Regular Meeting, December 4, 1961

Roll. Call Present: Burkhalter , Butzer, Dorr, Fisher, Jobe, Kliegel, Riner,
Scrivner, Vanderfeltz and Willcoxen .

A quorum was declared present .
Minutes . On motion introduced by Mrs . Fisher, seconded by Mr. Vanderfeltz, the
minutes of the November 20 , 1961, ►neeting were approved as written
Rezoning John 0. Bond, speaking from the gallery, spoke with reference to the
Petition. rezoning request entered previously by Rudolph and Roberta Hickman tf
rezone property at the northwest corner of Cherry and Lafayette
Streets from a District "B" to a District "E" , which was ordered
.delayed in a recommendation by the Planning and Zoning Commission. :!
On motion by Mr. Scrivner, seconded by Mr. Butzer, the matter was
referred back to the Planning and Zoning Commission along with a
letter from the Regional Office of the Federal Housing Administratioh
with a request that the commission make a definite recommendation and
report at the December 18, 1961, meeting of the council .
January On motion by Mr. Dorr, seconded by Mr. Vanderfeltz, the January
Meeting Date.meeting date was set for January 8, 1961.
Mulberry On motion by Mr. Willcoxen, seconded by Mr. Dorr, a petition calling,
Street for the council to reconsider and reestablish the approach to the j
Petition. Rex M. Whitton Highway on the south side of the Highway at Mulberry
Street as was originally planned, was received and held up until
the City Engineer receives information from the Highway Department.
Highway On motion by Mrs. Fisher, seconded by Mr. Burkhalter, a request
Patrol entered by the Missouri State Highway Patrol for a Special Permit to'
Rezoning authorize construction of its headquarters Building on land zoned

Sewer Needs On motion by Mr . Willcoxen, seconded by Mr. Dorr, a report submitted

"A. The urgency to take immediate steps regarding the matter of
advising; the public of the need for public sewer improvements, and
pollution abatement ;
B. To take the necessary steps preparatory to the financing of said
sewer improvements with the purpose of submitting; a finance program '
covering the pay-as-you-go, the G.O. and Revenue Bond possibilities
to the public for their approval; and
C. To do emergency sewer line work in certain areas of Jefferson
City within the limits of monies available . Said monies to be paid
back at such time as they are made available through the established
finance program.

Sanitation Company be allowed to charge all commercial users twenty

'commercial rates charged by the J.C. Sanitation Company be lifted ;
its of November 30, 1961, and the twenty cents per minute previously

,The Appeal Board also recommended that the Police Board be assigned

One (1) light on the first pole south of Elm Street in the 600 block.;

authorized at an election held in said City on the 5th day of
.November, 1957 . After a discussion of the subject, Councilman Jobe'(
loffered and moved the adoption of the following resolution: ;!
RESOLUTION TO DIRECT SALE OF BONDS
BE IT RESOLVED BY THE COUNCIL OF THE City of Jefferson
Cole County, Missouri, that Two Hundred Fifty Thousand Dollars
($250.000) of bonds of said City, being the unissued remainder of
Seven Hundred Fifty Thousand Dollars ($750,000) of bonds
authorized under Proposition No. 2 at the special election held in
said City on the 5th day of November, 1957, be offered for sale to
the highest bidder therefor on the 5th day of March, 1962.
BE IT FURTHER RESOLVED that said bonds be sold on sealed!
,bids to be filed with the City Clerk of said City at the City Hall, ,
'Jefferson City, Missouri, at or before the hour of eight o' clock
' P.M. , Central Standard Time, on the aforesaid date; each bid to be
accompanied by a certifidd (or cashier' s) check on some solvent

one per centum (1/10 of 1%) , and that all bonds of the

Proposals should be addressed to the Council and should
be filed with the City Clerk on or prior to the date and
hour hereinabove named. Each bid must be accompanied by
a certified (or cashier' s) check, payable to the City of
Jefferson, Missouri, in the amount of Five Thousand

These bonds are issued to provide funds in the amount of
j $250,000, being the remainder of $750,000 authorized at aJi
election held on November 5, 1957, for the purpose of
planning, designing, acquiring, constructing, equipping,
and improving; property for parking motor vehicles in said}
City.

These bonds are offered subject to the unqualified approv 1
of the legality thereof by the law firm of Charles and }
Trauernicht of St . Louis, Missouri. The City will pay
j legal fees and will pay For the printing of the bonds,
1 including; the printing theron of the legal opinion, if
! desired by the purchaser, and the registration thereof b
the State Auditor of Missouri. Delivery of the bonds wilj
be made to the purchaser within forty-five days after the;
} the date of sale, in the City of Jefferson, Missouri, wit o

In the opinion of counsel, the above-described bonds wile
be general obligations of the City of Jefferson, payable
from ad valorem taxes which may be levied, without limit
