Absent: D. Jobe. A quorum was declared present. Minutes. The minutes of the last meeting, March 6, 1961, were approved on motion by Mr. Willcoxon seconded by Mr. Dorr. Gasoline Mr. Cletus Kolb, 1436 Green Berry Rd. , representing the Cole County Tax Oil Men' s Club, spoke in behalf of proposed legislation now pending Legislation. 'in the General Assembly of Missouri with reference to a state gasoline tax increase that is designed to eliminate City Gasoline Taxes. He requested an endorsement of the bill by the City Council. The matter was referred to the Committee-of-the-Whole on motion by Mr. Hager, seconded by Mr. R. Jobe. Dental A letter signed by Miss Hetty 1. Joach, Cole County Health Nurse, Program. asked the council to consider the possibility of increasing its monthly donation from $75 per month to $100 per month for the county- wide dental program. She stated in her letter that the Cole County Court has agreed to increase its amount providing the City Council agrees to a similar measure. Upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, the council voted to the agreement, providing the County Court augments its payment. Move City A letter signed by Victor Laux and Celesta Laux was read by the clerk Limits Sign asking the council to check into the location of a city limits sign & Water near their property on Highway 50 East. A discussion that ensued ommittee pointed out that the sign is apparently in the wrong location. Upon re eral. motion by Mr. Willcoxon, seconded by Mr. Condit, the matter was referred to the city engineer with instructions to move the sign. A matter of the need for a street light in the area pointed out by Mr. and Mrs. Laux was referred to the Water, Cas, and Lights Committee upon motion by Mr. Scrivner, seconded by Mr. Willcoxon. Patrol A letter from the Missouri State Highway Patrol signed by Co. Hugh H. Parking on Waggoner, requesting a study for parking facilities on the north side Broadway of the 200 block of Broadway St. , was referred to the Parking and Street. Traffic Commission on motion by Mr. Willcoxon, seconded by Mr. Scrivner. Rezoning A communication signed by Ben Schrimpf. , Rt. 4, requesting that 14 Request by acres of land along Hough Park Road, about 1,000 feet east of Tanner Ben Schrimpf.Bridge Road, be rezoned from an A-1 single-family district to a D multiple-dwelling district was referred to the Planning and Zoning Commission upon motion by Mr. Dorr, seconded by Mrs. Fisher. Sewer Dist. The following bids were opened and read by the clerk for the Number 100 construction of sewers in Sewer District No. 100 Bids. Roy A. Scheperle Const. Barnett------------------------------ 51967.40 Upon motion by Mr. Condit, seconded by Mr. Willcoxon, the contract was ordered awarded to the Roy A. Scheperle Construction Co. , after extensions were approved by the City Engineer. City Auto The following bids were opened and read by the clerk for the purchase icenses of 10, 11.2 auto stickers and 1,500 dog tags. & Dog Tags. Auto Stickers Dog Tags Central Printing Co. $ 94.31 $99.50 Von Hoffmann Press, Inc. 494.00 None Upon motion by Mr. Willcoxon, seconded by Mr. Condit, the combined proposal was awarded to the Central Printing Co. 1 1 434 Regular Meeting, March 20 1961 Following a briefing on steel bids for the erection of the off- Off-Street ''street parking facility at the southeast corner of Madison Street & parking Capitol Avenue by Mayor Whaley, the Council voted to authorize the Garage. 'architectural firm of Schwarz and Van Hoefen to award bids for the ;purchase of steel and the steel erection to the lowest bidder upon 'motion by Mrs. Fisher, seconded by Mr. Dorr. Mayor Whaley informed !Ithe council that the architect has checked all figures closely and in its opinion the low bid is within the amount of money available ;!for the facility that would include three floor, with 281 spaces. ;Mayor Whaley also informed the council that bids for the general !construction of the facility will be opened and read at 8 p.m. , ijApril 18, 1961, at a special meeting of the council. i Upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, the council ;Council Meet- 1voted to hold its next meeting on April 10, 1961. Scheperle Construction Co. , having the lowest and best bid.' it Regular Meeting, March 20 1961 Resolution The following resolution adopted by the council upon motion by opposing Mr. Willcoxon, seconded by Mrs . Fisher: Senate "A resolution opposing Senate Bill No . 45, now pending before the Bill No. Senate Agriculture Committee relating to the powers of rural electric 45. cooperatives." Bids to On motion by Mr. Dorr, seconded by Mr. Hager, the City Engineer was correct instructed to proceed with the necessary advertisement for bids drainage necessary to install a drainage system in the area of Meier and condition Castle Drives with reference to a drainage problem on property owned (Peepers) . by Mrs. Peepers. Annexation On motion of Mr. Hager, seconded by Mr. Willcoxon, the council & Sewers. adopted a motion authorizing the Mayor to appoint a Citizen' s Advisory Council for the purpose of making a "Community Fact-Finding Survey" on annexation, and that the study or survey along with recommendations be used as a guide for the future area enlargement of the city limits . In addition the motion as adopted would authorize the city engineer to obtain cost estimates of sewer needs with a study and plans for a sewer system of the present and future areas of Jefferson City. Fairmount On motion of Mr. R. Jobe, seconded by Mr. Willcoxon a condition on Blvd. Fairmount Boulevard was referred to the Street Committee. Water On motion of Mr. R. Jobe, duly seconded, a water condition at 1212 8ondition Oak St. was ordered referred to the Street Committee along with the Oak Street. street commissioner and the city engineer. Speeding. On suggestion of Mr. R. Jobe, the police chief was instructed to investigate a speed condition on Cottage Lane . Secure On motion of Mr. Willcoxon, seconded by Mr. Dorr, the street bids for commissioner was authorized to secure bids for the purchase of St. Dept . necessary sewer cables and a new asphalt mix as described by the equipment. commissioner. 7059 The following ordinance was introduced: Contract 7059/ An ordinance directing the Mayor of the City of Jefferson, with Missouri, to execute on its behalf a twenty (20) year contract with Missouri Missouri Power & Light Company for furnishing street lighting in Power & said City of Jefferson."
