Minutes. ;`The minutes of the last meeting, Dec. 4, 1961, were approved on
motion by Mrs. Fisher, seconded by Mr. Vanderfeltz.
Juvenile On motion by Mr. Jobe, seconded by Mr. Willcoxen, a written
Officer communication from Circuit Judge Sam C. Blair, requesting a i
Parking parking space for the Juvenile Officer was received and filed 3
Request. inasmuch as the matter had previously been taken care of.
Memorial On motion by Mr. Willcoxen, seconded by Mr. Burkhalter, a written
Baptist request from the House Committee, Memorial Baptist Church, 1200
Church �'Madison Street for a "needed improvement in the street lighting

Patrol Con- On motion by Mrs. Fisher, seconded by Mr. Burkhalter, the followings
struc.tion report submitted by the Planning and Zoning Commission was approved:!
Permit . "The City Planning & Zoning Commission has considered the request of
the State Highway Patrol fo a special permit to construct a
headquarters building; on a tract presently zoned for residential r
purposes, which request was referred to this Commission by the City
Council on December 4, 1961.
At a meeting of the Commission on December 13, 1961 the Commission
voted to recommend to the City Council that the request be approved !
, and a special permit issued. }

Hickman On motion by Mrs . Fisher, seconded by Mr. Jobe, the following report
Rezoning submitted by the Planning and Zoning; Commission was approved:
Request . "As requested by the City Council on Dec. 4, 1961, the City Planning
, & Zoning Commission has given further consideration to the petition'
to rezone Part of Inlot 759 , being the northwest corner of Elm and
Cherry Streets .
At a meeting on December 13, 1961, the Commission voted to disapprove
the requested rezoning and recommending to the City Council that the
petition be denied and the coning remain as at present.

. (ITEM 175) That ordinances be drawn and adopted regulating
;traffic on and entering the Rex M. Whitton Expressway as set forth li
lon the attached drawings, but more specifically as follows: !
At the intersections of Harrison Street, Broadway Street,
Madison Street and Monroe Street, vehicles leaving the
Expressway and entering the Expressway by means of a left turn
shall turn left when facing a white arrow to the left from !
the marked left turn lane on the roadway. This will apply als
at the intersection of West Dunklin Street and Highway 50 West .��
At the above intersections, vehicular traffic facing the reen ,

light signal applicable to their traffic lane shall proceed
straight through or turn right unless a sign or signal at such
place prohibits either course or direction, or indicates by I�
arrow a specific direction to follow, or indicates exception. I!
i� Vehicular traffic shall slow upon facing a yellow light and be (directed
{ by the appropriate signal following the yellow light.
�i! Vehicular traffic facing the red light signal shall stop before
entering the nearest crosswalk at the intersection or at any j
other point as may be clearly indicated by a visible line and I
i� shall at change of signal be directed by the signal appropriate
S to their traffic lane.
I At the intersection of Jefferson and the Expressway, north and
southbound traffic entering the Expressway by means of a left
'!!� turn may turn left on the green light except that when opposed
i, by traffic, vehicles turning left shall yield. ;f
Pedestrians shall, not walk into the roadway of any intersecting
street while the yellow Light is showing, but may walk when
facing a green arrow or green light only.

Parking Lot 'On motion by Mrs . Fisher, seconded by Mr. Burkhalter, the council
Bondarhorized temporary payment of certain Parking I.ot bills from the
General. Revenue Fund in order to stave off selling remaining bonds
in a move to save interest payments--money to be reimbursed to the Revenue ;+
Fund when bonds are sold and delivered.
January On motion by Mr. W1.11coxen , seconded by Mr. Butzer, the council %i
Meeting agreed to contact the second January meeting on January 22 to

Capitol On motion by Mr. Willcoxen, seconded by Mr. Dorr, a construction i
