Committee headed by Mr. Dorr.
On motion by Mr. Willcoxon, seconded by Mr. Vanderfeltz, the clerk Highway Dept.
was instructed to check the expiration of a bond, as a result of a Stock Pile
letter from the State Highway Department informing the City that Area.
tthe Independent Construction Co. , has no further need for city
property on which concrete was stock piled and batched during the
construction of the Expressway.
On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, a request Curb and

Industrial Avenue, and the painting of crosswalk lanes, was ordered

Street Lgt . A request for the installation of a streetlight at rear of Elm
Request Street on the 600 block of Locust Street was referred to the Committee

Fire Dept. On motion by Mr. Willcoxon, seconded by Mr. Vanderfeltz, a letter

and equipment, was received and filed.
Sewer Health On motion by Mr. Willcoxon, seconded by Mrs. Fisher, a petition

Finance On motion by Mr. Willcoxon, seconded by Mr. Riner, the following
Committee report submitted by Mr. Willcoxon, chairman of the Finance Committee,
Report . was approved:
"The City Council' s Finance Committee, with Mr. Willcoxon, presiding
and all members present, along with Mr. Cole, City Collector, and Mr'.
Roy Farmer, City License Inspector, met to discuss Ordinance No.
7142, concerning the licensing of Insurance Companies referred to the
committee by the City Council.
Following a lengthy discussion the Committee voted to go on record as
favoring the ordinance as prepared and read the first and second
time at the October 16, 1961, meeting.
In other action , the committee recommended that the City Attorney
and City Collector enter into a study for a new ordinance covering
the licensing of Merchants that would include a broader definition
of Merchants who are to be licensed in this city.

Grounds report submitted by Mr. Riner, chairman of the Committee on Building.
Report . and Grounds, wits adopted:
"Conmmittee recommiends to the Council that the City accept from
Dave Berman the sum of $90.22 as payment in full for water used by
his store in City Hall Building until separate meter is installed.
Also that Council instruct Building Inspector to have separate meter;
installed as soon as possible.
Committee reconunends to Council that the office occupied by the Mayor
and City Clerk be painted and that Building I spector be instructed
to get three or more bids by next meeting of �ouncil.

Health Board On motion by Mrs. Fisher, seconded by Mr. Jobe, the following report
Report. submitted by Mr. Kliegel, chairman of the Council' s Board of Health
was adopted:
"The Board of Health Appeal Board met in the Council chambers on
Wednesday, November 1 to hear formal complaints from representatives
of Krogers, A & P, and Earl' s Drive In, concerning increased rates
from the J.C. Sanitation Company. Each one of the three commercial
users were given an opportunity to present his case in addition to
a report by the auditors of the J.C. Sanitation Company on why rates
should be increased. The committee went into executive session and
after considerable discussion the following motion was approved:
"That the prevailing rates of the J.C. Sanitation Company as of
September 1 , 1961 for commercial users be frozen until December 31,
1961 giving the Jefferson City Board of Health Appeal Board time
for Further study of rates . Any decision of this Ap eal Board

Special Commissioner was instructed to issue a Special Permit to Mr.

Nursery On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the Building
Permit. Commissioner was instructed to issue a permit to Mrs . Rose Kofkey,
105 Jackson St . , to operate a nursery at this address .
Civil On motion by Mrs. Fisher, seconded by Mr. Willmxon, the following
Defense appointments by Mayor Whaley to the newly created Civil Defense
Appointments.Agency were approved: Col. John G. Christy, 613 E. McCarty St. ,
chairman and part-time director; Lt . Col. Kenneth E. Dahlstrom,
Highway 50 East; Lt. Col. Louis F. Garber, 913 Moreau Dr. , Col.
Vernon 0. Burkhalter, 601 Jackson St . ; and Lt. Col. Albert J. Meiste�,

City Mr. Scrivner questioned Mr. Rose at length with reference to the type
License. of ticket necessary for issue to cars failing to display a city
license.
Sidewalk Mr. Scrivner also called attention to the fact that a sharp drop still

a sidewallc was back-filled.
Stop Ahead On motion by Mrs . Fisher, duly seconded, the street conutnissioner was;

Flag, Display On motion by Mrs . Fisher, seconded by Mr. Butzer, an American Flag
was ordered to be displayed at the City Hall.
Nelson Dr. Mrs. Fisher also called attention to scrapping on Nelson Drive at
Bald Hill Road, and the fact that the red blinker light at the
intersection of Lafayette and McCarty Street not visable since it io
situated "off-center."
Stop Sign On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, the matter aif
Capitol- a stop sign at the intersection of Capitol Avenue and Riverside Drive,
Riverside. with the sign on Capitol Avenue, be referred to the Parking and
Traffic Commission.
Public Mr. Butzer called attention to the fact that on September 5, the

works available to council members .
Redist- Mr. Butzer also called attention to the fact that four months have
