Noonan, speaking for the St. Peter' s School Association and for Special Mr' and Mrs. Harry Thurston, 310 Broadway St. , introduced a permit for f; ;petition protesting the issuance of a special permit for an Parking Lot. !off-street parking facility at the rear of 307 High St . Mr. Ross :Geary, 306 Broadway St . , speaking for Mr. Stuckenschneider, owner of the property, spoke in favor of the matter. On motion by Mr. Butzer, seconded by Mrs . Parking and jrhe following report submitted by Mr. McHenry, chairman of the Traffic harking and Traffic Commission, was introduced by the clerk. Commission 'After due consideration of matters referred to the Commission by th Report. ;City Council and originating within the Commission, the following ;f recommendations were made to the City Council at a regular meeting bf the Commission held on November 17, 1961: ?Z. (ITEM 163) That the east and west sides of Lafayette Street frodl Capitol Avenue south to the alley between East Capitol and East High;J, ;(200 block) be restricted to two hours. 2. (ITEM 164) When the request for curb cuts and parking on city property in the 200 block of Marshall Street was originally made, it �4as denied by the Commission. The Commission has no reason at prese,t 1�o alter its original recommendation. (ITEM 165) That parking on the south side of the alley between h ,400 blocks of Madison and Monroe Streets be removed. j4. (ITEM 166) That 30-minute customer parking be permitted on the north side of the alley between the 200 blocks of Monroe and Adams r iptreets from a point 180 feet west of the west curbline of Adams ;street to a point 234 feet west of the west curbline of Adams Street 5 . (ITEM 167) That an overhead flasher be installed over the ! Intersection of Industrial Drive and Dix Road, the faces of which will show red to Industrial traffic and amber to Dix Road traffic. :,It is further recommended that a crosswalk be painted across Dix Road n the north side of the intersection. 6. (ITEM 168) That angle .,f g parking on the east side of the 100 block4 Hof Bolivar Street, presently northeast by southwest , be changed to northwest by southeast. y . (ITEM 169) That a request for a loading zone at Thorpe J. Gordo' ;School for the purpose of loading and unloading school buses be denied. if buses were to load and unload at the location specified, it would: tender the use of the crosswalk at that location dangerous. It is ouggested that buses stop either on the parking lot or opposite the curbline adjustment just south of the parking lot . 8 . (ITEM 170) That a stop sign be installed to affect traffic entering Elm Street from Vetters Lane. � . (ITEM 171) That a stop sign be installed to affect eastbound traffic entering Riverside Drive from East Capitol Avenue . ' U . (ITEM 172) That a stop sign be installed to affect northbound ;traffic entering East Capitol Avenue from Olive Street . 11. (ITEM 173) That a Yield Right of Way sign be installed to affet ;waestbound traffic entering the intersection of Capitol Avenue and ;Capitol Extension. 2. Fisher, the council Four-Way 'adopted a motion calling for four-way stop signs at the intersectionStop Signs . ' of Madison and Dunklin Street and Madison and Jefferson Streets, until the matter can be worked out with the State Highway Department. ,On motion by Mr . Scrivner, seconded by Mr . Willcoxon, the matter of Expressway traffic signals on the Rex M. Whitton Expressway and at the Traffic ;intersection of Highway 50 West and Dunklin Street was ordered Lights. jreferred to the Parking and Traffic Commission. Mayor Whaley reported that he had consulted Mr. Glenn Watson, Sunday Bus ;'following the elimination of Sunday Bus service. lie reported that Operations :Mr. Watson said the cost was prohibitive compared to the number of ,people using bus service. Mayor Whaley also said he had discussed the matter of signal lights Signal at the Dunklin Street intersections with Madison and Jefferson Lgts . on Streets with the District Five I'sngineer, who reported that it was a Dunklin St. matter for the State Highway Conuiiission. Following a sunmu ry on taxi cab meters submitted by Mayor Whaley, 'Taxi-Cab the council adopted a motion that the Police Board study a matter Meters. requiring local taxi-cab operators to install. meters in each cab. The motion was placed on the floor by Mrs. Fisher, seconded by Mr. Burkhalter. Mr. Scrivner at this point reminded the Chief of Police that Taxi-Cab the Police Board had previously recommended inspection of all cabs . Inspection. The motion was presented in the form of a motion byl :Mr. Kliegel, seconded by Mr. Scrivner. Street The mayor then permitted retiring Street Commissioner, W. A. Curtis,! Commissioner ;to speak to the council. Mr. Curtis recommended that a main sewer recommends- that extends through the railroad yard be altered and that High Strut tions . be paved similar to the manner in which West Main Street was paved.
