He also requested the need for '; Verbal acaution or slow signs along said boulevard. In addition he ; Request. called attention to a need for "Children--Drive Slow" signs in the 00 block of Case Avenue. Upon motion by Mr. D. Jobe, seconded by :Mr. R. Jobe, the matter of damage to his machine was referred to the Finance Committee, signs on Southwest Boulevard was referred to the Street Committee and the condition on Case Avenue was referred to the Parking and Traffic Commission. Upon motion by Mr. Willcoxon, seconded by Mrs. Fisher, a written Biedermans :request from Biedermans to erect a vertical sign on its property ; Sign . ;cline in connection with a new structure now under construction on y "ighway 50 West was granted on the condition that plans meet with the approval of the State Highway Department . The following report submitted by R. E. Dorr, chairman of the Street 1..committee on streets, alleys, sidewalks and sewers was approved on Committee ,motion by Mr. R. Jobe, seconded by Mrs. Fisher: The Matter of Report . cleaning out and straightening out creek along Castle Drive from Lowell to Cambridge, we recommend engineer to obtain bids and let contract; Fe recommend that city engineer receive bids to resurface all poncrete streets which top surface has scaled off and report to the council; !We also recommend that the city engineer receive bids on replacitg Regular Meeting, April 10 , 1961 the surface of the intersection of Binder Drive and Marilyn Street ; We recommend that the Street Commissioner be allowed to employ six additional men, to hire them as he needs them; also that the street commissioner be permitted to buy a loader, another truck and an asphalt heater, bids to be received by the City Council. . Water, gas The following report submitted by Mrs . Gladys Fisher, chairman of the and electric committee on water, gas and electric lights was approved on motion lights by Mr. D. Jobe, seconded by Mr. Condit: Committee. The Water, gas and light committee recommends to the City Council the following: One light on third pole east of Vista Place on north side of street ; One light at dead end on north east corner, Livingston and Binder; One light extreme north end of Ridgeway. Maintain- Upon motion by Mr. R. Jobe, seconded by Mr. Willcoxon, a contract ence of calling for the maintenance of the elevator in the city hall building Elevator. was approved with the city to share the monthly cost of $63.58 with Mr. Dave Herman, occupant of the ground floor. Accounts & Upon motion by Mr. Dave Jobe, seconded by Mr. Ralph Jobe, the accounts Claims . and claims for the month of March was approved by the council. Said action included payment of a bill for $83.50 submitted by Miss Lucille Patterson, who claimed damage as the result of an injury sustained when she struck an electric signal control. box. Engineer' s The following report was submitted by the City Engineer: Report. Because of the demands brought about by the Division of Health and also the sewer problem demands facing us within our City, this council saw the necessity of taking action. This action was triggered at the last council meeting when it approved the authorization for the city engineer to obtain cost estimates of a preliminary sewer needs report for the city . Actually, the engineer' s department has been working for the past year, with council sanction , on solving the various local. sewer problems in the west end, south side, and the east end. Attempts have been made to acquire lagoon sites. it was found that to solve each sewer problem independently would be entirely too costly for each property owner involved if it were to be paid on the tax bill. method. As an example, to solve the West end sewer problem it would cost .each property owner involved a minimum of $2,500 .00 . It is suggested that our City' s pollution problem and sewer problems be handled in part through the media of a bond issue plus the pay- as-you-go-plan now before the General Assembly. No matter what method is used this preliminary sewer needs study must be made in order to establish definite facts regarding sewer problems which must then be presented to the public for their handling. upon motion by Mr. Dorr, seconded by Mr. Willcoxon, the Mayor, the City Attorney, the City Engineer, and the Street Committee was authorized to employ a consulting engineering firm to bring the City' s sewers up to date in order to comply with Department of Health regulation and possible future annexation. Financial Upon motion by Mr . Willcoxon, seconded by Mrs. Fisher, the financial Report. report for the month of March, 1961, showing a total balance of $1,029,974.20, was approved. Street Light The following resolution was adopted upon motion by Mr. R. Jobe, Resolution. seconded by Mr. Dorr: Be it resolved that the Missouri Power and Light Co. , be and is hereby instructed to install street lights at the following locations: One light on third pole east of Vista Place on North side of street; one light at dead end on north east corner of Livingston and Binder Drives ; one light at the extreme north end of Ridgeway Street . �4U Regular Meeting, April 10 1961 On motion by Mr . Hager, seconded by Mr. Willcoxon, a claim of $75 Josephine presented by Josephine Otto, who was injured when she fell on the Otto second floor of the city hall building was allowed. Claim. ,On motion of Mr. Dorr, seconded by Mr. R. Jobe, a request for no Parking 'parking on the east side of Hub Street between McCarty and West Main street was referred to the Parking and Traffic Commission. .,On motion by Mr. Dorr, seconded by Mr. Willcoxon, the Street Southwest ;iCommittee was given permission to appeal to the Special Road Boulevard. bistrict with a request for the road district to furnish necessary ,!,asphalt and do the work, with the city providing rock for Southwest Boulevard. ;!Upon motion by Mrs. Fisher, seconded by Mr. Hager, the Street Dead End ,Commissioner was instructed to erect a Dead End Street Sign at the Street Sign. ;north end of Ridgeway Drive, near Livingston and Binder Drives. ;Upon motion by Mrs. Fisher, the City Clerk was requested to resubmit Parking & A protest presented by residents of the 600 block of Monroe Street Traffic. with reference to parking on the street. ,Upon motion by Mr. R. Jobe, a bill for plumbing work submitted by Hicks Miss Geraldine Hicks , 1320 Jobe Stree, in the amount of $70.40 was Plumbing preferred to the Finance Committee. Bill. ;Upon motion by Mr. Kliegel, Mr. Curtis was instructed to paint Angle ,;parallel parking lines on the West Side of Michigan Street, south Parking ' of St. Mary' s Blvd. , for a distance of 40 to 50 feet in an effort Michigan , to eliminate angle parking. Upon motion by Mr. Willcoxon, the council was asked to make a One-Way study of providing one-way traffic near the bluff at the roundhouse Traffic ;by removing an old rusty track in an effort to alleviate traffic Jefferson at the north end of Jefferson Street . SLreet. Mrs. Fisher brought up the possibility of testing the elimination o£ left turns in the mid-town area in an effort to speed the flow of traffic .
