The minutes of the last meeting were approved. ,It was moved by Mr. Scrivner and seconded by Mr. Willcoxon., that all unfinished business be carried over the new council. The motion was adopted+----- i Petition for a street light on St. Mary' s Blvd. was referred toll ;,the Water and Light Committee. Petition for a street light on James Street was referred to the Water and Light Committee. Mayor Whaley presented the appointment of Charles H. Hemmel, Jr 1017 MOreau Drive, to the Traffic Commission to replace Mr. Leon Corder. I The appointment was approved. Request was received from Mr. John Bauer, President of the Woodland Cemetery Assn. for payment of the usual payment of $800.00: for the calender year of 1960. On motion of Mr. R. Jobe, seconded by Mr. D. Jobe, the payment was ordered made. The annual report of real estate, personal property, and ?j ad valorum tax collections for the fiscal year, April 1, 1959 to March 31, 1960, was received from the City Collector. iI It was moved by Mr. Hager and seconded by Mr. R. Jobe, that the report be accepted, The motion was adopted. Request was received from Mr. J. L. Nelson for rezoning radia Area abutting on lots 34, 39, 46, and 52 and 53 in lledgewood Heights - Addition. The request was referred to the Planning; and Zoning Commission. Bids were received on the improvement of Hough Park Road from .Greenberry Road south 2050 feet , as follows; Hunter Bros . Const. Co. Using asphalt curb $199611.59 Using concrete curb 20,910.00 Schell Const. Co. Using asphalt curb 310694.79 Using; concrete curb 30,767.35 On motion of Mr. Mager, seconded by Mr. Willcoxon, the bid of Hunter Bros. Const. using concrete curb was accepted. Bids on the improvement of Dunklin Street from Broadway to Highway 50 West were received as follows; Cure-Linhardt Const. Co. Co if within the estimate': The motion was adopted. f. I !i Regular Meeting, April 19 1960 `The following report was received from the Finance Committee. The matter of City employees salaries was referred to the ;Finance Committee. ' Motion was made and passed that appointive members of the Fire !Department and all appointive members of the Police Department and Mrs. Margaret Christian be allowed a $15 .00 a month raise in salary,.; ,and members of the Street Department be allowed a 5(,% per hour increase yin salary. j On motion of Mr. Hager, the matter of the commission scale of the City Collector was referred to the Finance Committee. j This matter was held over for further study. It was moved by Mr. Kleigel and seconded by Mr. Condit that a thorough study of fees of the City Assessor be made and a comparison, be 11made with other cities. The motion was adopted. This matter was held over far further study. Motion was made and passed to hire Mr. McGovern on a temporary !` .bbasis at $450.00 per month. j The matter pf putting an elevator in the City Hall was referred. to the Finance Committee. The Finance Committee recommends that they meet with Mr. Dave :Herman to see what can be worked out on this. The report was approved. ------ j The following report was received from the Police Board. J "The committee recommends that the contract with Multi Mail Inc`: ;:pertaining to Missouri Automobile license directory service be t 'renewed for the coming period. After consulting with John Hardy of Mo. Mobile Radio Co. concerning "the change over to split frequency operation for our Police and Fire' 'iDepartment radio system as ordered by the F.C.C. (deadline Aug. lst) . !1the committee recommends that the Police and Fire Dept. be set up on (separate frequencies with one centralstation to be located in the ,city hall. Mr. Hardy who is our present service man for our radio communication ',system and Fire Chief John Sullivan met with this committee, and the -steps necessary to meet the requirements of the F.C.C. were :thoroughly discussed. Mr. Sullivan reported that he has secured an auxilliary power source to comply with civil defense regulations that is necessary :for this city to become eligible for F.C.D.A. matching funds. The committee has requested that information be secured as to the !approximate cost of the new installation and how much the Civil !Defense will approve as their part of the financing." The report was approved. The following report was received from the Parking and Traffic ,Commi s s ion. "After due consideration of matters referred to the Commission by the City Council and originating within the Commission, the ;following recommendations were made to the City Council at a regular; meeting of the Commission held on Agxil 15, 1860: XITEM 60) That a request by the 'Test Side Business Association for an !officer to be stationed at Highway 50 West and West Dunklin Street !between the hours of 7: 30-8: 30 a.m. and 4: 30-5: 30 p.m. be denied, ;'for the reasons that 1) Modification of this intersection is presently ;under construction, including the installation of traffic signals, alnd 2) The six-movement phase of traffic at this intersection can not be' effectively controlled by a traffic officer, and further attempts at such control will result in extreme hazard to the officer concerned, as �orne out by past experience of the Police Department. ,,(ITEM 61) That a request by the West Side Business Association for `traffic lights to be installed at Highway 50 West and Dix Road be ;denied, on the basis of 1) A large proportion of the east-west traffic jbn Highway 50 West originates and terminates at Dix Road, reducing the !traffic west of Dix Road well below the requirement for a signal, and 2) Traffic count at any but peak hours at this intersection is well �elow the level which would indicate need for a signal. i Regular Meeting, A ril 19 1960 ; (ITEM 62) That the south side of the 200 block of East Miller Stree, be designated a loading zone for school buses between the hours of ;7: 30-8: 30 a.m. and 3:00-4:00 p.m. and that all parking be prohibited;; during those hours. `# ii !i '(ITEM 63) That parking be prohibited on two spaces immediately in 'front of the Rock-a-Bye Nursery, 617 West Main Street, between the it hours of 7:00-9:00 a.m. and 4:00-6:00 p.m. for the purpose of :unloading children in the morning and picking them up in the evening jt is also recommended that the semi-annual public hearing of the ;Commission, which would ordinarily be held at this time, be postpone ;until such time as matters bearing directly upon the function of the ' !new throughway become more evident." Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 9 Absent: Fisher. 1 Mr. Robert Dorr was unanimously elected President Pro Tem of the Council. Mayor Whaley announced that the appointment of the standing ,committees would be the same as last. ,I On motion of Mr. Willcoxon, seconded by Mr. Dorr, the committee appointments were approved. ii It was moved by Mr. Willcoxon and seconded by Mr. Scrivner ,that the fiscal year be changed to end 6n July 31st instead of 'March 31st, as recommended by the auditors who audited the city books. The motion was adopted and the City Attorney instructed to 'draw the necessary ordinance. Mr. John Sullivan, Fire Chief, stated that the Fire Department needs new screens. It was moved by Mr. Willcoxon, and seconded by Mr. R. Jobe, that bids be asked for on painting of windows and sills and on new :storm windows for both buildings. The motion was adopted. Er. Forrest Carson spoke concerning the Federal Housing and the proposition to vacate Elm Street between Cherry and Locust Street ;in return for relocating street next to the throughway. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the street was ordered vacated. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, that the Dual Parking Meter Co. be notified that their bill is not in proper order. It was moved by Mr. Willcoxon and seconded by Mr. R. Jobe, that bids be received on tearing down the Stephens Building. The motion was adopted. Request of Mr. Vanderfeltz for fire hydrant on Debra Street wao referred to the Water and Light Committee. The drainage condition at 1104 Pamela Street was referred to the Street Committee. It was ordered that the Special Road District be requested to repair St. Mary' s Blvd. from Gipfert Lane on. The drainage and flooding condition at Marshal and McCarty Streets was referred to the Street Committee. F The following ordinance was introduced. "An Ordinance requiring the operator of a motor vehicle being j I perated in a northerly direction on Broadway between McCarty Street . and High Street who intends to proceed into the intersection of Broadway and High to yield the right-of-way to operators of motor vehicles being operated in a westerly or easterly direction or► West High Street when said motor vehicles being operated on West High Street are so close to the intersection of West High Street and Broadway that danger of collision would exist in the event the righto, of-way were not yielded by the operator of the northbound vehicle on '' Broadway."
