A quorum was declared present.
Reports of City Officers were received for the month of May, 1960,. "
Request for a street light at 212 Grant Street was referred to
; the Water and Light Committee.
A petition commending the City Council and Mayor for their prompt,
action in amending the City Ordinance in regard to areas outside tha'
city being required to abide by the City zoning ordinance, was
received.
The petition was ordered filed.
A letter was received from Mr. Ralph Brendel, 1007 Holly Drive,
in regard to getting a sewer district planned which would include
: his lots Nos. 1 to 8 inclusive.
The City Engineer was instructed to establish a sewer district .
A letter was received from Warden E. V. Nash, requesting
' permission to place a light pole on the exterior wall. of the prison,
near Tower No. 4, located at the intersection of East Capital and
Cherry Street.
On motion of Mr. Willcoxon, seconded by Mrs. Fisher, the request
was granted.
A letter addressed to Mayor Whaley was received from Mr. Tom
' Fekete, 97 Forest Hill, regarding storm sewer damage to the street
. in front of his house. The City Engineer explained the reason for thi
condition.
The letter was ordered filed.
Copy of a letter written by Mr. P. G. Parrish, District Engineer,
addressed to Mr. Paul Bosch, Chairman of the City t3e11utification
Committee was received pertaining; to the matter of the Contractor
on Route No. 50 Project , cleaning out the channel of the creek
along the expressway.
The matter was referred to the Street Committee.
Dr. Pelletier asked permission to park cars on city property
adjoining his property in 200 block Marshall Street and stated he
. would pave the area at his expense. Also would like. 2 hour parking
` limit on Marshall Street .
On motion of Mr. R. Jobe, seconded by Mr. Condit , the request and
also the matter of cutting the curb in connection with the above
parking was referred to the Parking and Traffic Commission.
Mr. Ed Bach, pastor of the Lutheran Church, submitted applications
. for sewer connections for their property located outside the city
limits.
On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the matter
was referred to the City Attorney and City Engineer.
It was moved by Mr. Willcoxon, and seconded by Mr. Scrivner, that
. July 18, 1960 be approved as the date for selling the $900,000 .00
Public Improvement Bonds.
The motion was adopted.
On motion of Mr. Willcoxon, seconded by Mrs. Fisher, the bills
which were approved by the Accounts and Claims Commnittee were ordered
paid.

The City Attorney was instructed to contact other cities for
; information as to how ,junk yards are handled.
On motion of Mr. R. Jobe, seconded by Mr. Willcoxon, the condition
; back of 312 E. Dunklin was referred to the Street Committee.
jOn motion of Mr. R. Jobe, the alley off of E. Locust Street was
referred to the Street Commissioner.
On motion of Mr. Hager the concrete strip on Boonville Road was
; referred to the Street Commissioner. al
On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the Water
land Light Committee was requested to see if additional fire
! hydrants are needed in the first ward.
The Street Commissioner was instructed to take the hump out of I!
'fthe alley between Dunklin and Cottage Lane. "f

City Attorney Rose reported on the matter of injuries sustained by
'Mrs. Sophia Evers by falling in front of the Crown Drug Store due
' to bad sidewalk, said she suffered a loss of $564.00 and would
( settle for $1200.00. No suit was filed but he would like for the
Council to look at sidewalk and advise him what to do.
The matter was referred to the Finance Committee to inspect the
sidewalk. ------
City Attorney Rose reported that the Engineering Department
i�mistakenly assessed a tax bill against Mr. John Hearnes land as
. being in Sewer District No. 76 "A ' and as the Sewer District cannot ,,
�be amended, the City should pay the tax bill to the Contractor,
;,Mr. E. P. Barnett.
On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the bill was
; ordered paid to Mr. Barnett.
Mrs. Fisher stated she would like to know what has been done with
the new parking meters for 11i8h Street.
Mr. Curtis reported that he was conferring; with Mr. McHenry,
Chairman of the Parking and Traffic Conunission on the matter.
Mrs. Fisher stated that the stop signs on Broadway and Elm and
on Mulberry and Elm are too small and that there is nothing in front,
.;of the Post Office to indicate that the parking is reserved for
,post office business only.
The following request was received from Mr. Willcoxon and
Mr. Scrivner.

The following communication was received from Mayor Whaley.
"I wish to reappoint Airport Commission, 6/1/60, Arthur Betts,
-Phil Dallmeyer and John Hendren."
The appointments were approved.
The following communication was received from Fire Chief Sullivan.
` "I hereby submit for your approval the name of Warren N. Rush, as
la member of the Jefferson City, Fire Department, Retroactive as of
''June 1, 1960."

The following communication was received from Mayor Whaley.
"I wish to present the names of Mr. Louis Burlcel., Mrs . E. D.
,Sugarbaker, Mrs. Clifford Tischer for reappointment to the Jefferson'
City Park Board. 11iis is for three years ending 6/1/63."
The appointments were approved.

The following report was received from the Planning and Zoning
Commission.
"This Commission recommends that the request of Betty Lou and
!Mike Hudgins to operate a beauty parlor at 1302 East High Street be
allowed and that a special permit be issued to them for that purpose."
The report was approved.
The following report was received from the Planning and Zoning
Commission.
"This Commission recommends that the request of Mrs. Edna
' Schmidt to operate a beauty parlor at 300 East Dunklin be approved
and that a special permit be issued to her for that purpose."
The report was approved.
The following report was received from the Planning and Zoning
Commission.
"This Conmission has considered the request of the A & 11 Realty ,
Company to rezone, for business porposes, the tract of land bounded
by llighway 50 West, St. Mary' s Boulevard and 11cisinger Road.
"The Commission adopted a motion that the request for rezoning tha
tract be disapproved because the north side of llighway 50 West, in
, that area, is presently zoned in the highway Commercial District to a
considerable depth and also because St. Mary' s Boulevard in that area
As now being developed with residences and the land in the tract in
'question which face St. Mary' s should remain in a residence classifi,-
,cation."
The report was approved.
The following report was received from the Planning and Zoning
'Commission.
"This Commission has considered the request of Mr. C. H. Paden
, to rezone the south side of Miller Street, from Broadway to
,Mulberry, from District "D" to District "E" .
"This tract adjoins the new Express Highway, the proper develop-
ment of which will have a lasting and most important effect on the
welfare of the whole city, and a very careful study of that matter
;will be necessary. The Commission is of the opinion that no correct
, decision can be made at this time.
"Therefor, the Commission by a formal motion voted to disapprove
the requested rezoning."
Ohemotion made and seconded, the report was tabled until the
Commission has next meeting and have a rehearing.

The following report was received from the Planning and Zoning
6ommission.
"This Commission has considered the request of Mr. W. W. Smith td
rezone 120 Boonville Road to a two-family of multiple-family District'.
j! "Mr. Smith appeared before this Commission on May 25 and presented
' he situation. There was also presented a petition signed by 12 f.
esidents in that area protesting the requested rezoning. !f
"By a formal motion the Commission voted to disapprove the �!
requested rezoning."
The report was ordered filed.
The following bids were received for the printing of tax receipt
or the City Collector' s Office.

On motion made and seconded, the bid was awarded to the Central

j The following report was received from the Street Committee.
"We recommend that the City trade in one truck on two new trucks'
or the Street Department.
"We recommend that Mr. Curtis hire three extra men when needed.
j "We recommend that the City trade in two old sweepers on one new
$weeper for the Street Department."
The report was approved and on motion made and seconded, the bid4,
n the new equipment to be read at next Council meeting. j

The Committee recommends that police cars Nos. 14 and 15 be
eplaced and that the City Clerk be instructed to advertise for bids:"

The following report was received from the Water and Light
committee.
"The Light, Gas and Water Committee recommends to the Council of
the City of Jefferson that one fire hydrant be placed on the east side
t�f Dix Road near the new Poultry Processing Plant."

The following report was received from the Parking and Traffic

"After several months' consideration of the feasibility of
implementing a one-way street system for the downtown Jefferson Cityll
area, the following plan was recommended at a special meeting of the ':
ommission held on June 3:
That, effective as of the date of the opening of the throughway,
he following streets be one-way:
High Street - one-way west from Adams to Broadway �!
McCarty Street - one-way east from Walnut To Adams
West Miller - one-way west from Broadway to Mulberry
Jefferson Street - one-way south from Capitol Avenue to the
intersection of Highway 54 South
Madison Street - one-wa y north from the intersection of Highway
54 South Jefferson Street to Capitol Avenue g y

It is the considered opinion of the Commission that the above

The City Engineer reported that the petition objecting to the
aving of the alley situated between Williams Street and Highway 50

The following resolution was adopted.
"Be it resolved that the Capital City Water Company be and is
hereby instructed to install one fire hydrant on the east side of
Dix Road near the new Poultry Processing Plant.
It is recommended that this fire hydrant be placed as quickly
as possible."

6933/ The following ordinance was introduced.
"An Ordinance creating and establishing a none for the loading
and unloading of children at the south curb of Main Street between
two points located 168 feet and 208 feet west of the west curb of
Harrison Street between the hours of 7:00 A.M. and 9 :00 A.M. and the
hours of 4:00 p.m. and 6:00 p.m. , prohibiting; the operators of motor
vehicles from permitting said motor vehicles to be parked within said
zone except for the purpose of picking; up or discharging; chilren at
the children' s nursery located at 617 W. Main Street, and providing
a penalty."

"An Ordinance creating; and establishing a school bus loading and
unloading zone at the south curb of Miller Street between Madison
Street and Monroe Street between the hours of 7: 30 a.m. and 8: 30 a.m.
and between the hours of 3:O0 p.m. and 4:00 p.m. , prohibiting the
operators of motor vehicles other than school busses to be parked
within said zone during; the stated hours, and providing; a penalty."
