The Committee does not recommend a light on the turn around on is :Castle since no homes have been constructed. e Committee does not recommend a light in the alley between 1 dison and Jefferson in the 200 block. After a thorough study of this location the Committee feels a light In the alley would be of no use to people using the parking spaces which are far below the alley level." The report was approved on motion by Mr. Scrivner and seconded by ` Mr. Dorr, with the exception of that portion pertaining to a light in the alley between Madison and Jefferson Streets in the 200 block of Dunklin Street, which was referred back to the Committee along with Mr. Kliegel. Following a discussion concerning the leasing of the lower floors of Building & the City Hall by Mr. Dave Berman, who was present, the Council , Grounds recessed to inspect conditions that Mr. Herman said prevented him Committee From occupying the building. Upon motion by Mr. R. Jobe, seconded by Mr. Scrivner, the Council recommended that rent payment by Mr. Herman start January 15, 1961, '4nd the period of the lease continue for 10 years to January 14, 11971, and that the lease be signed by all parties before January 15, '1961. Monthly The December financial report showing a balance of $838,020.81 was Financial read by the clerk and approved on motion by Mr. R. Jobe, seconded Report by Mrs. Fisher. Electric Following a discussion concerning the shipment and installation of Signal an electric traffic signal system at the intersection of High and Lights,High Broadway Streets , the council adopted a motion, presented by & Broadway. Mr. Hager, seconded by Mr. Dorr, to advertise for bids for the installation and erection of the equipment. Garbage Following a discussion brought up by Mrs. Fisher concerning garbage Collection collection complaints, the Council passed a motion presented by Mr. R. Jobe, seconded by Mr. Hager, to invite Mr. John Rathouz, owner of the J. C. Sanitation Service, holder of the City' s franchise to appear before the Health Committee. The motion was seconded by Mr. Willcoxon and ordered referred to the Commission for study. Hayselton Mr. Dorr brought up a matter concerning the erection of a guard rail Drive guard on Hayselton Drive. Upon motion by Mr. Willcoxon, seconded by rail. Mr. Dorr, the Street Commissioner was instructed to advertise for bids for the erection of a guard rail at the location, calling for alternate bids on chain, cable or metal type. The motion was adopted. Street light The following resolution was adopted. resolution. "Be it resolved by the City Council of the City of Jefferson that the Missouri Power and Light Company be and is hereby instructed to install street lights at the following locations: One light at Allen and Hayselton Drive at the intersection with Castle. One light on the third pole west of Monroe Street in the alley between Monroe and Madison Streets." Resolution The following resolution was adopted. to Mr. Ells. "WHEREAS, the Honorable Henry W. Ells has served the citizens of the City of Jefferson as its City Clerk for thirty-one years, and, WHEREAS, he voluntarily entered into retirement on January 1, 1961, following a tenure of service that had its beginning in 1929, and, WHEREAS, this long regime has been recognized as courteous, devoted, loyal, and conscientious, and, WHEREAS, it is fitting and proper for the City Council of the City of Jefferson to render due recognition to one who has served so long, and so well, NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Jefferson, in regular session this third day of January, 1961, pay special tribute and do honor to the Honorable Henry W.
