Staff Members Present: Kurt Wolf and Stefanie Bork Welcome- Dave Petty, chairperson, at 6:00 called the meeting to order. Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Sara Lenda, The Fishers (Thula St. Neighbors) Review Minutes: October 2021 minutes were reviewed, Steve motioned to approve, seconded by Paul Christian, all were in favor. Business: 1. Large Concession Proposal Payette Pedal Party- Kurt gave a brief introduction of Sarah Lenda applicant. Sarah would like to begin her own business of hosting the Payette Pedal Party a pontoon sized boat propelled by pedaling patrons. She shared the services she plans to provide to locals and tourists. The boat can host 16 passengers for a 90 min experience on the southern portion of lake with guests bringing their own refreshments. Dave and Paul asked questions regarding sound, route of pedal boat, licensing, and insurance. Sarah spoke heavily to providing and using the safest route possible and respectfully. Sarah is interested in using Art Roberts and Brown Park depending on lake congestion. Larry voiced concern of Brown Park as a location and Donna had the same concerns on protecting that area for non-motorized craft and swimmers. Larry will support the Payette Pedal Party if Brown Park is excluded as a location. Sarah agreed and removed Brown Park as a potential location from her proposal. Sarah is looking into alternatives, like mooring at Mile High Marina, but she is on a waitlist for a slip. Sarah is willing to negotiate the percentage of gross to the city but currently is comfortable at 2%. Terry made the recommendation of 2% to start then an annual review to reassess fee. The committee made the recommendation to council that the Payette Pedal Party operate from Art Roberts. Dave motioned a 3 -year permit with a 2%- 4% fee depending on dockage to be reviewed annually for fee and CPI amount. Larry seconded, all but Paul voted in favor. 2. Committee Chair Appointment- Annual review of committee chair Dave has been in the position for 1 year. Larry nominated Dave for another year and Terry seconded, all were in favor. 3. WIF Grant – Parks and Recreation will be applying for a waterway’s improvement fund grant with IDPR and are collecting letter of support for the application. Terry motioned; Paul seconded all in favor. Stefanie will work with Dave on the letter. 4. Black Bear Condos- (update) The Fishers neighbors to the Black Bear Condo Development on Thula shared their concerns of losing access to the city easement they use daily as a driveway for entry to their home. The committee made the recommendation to P&Z and council for the developer to move forward with development of a connecting pathway at the October committee meeting. The Developer has now decided he would prefer an in-lieu fee after looking at the site. A 3rd party assessor would assess a fee value of the property. Council will review our recommendation from October meeting and Planning and Zoning Committees recommendation. 5. Masterplan Update- RFP has been posted to the Idaho Chapter of the American Planning Association and emailed to three companies: Logan and Simpson, Greenplay LLC, and Kimley and Horn. Interested parties will submit by December 8th then masterplan proposals will be reviewed by a 5- person committee and scored. Terry will represent the committee and Steve will assist when needed. 6. Waterfront Update- The mill whistle celebration was a hit with the community and the Parks crew enjoyed learning how to operate it. Final concrete pour and grading will finish up in the next week for the winter till spring weather allows continued. Kurt met on the LWCF grant and Kathy Muir from Idaho Parks and Recreation as we wait on delayed items from manufacturer. Kurt and Stefanie will work with Delta on partial completion grant report to Idaho Parks and Recreation. 7. Recreation Update- Current and upcoming winter programs: Youth Basketball, Tot & Trucks Toddlers, No School Fun Days, Annual Tree Lighting, Messy Munchkins, Ice Skating Rink, and Christmas tree recycling. 8. Parks Update: Parks shop has concrete slab and has passed inspection. Building is scheduled for delivery in February. Granite Excavation will finish grading and close the project for the winter in the next week. Potential move in date July 7th. This will be assessed as the date approaches. 9.
