Regular Meeting, February 20, 1961
Mayor C. Forrest Whaley in the chair.
Present: Condit, Dorr, Fisher, Hager, D. Jobe, R. Jobe, Kliegel,
Scrivner, Vanderfeltz and Willcoxon. 10
Absent: None.
A quorum was declared present.
Minutes The minutes of the last meeting, February 6, 1961, were approved on
motion by Mr. D. Jobe, seconded by Mrs. Fisher.
Trailer ------
Ordinance Olin Branstetter, 602 Thompson Street, appeared in behalf of a
proposed ordinance that would restrict the parking of house trailers
in residential areas. He informed the council that he favored such
, a proposal.
Parking A written request from the Ryan Equipment Co. , 3350 Morganford Rd. ,
Request. St. Louis 16, Mo. , seeking permission to park a truck trailer at an
entrance to the Governor Hotel, March 31, 1961, was granted on motion
by Mr. Willcoxon, seconded by Mrs. Fisher, on condition the equip-
ment be parked on Capitol Avenue, at the north entrance to the
Governor Hotel. The motion was adopted by the council.
Grading A communication from Victor E. Phillips, Schott Road, to do
Request. preliminary grading and graveling at the rear of 714 and 716
Michigan Street, to provide access to the property at the rear was
granted with a provision that the work be done under the supervision
of the City Engineer on motion offered by Mr. Scrivner, seconded by
Mrs. Fisher.
Blair's A letter of resignation from William C. Blair, Judge of the Police
Resignation. Court, was read and accepted by the council on motion by Mr.
Willcoxon, seconded by Mr. Condit. Effective date of the
resignation was February 14, 1961.
Bosch A written request for the consideration and approval of a preliminary
Subdivision. plat of Bosch' s Subdivision, presented by P.S. Thomas was referred
to the Planning and Zoning Commission on motion by Mr. Willcoxon,
seconded by Mr. Condit.
Sewer A communication signed by Lee Neutzler, 527 Stadium Drive, requesting
Connection permission to construct And use an 8-inch sanitary sewer line to
Request. connect to an 8-inch sanitary sewer line built by Cornelius W.
Erhardt and Joseph A. Vaughan in 1959 , was read by the clerk. The
request was granted on motion by Mr. Willcoxon, seconded by Mrs.
Fisher, with a provision that the work be done under the supervision
of the City Engineer, and providing the work is approved by the
State Division of, Health.
Cole Drive A letter from Joe N. Moseley, 130 W. Circle Drive, requesting
grading permission to grade and gravel Cole Drive from the intersection with
request. Allen Drive southerly and easterly 575 feet, more or less, was read
by the clerk. The work, he wrote, would be performed under private
contract. He requested the city furnish drainage pipe of the size
and length necessary for the crossing of a small drainage ditch.
The matter was ordered referred to the street committee on motion
by Mr. Hager, seconeed by Mr. Scrivner.
Fence Erect- A communication from Mrs. Gertrude Stein was read by the clerk, which
ion, requested the City Council to quit-claim to her 10-feet of right-of

erection of a fence as required by ordinance in order to correspond
with the right-of-way line of the adjoining property owners. On
motion by Mr. Hager, seconded by Mrs. Fisher, the council
authorized Mrs. Stein to erect the fence on the right-of-way line
with existing property lines with the proviso that she move the
fence at her own expense in the event the right-of-way is needed by
the city at any future date.

On motion by Mr. Dorr, seconded by Mr. D. Jobe, all bids were
ordered rejected, after conferring with the City Engineer, inasmuch
as all bids received and read were not within the eingineer' s
+estimated cost. On motion by Mr. Willcoxon, seconded by Mr.
Scrivner, the engineer was instructed to readvertise the request
for bids on the project.
The following report from the Water, Gas & Light Committee was Water, Gas
approved on motion by Mr. Hager, seconded by Mr. Dorr: & Light.
"The Water, Gas and Light Committee recommends to the City Council

Capitol Ave. , be moved to the pole at 107 Sullivan St;
That two fire hydrants be placed in locations recommended by Fire

Rights on Allen Drive;

Trinity Lutheran Church to rezone Inlots 603 and 604 from District

This Commission has today considered this matter and makes the
following recommendation:

LFebruary The City Clerk read the financial report for the Month of January,
Finance 1961, which revealed a total balance of $926,461.23 in 11 funds
Report. as the end of January. The report was approved by the Council on
motion by Mrs. Fisher, seconded by Mr. Willcoxon.
Hough Park Upon motion by Mr. Willcoxon, seconded by Mr. Condit, the Council
Right-of-Way. authorized the payment of $3,500 to the Hough Park Golf Association ';
for right-of-way for the circumferential road.
Otto claim. With reference to a claim described by the city attorney with
reference to Mrs. Herman Otto, who reported she fell in the city
hall, the council authorized the city attorney to work the matter
out at a reasonable cost.
Insurance The council informally authorized the Mayor to sigma release with

on a police car that was damaged in an accident. The amount of they;
claim is $1,350.00.
Claim. A claim in the amount of $178 described by Mr. Rose following a
mishap at the intersection of McCarty and Benton Streets was ordered
received and filed on motion by Mr. Hager, seconded by Mr. Willcoxon.
Boats. The matter of a proposed ordinance relative to the parking of boats
on public streets was referred to the Committee of the whole at the
request of Mrs. Fisher.
Debris in At the request of Mr. R. Jobe, the chief of police was requested to

Street.
Planning The following report was submitted by E.C.L. Wagner, chairman of
and the Planning and Zoning Commission:
Zoning This commission has, today, considered the request of Mrs. Harry
Commission. Raithel to rezone a certain tract along the east side of Madison
Street from Atchison Street to Franklin Street, which request was
referred to this commission by the City Council.
This commission makes the following recommendation:
That the east side of Madison Street , from Ashley Street to Franklin
Street, for a depth of one-half block, be rezoned and placed in
District "E" , Local Commercial.
Upon motion by Mr. Willcoxon, seconded by Mr. Hager, the report was
approved by the Council.
Bids for With reference to bids for the installation of the electric signal
Street Light system at the intersection of High Street and Broadway Street, the
Installation. council authorized the City Engineer to advertise for bids with
power to act upon motion by Mr. Dorr, seconded by Mr. Hager.
Building & With reference to the cost of operating the elevator in the city
Grounds hall building, Mayor Whaley spoke for Mr. Jobe, chairman. of the
Committee. Building and Grounds Committee. Upon motion by Mrs. Fisher, seconded
by Mr. Willcoxon, the council adopted a motion for the city to
assume the cost of operations.
Ordinances Upon motion by Mr. Willcoxon, seconded by Mr. Dorr, the council
& Printing. authorized the Mayor to act with reference to other pertinent costs
on a 50-50 basis.
Following an informal report by Mr. Vanderfeltz, chairman of the
committee on ordinances and printing with reference to a proposed
heating codq,Mr. Rose, the city attorney volunteered to search for
existing ordinances and other guides for such a proposal with
reference to the proper installation of heating equipment.
Drainage With reference to a drainage problem on Hough Park Road on property :
Hough Park owned by J. B. Moreland, the city attorney recommended that the
Road. problem remain as is for the time being because of possible further
construction that could relieve the situation.

Hough Park Golf Club, a corporation, and upon acceptance of same Golf Assn,
to cause warrants in the total amount of five thousand ($5,000.00)
