Jobe. 2 A quorum was declared present Minutes The minutes of the last meeting, January 3, 1961, were approved on motion by Mr. Willcoxon , seconded by Mr. R. Jobe. Protest, A letter of protest, addressed to James F. McHenry, Chairman of the Monroe St. ''Parking and Traffic Commission, protesting action providing for two-way traffic in the 700, 800 and 900 blocks of Monroe Street, to Hickory Street, with no parking on the east side of said street, was referred back to the Commission upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, the motion was adopted by the Council. Demolition Sids were read as follows for the demolition of a building, formerly of Hemmel the Hemmel property, located in the 200 block of Madison Street and Bldg. situated on property owned by the City on a site, proposed for the erection of an off-street parking facility: Alvin Brunner Const. Co. $7,850.00 Schell Const. Co. 8,950.00 Sterling Excavation & Erection, Inc. 89600.00 Upon motion by Mr. Willcoxon , seconded by Mr. R. Jobe, the Council adopted a motion to accept the low bid of $7,850.00 as proposed by the Alvin Brunner Construction Co. Water, Gas The following report was presented by the Water Gas and Light & Light Committee, which was prepared by Mrs. Gladys Fisher, Chairman. "The Water, Gas and Light Committee recommends to the City Council the following: One light be installed on pole at the corner of Hall and Castle Drive. One light on the fourth pole going; west on Castle from Hall. One light at dead end west- on Castle. The above corrects last report due to misinformation on location of Castle. After clue consideration of the Committee and Mr. Nienhauser of the I.Aght Co. , a pole to be placed it) the alley of the 1.00 block Rear East Dunklin and erne light installed." The report was approved on motion offered by Mr. Willcoxon, seconded by Mr. Vanderfel,tr,. Fire The following report was submitted by Mr. Condit , Chairman of the Wardens Board of Fire Wardens: "The Fire Board met with Chief John Sullivan to discuss the matter of answerint,, fire calls outside the City limits as referred to the Board on December 5th. "The Fire Board recommends for approval of the Mayor and City Council, that the fire Department answer fire calls within the City and adjacent territory up to a three mile limit. Due to limited equipment they feel we could not safely serve a larger area. Request the press to give this matter publicity." The report was approved on motion offered by Mr. Willcoxon, seconded by Mr. Scrivner. Planning & The following report was submitted by Mr. E.C.L. Wagner, Chairman of Zoning the Planning and Zoning Commission. Commission "The City Planning & Zoning Commission has devoted extensive study to the matter of the general welfare of the City of Jefferson as affected by the unregulated and uncontrolled use of land by trailers. In order to guard against an unfavorable effect on the general welfare in this matter, it is the recommendation of this Commission that Section 46 of Section 201 of Article II of Ordinance Number 5880 be amended as Follows: Amendment: The last two sentences of subsection 46 of Section 201 of Article II (page 6 of the 4io Regular Meeting, January 16, 1961 printed copy of Ordinance 5880) should be deleted, and in lieu thereof the following two sentences should be inserted: "The term 'Trailer' shall include camp car, ' house car, automobile trailer, trailer home and mobile home. For the purpose of this ordinance a trailer shall not be considered -to be a dwelling as defined in subsection 12 above except when located in a trailer or tourist camp as hereinafter provided under the terms of Article XVII." Upon motion br Mr. Willcoxon, seconded by Mr. R. Jobe, the report w s lapproved byithe Council. The following report was submitted by Mr. James F. McHenry, Chair- ,Parking & man of the Parking and Traffic Commission. Traffic "After due consideration of matters referred to the Commission by -.Commission the City CoUncil and originating within the Commission, the follow- ing recommendations were made to the City Council at a regular meet- ing of the Qommission held on January 16, 1961, at 10: 00 a.m. , in the City Hall: 1. (ITEM 115) That parking meters be installed on the west side of Jefferson Street from the alley (Commercial) north to Capitol Ave. , such metering to be for one-hour parking at the rate of five cents per half-hour. 2.•' (,ITEM 121) That parking be prohibited at all times on the north side of West High Street for a distance 50 feet east of Bolivar Street ; on the north side of West High Street for a distance 72 feet west of Bolivar Street. 3. (ITEM 125) That parking be prohibited at all times on Kansas . Street from -Highway 50 West to Myrtle Avenue, and that for the sake of traffic and pedestrian safety, street lighting be installed at the intersection of Kansas and Colorado Streets. 4. (ITEM 126) That stop signs be erected on Miller Street at Monroe Street." , Upon motion by Mr. Willcoxon, seconded by Mr. Condit , the report wall approved by the Council. Upon recommendation of Mr. Mager, the Council gave temporary Precinct approval to•.a new line dividing; the present fourth precinct of the Change, third ward into two precincts in order for registrars to initiate Third Ward changes preliminary to action on the necessary ordinance. , The new line'', cresting a fifth precinct, is described as follows: A line running down the centerline of Ware Street, extending to the centerline df West Main Street ; thence westerly along the center- .. line of West' Main to Dix Road; thence in a southern direction along ; the centerline of Dix Road to the centerline of Industrial Avenue; ; thence westerly along the centerline of Industrial Avenue, to a ; point 1412 feet; thence northerly to the centerline of Forrest Hill, continuing along the centerline of Forrest Hill to Marilyn Drive; thence northerly along the centerline of Lowell Drive to the centerline of Boonville Road; thence westerly along the centerline of Boonville Rdad to the City Limits. The matter was approved on motion by Mr. Willcoxon, seconded by Mr. R. Jobe. The matter of appointing two judges and three clerks with one clerk Judges ' to serve as 'a registrar, for the Special Franchise Election called Franchise for January '31st to approve or reject Ordinance No. 7012, granting Election. ad electric franchise and a gas franchise to the Missouri Power and Light Co. for a term of 20 vears, as submitted, was approved od motion by Mr. Willcoxon, seconded by Mr. R. Included in the otion as approved by the Council was a stipulation that the firm roceed with plans that provide for entrances and exits on Capitol ;Avenue. IJ on motion of Mr. Willcoxon, seconded by Mr. Scrivner, the Council , Parking ;authorized DeBroeck' s Market to grade and gravel a strip of City : Permission property on south side of Miller Street near Benton Street, 30 feet ; to De Broeck. wide at one end and 20 feet wide at the other end, for use as Parking facilities, upon completion of the Highway 50 trafficway, if not contrary to Highway Department regulations, and under the ;supervision of the City Engineer. Upon recommendation of Mr. R. Jobe, the Council agreed that the ;;Lafayette highway construction company should be notified by the City Engineer Atreet .to repair a section of the 500 block of Lafayette Street since that 'Repair. section of the Highway 50 trafficway is completed. Upon motion by Mr. Hager, seconded by Mr. Willcoxon, the Council 'Payment of opproved a measure providing for the payment of accounts and claims ; Bills. ,.twice monthly in instances where bills accumulate. Upon motion by Mr. Willcoxon, seconded by Mr. R. A petition signed by 14 property owners and renters in the 400 block; Petition of Harrison Street, 600 block of rear West McCarty Street and the 600 West 600 block of West McCarty Street, calling attention to rat-infested McCarty. conditions at 607 and 609 rear West Miller Street was referred by the Council to the City Attorney and the Building Inspector on motion by Mr. Willcoxon, seconded by Mr. R. Jobe. A request from Mrs. Harry Raithel actinj; for the Louise Tanner Rezoning Estate, 925 Madison Street asking that the area bounded by Atchison, 'Atchison, Franklin, Poplar and Madison Streets be rezoned from a District "B" Franklin, to a District "E" was referred to the Planning and Zoning Commission,;Poplar & on motion by Mr. Willcoxon, seconded by Mr. Scrivner, with an added ';Madison. provision that the matter be cleared with the Land Clearance Authority. Upon motion by Mr. Willcoxon, seconded by Mr. Scrivner, the City ,File Cabinets Clerk was authorized to secure bids by letter for the purchase of ;City Clerk .two four-drawer, legal size, file cabinets. 'the Missouri Power and Light Company be and is hereby instructed to install Street Lights at the following locations: Pne light at the corner of Hall and Castle. Jobe. Nacy. "WHEREAS, the divine will of God has been invoked by the sudden passing of the Honorable Richard R. Nacy, and, WHEREAS, Mr. Nacy devoted a major portion of his adult life to the service of his community, his county, his state, and his nation, , and, . WHEREAS, He was a successful business man, contributing much to an institution that has long been an established landmark in this city, and, WHEREAS, Mr. Nacy was a seasoned exponent of courage, loyalty, `' honesty, and integrity, and commanded tremendous respect throughout' . his associations , and, WHEREAS, Mr. Nacy initiated his long tenure of public service through his regime as clerk of the City of Jefferson, progressing steadily to a high place in the state and nation, and, ' WHEREAS, Mr. Nacy' s individual experience and astute thinking provided a constant medium for advice and council from many walks. NOW THEREFORE, BE IT RESOLVED, that the memory of the late , Richard R. Nacy serve as an inspiration, not only to those people who were priviledged to know or associate themselves with him, but to others who knew him only through his works. ' BE IT FURTHER RESOLVED, that a copy of these resolutions be spread upon the official minutes of the City Council of the City of Jefferson, and that a copy be delivered to his wife, Mrs. Anna D.
