Mr. McGee spoke against trailer courts being permitted �� ✓ , in the Debra Street area dnd' being allowed to tie into the City j !, Sewer. j On motion of Mr. Scrivner, seconded by Mr. Dorr, the 'JCity Attorney was instructed to draw an ordinance requiring property!, 1 ;, owners who wish to connect to city sewers to comply with the zoning ;; ,( laws applying to the adjoining area_-- ! On motion of Mr. D. Jobe, the bill of St. Mary' s Hospital `' , in the amount of $1210.40 was ordered paid. ( Mr. R. Jobe, stated he would like for the Plumbing ., Inspector to advise the Street Commissioner where plumbers dig in ' the streets. Mr. R. Jobe asked what has been done about the condition4! 1 lat Turps Garage. The City Attorney advised that he has not heard i . anymore from the Police Department. It was moved by Mr. Hager and seconded by Mr. Condit, ;! i�that the Council go on record of approving the matter of changing !! � `(the boundaries of the second, third and fourth precincts of the ; Third Ward. The motion was adopted. + !� On motion of Mrs. Fisher, seconded by Mr. Scrivner, it "was ordered that a dead end sign be placed on Mosa Street. ! Drainage condition in the 400 block Buena Vista was i! !referred to the Street Conmiittee and City Engineer. Mr. Kliegel asked that the City Engineer have the . contractor put up barricade on new extension. A petition protesting the improvement of the alley "between William Street and Highway 50 West and running from Dix ;!Road to Beck Street was received. ;! On motion of Mr. Hager, seconded by Mr. Willcoxon, the �I =City Engineer was instructed to check the frontage and the legality , , of the protest. a A letter was received from Capital Lodge # 622 of the :(Brotherhood of Locomotive Firemen and Engineers in re the operation !' '` "of locomotives within the corporate limits of the City. The matter was referred to the Ordinance and Printing ' Committee. Request for re-zoning of property at Heisinger Road and 'Highway 50 West was received from the A. & H. Realty Co. and was ;referred to the Planning and Zoning Commission. " ;i Request for a rezoning of property at 120 Boonville Road :; iwas received from W. W. A bid was received on the improvement of Crest Street from ' Livingston Street north 351.76 feet as follows: i Robert Livingston $7629 .60 The bid of Robert Livingston was accepted. Bids were received on»the-demolition of the Stephens building, `. as follows: Schell Const . Co. $12,700.00 Alvin Brunner Const. Co. 15,$00.00 Sterling Excavation and Erection Co. 16,400.00 On motion of Mr. Hager, seconded by Mr. Scrivner, the contract ;!was awarded to Schell Construction Co. The City Engineer to check 'with Schell Construction Co. to see if they are qualified. The following communication was received from Mayor Whaley. "I wish to present the name of Thomas D. Graham to replace L. H. Cook (deceased) to the Board of Trustees for the building of the Heinrichs Estate." The appointment was approved. "! The following report was received from the Police Board. "The Police Board recommends that Oliver C. Roberts be appointed as a patrolman on the Jefferson City Police Department, retroactive as of May 8, 1960 ." The report was approved. The following report was received from the Street Committee. : "The matter requested by the Chamber of Commerce for washing streets five times a week. We recommend that City wash streets three times a week when needed. Drainage condition at 1104 Pamela Street, we recommend that City take no action at present time because property owner has narrowed the drainage opening on their property and we do not consider this a city problem. Drainage condition at Marshall and McCarty Street, we have t . , referred this matter to City Engineer to report back to Street (� Committee at a later date." The report was approved, The following report was received from the Water and Light .- Committee. "The Water Gas and Light Committee recommends to the City Council that lights be installed at the following places: One light at the intersection of Mesa and Tanner Bridge road by moving the present light one pole North. One light at the end of Mesa where it dead ends. One light on Debra on third pole south of present light. Move light one pole on St. Mary' s Blvd. to intersection with4 Howard Street. Move light one pole on St. Mary' s Blvd. to intersection with Conrad. Two lights on St. Mary' s Blvd. One on pole East of old Brunner Home and one on pole at last house west of Brunner Home. Request the Miseouri Power and Light Company to lower all lights on St. Mary' s Blvd. in the 900 through 1500 blocks wherever possible. The committee also recommends one fire hydrant on Debra at 324 Regular Meeting, May 16 1960 ! location established by the Fire Chief. The Committee does not recommend another light on James Street." The report was approved. it The following report was received from the Parking and j ;( Traffic Commission. li "After due consideration of matters referred to the ! Commission by the City Council and originating within the Commission', the following recommendations were made to the City Council at a regular meeting of the Commission held on May 13, 1960: (ITEM 64) That "Yield Right of Way" signs be installed on Hart Street at West Miller Street. (ITEM 65) That parking be prohibited on both sides of the newly constructed portion of West McCarty Street between Hart and Havanna Streets. ^" (ITEM 69) That a request for the elimination of parking on the II ; south side of East Dunklin Street immediately across from the IIDivision of Employment Security Building be denied. Congestion at { this point is caused by loading and unloading of employees in the imorning and evening and to a certain extent during the noon hour. ; , Elimination of parking will not eliminate this congestion to the extent that would justify elimination of residential parking. It its recommended that employees be picked up and unloaded through use !� ! of the alley and parking lot north of East Dunklin, presently used 1by the Division of Employment Security. I "Be it resolved by the City Council of the City of IjJefferson, Missouri, that Robert Livingston be awarded the Contract! -► '� £or the Construction of Crest Street from the center of the inter- isection of the north curb line of Livingston Street and the center { line 'of Crest Street north 351.76 feet, the said Robert Livingston ; having the lowest and best Bid." it The Council took up for consideration the matter of calling for bids on certain of the bonds of the City of Jefferson, Missouri, as authorized at an election held in said City on the 5th day of ; November, 1.957. After a discussion of the subject, Councilman ,Wil.lcoxon offered and moved the adoption of the following resolution: i RESOLUTION TO DIRECT SALE OF BONDS I 1� BE IT RESOLVED by the Council of the City of Jefferson, Cole }i .' County, Missouri, that Six Hundred Thousand ($600,000.00) of bonds ;� of said City, authorized under Proposition No. 1 at the special �I selection held in said City on the 5th day of November, 1957, and (Three Hundred Thousand ($300,000.00) of bonds authorized under '.,Proposition No. 2 at said election, be offered for sale to the i ''highest bidder therefor on the day of 1960. BE IT FURTHER RESOLVED that said bonds be combined into a , single series of bonds in the amount of Nine Hundred Thousand Dollars ; ($900,000) and that said bonds be sold on sealed bids to be filed with it the City Clerk of said City at the City Hall, Jefferson City, Missouri, at or before the hour of 8 o' clock P.M. , Central Standard ;';. , Time, on the aforesaid date; each bid to be accompanied by a certi fied (or cashier' s) check on some solvent bank or trust company in , the amount of Nine Thousand Dollars ($9,000) , to evidence the good faith of the bidder, the Council reserving the right to reject any ; or all bids submitted. :f BE IT FURTHER RESOLVED that bidders for said bonds be ' requested to designate in their bids the price they will pay for i bonds bearing interest at a rate or rates, but not more than five different rates, likewise to be designated in their bids; provided, ' however, that each interest rate so designated shall be a whole multiple of one-eighth on one per centum (1/8 of 1%) or one-tenth o£, one per centum (1/10 of 1%) , and that all bonds of the same maturity; , shall bear interest at the same rate. City of Jefferson, Cole County, Missouri, at the City Hall in said City until the hour of o' clock P.M. , Central Standard Time, on , the day of 1960, at which time said bids will be publicly opened for the purchase, at not less than par and accrued interest, of the above bonds of said City. ;E Said bonds are to bear date of May 1, 1960, are to be of the denomination of One Thousand Dollars ($12000) each, and shall bear interest at a rate or rates to be determined pursuant to sale of said bonds, payable November 1, 1960, and semi-annually thereafter on May 1 and November l in each year. These bonds are issued to provide funds in the amount of $600,000.00 (of $2,225,000 authorized at an election held November 5, 1957) for the purpose of creating, opening, and improving public streets in said City and to pay one- f. half the cost of acquiring; rights of way for streets designated as expressways, all the remainder of the cost y of such rights of way And all the cost of constructing and maintaining such expressways to be paid from state and federal funds, and in the amount of $300,000.00 (of it $750,000 authorized at an election held on November 5, �y < 1957) for the purpose of planning, designing, acquiring, j constructing, equipping, and improving property for ii parking motor vehicles in said City.
