Jobe, Itliegel, Scrivner, Vanderfeltz and Willcoxon . 9 Absent: Condit . 1. A quorum was declared present. Minutes of the last meeting were approved. Mr. Meyers stated that he would like for the contractor on the Dunklin Street Job to move the barracade so his customers could get in and out at his place of business. ' The City Engineer was requested to contact the Contractor, concerning the providing of a temporary passage. Mr. Edgar Eagen spoke to the Council regarding the dredging of Wear' s Creek and recommended that the City Engineer draw plans for same. Mr. Paul Bosch spoke in re City Beautification, would like for the creek to be cleaned from where it enters totem on to the tunnel. Mr. Robertson, representing; Mobile Homes, spoke in re the proposed trailer court in the Sunset Take Area, stated that Mr. Oidtman will put each trailer on 10 ,000 square foot lots, etc. Mr. Robertson was requested to meet with the Street Committee on the matter. Mr. Ray Scheperl.e spoke against the improvement of the alley between U.S. highway 50 and William Street. Would like for members of the Council to make an inspection before accepting the bid on same City Engineer, Henry, reported on the matter of the request of "Our Saviors Lutheran Church" ott Southwest Blvd. to connect to sewers and stated that it meets with City Attorneys and City Engineers approval. On motion of Mr. Wil l..coxon , seconded by Mr. It. Jobe, the request was granted. A letter addressed to Mayor Whaley, was received from the Public Service Cottmtission advising; that the Missouri rower. and Light Company has filed for an additional increase in its gas rates . On motion of Mr. Dorr, seconded by Mr. Scrivner, the City Attorney was instructed to draw up a resolution to be sent- to Congressmen on the matter. It was moved by Mr. Willcoxon that the City join the Missouri Safety Council at a cost of $40.00 per year. The motion was adopted. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, it was ordered that the widow of Judge Schwaller be paid the regular Police Judge salary for the month of May, 1960 and that Mr. Wm. Blair be paid the regular Police Judge salary from June 1, 1960. It was moved by Mr. Willcoxon and seconded by Mr. Scrivner that the City accept the budget as proposed. The motion was adopted. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the City Clerk was requested to meet with the City Collector and figure out the amount of salary to come from each of the several funds. On motion of Mr. Dorr, seconded by Mr. Scrivner, it was ordered 'th the boat parking ordinance be strictly enforced. 338 Regular Meeting, June 20 1960 A letter was received from the Missouri Safety Council, asking pirmission ?to place a banner across High Street announcing the J.C. County Fair,* The request was granted with approval and time limit to be j ,:decided by the Building Inspector. IC A petition was received asking for street lights in the 600 ! lock Nelson Drive was referred to the-Water and Light Committee. yI I A letter was received from Mr. A. L. Barnes asking that lots -10-11-12 and 13 on Tanner Bridge Road be rezoned from A-1 Districtli o B or C District. ' The motion was adopted. Mrs. Fisher reported that trucks hauling for the new Expressway !are doing damage to streets in the 5th Ward. A petition was received asking for rezoning of property along !tidams Street from Nadler Street to the Alley. j The request was referred to the Planning and Zoning Commission. A letter was received from Mr. F. V. Reagel, 1003 Moreau Drive, Isking the City to remove three dead elm trees in front of his lot. The following communication was received from Mnvor 1vn31.,-2v. "I hereby submit the name of Clyde Eugene Riggs for your approval nd confirmation for appointment. i� Mr. Riggs is a Traffic Officer of the Jefferson City Police department, Jefferson City, Missouri. Appointment to be retroactive from June 7, 1960." The appointment was approved. �i j The following report was received from the Finance Committee. i "1. Ralph J be made the motion and seconded by Wade Condit, that the tax levy of 1.65 be left as aame, with the exception of two 0 hanges in the levy break down. Revenue to be increased from .83� Ito .85G and Firemen' s pension be reduced from 07� to 05C. Motion ;carried. !; 2. Motion carried. 3. Motion made by Ralph Jobe and seconded by Condit , that the salaries of Traffic Officers, I)e paid out of the General. R(-'ventac Ftaa)d. i-IoLion Carrie(] . 4. motion made and seconded that the Vehicle Fund and Traffic and Vehicle be combinecl and called the Traffic and Vehicle Fund. 5 . Motion made and carried that City Collector' s salary be set at $9 ,000.00 a year plus 2% on delinquent taxes after. March 31st . 6. Motion made and seconded that the Deputy Collector be paid a salary of $400 .00 per month or $4800 .00 per year. 7. Motion made and passed that additional help as needed be paid on a basis of $1.00 per hour, not to exceed $1,000.00 . 8 . The assessor' s salary held up for further study. The Finance Committee does not feel. that the City is responsible for the injuries sustained by Mrs . Sophia Evers who fell on the sidewalk in front of the Crown Drug Store. Unanimous consent of the five members of the Finance Committee." The report was approved. The following; report was received from the Street Committee. "The matter of cleaning; out the channel of the creek along; the Expressway, we referred to City Engineer for cost and to report back to Street Committee. The matter of drainage condition at 312 E. Dunklin was referred to City Engineer for recommendation. Request of Mr. Elder for permission to widen the curve on the west side of Fairmount Court, we referred to City Engineer for cnst estimate. The matter of widening; High Street between Washington and Broadway, estimated cost to be $1996.47 . Street Committee recommiends that we resurface the following; streets providing; the Finance Committee approves the cost. Fisher reported a desire to extend ran existing drainage pipe at a newly purchased home on Winston Drive. Tlais office (loci; not feel that the expense of th.i.s extension should be Lorne by the City and is only required for beautification of the property owners' back yards . The property owner was aware of the existence of this drainage pipe at the time of purchase . Relative to widening; West Main Street between East Circle and DeBroeck' s Grocery Store, our office surveyed and talked to some of the neighbors for the purpose of obtaining; more right--of-way. Our survey shown that at the critical point the sidewalk is against- the property line and at East Circle we could only widen about three (3) feet. Since we do not have and cannot get right-of-way, it is felt that the widening cannot be done ." Tile report was approved and on motion of Mr. Hager seconded by Mr. Scrivner the three blocks of street improvement recommended by the Street Committee was referred to the Finance Committee. 6938/ The following ordinance which was read the first and second time on March 7, 1960 was called up for third reading;. "An Ordinance authorizing; and directing the Mayor and the City Cleric of the City of Jefferson, Missouri., to execute for and on behalf of the said City a quit-claiau deed remisein6, releasing; and forever quitclaiming; unto Truman Walker and Hazel May Walker a1.1 right, title and interest of the City of Jefferson, Missouri into lots L, M, N, 0, P, Q, R and S of Scrugg;' s and Guhleman' s resubdi.vision of lots 1 to 10 of Virginia Place Addition, as per plat of record in plat book 3 at Regular Meeting, June 20 1960 age 49, Cole County Recorder' s Office, in consideration of the sum f{ of six hundred ($600.00) dollars to be paid by Truman Walker and I Hazel May Walker to the City of Jefferson, Missouri, upon delivery o he deed."
