A letter was received from Cletus Jansen, 308 Benton Street, j; ! requesting permission to the sewer line by extending it 150 feet weft I on Lee Street by private contract. !! The request was granted. A letter was received from Mrs. Orval L. Turner, 1424 St. Ma,'ly s l Blvd. desiring to operate a Beauty Shoppe at 1515 St. Mary' s Blvd. The matter was referred to the Planning and Zoning Commission. Bids were received for the purchase of a car for use of the Police Department as follows: Smith Ford net to City $1099.70 Riley Chevrolet net to City 1137.03 is i The bid of Smith Ford was accepted. ;! Bids were received for the purchase of a Street Sweeper from ! `;Ithe following Companies. Machinery Inc. ,I ,( Bublitz Machinery Co. 0. B. Avery Co. , Inc. On motion of Mr. Vanderfeltz, seconded by Mrs. Fisher, the } Ibids were referred to the Street Committee for study. The Street- Committee was requested to meet- July 25th at ' 7: 30 p.m. i i On motion of Mrs. Fisher, seconded by Mr. Dorr, the City Clerk Iwas instructed to advertise in local paper for bids on the rental of the first floor and basement of the City lull I3uil.ding, contingent ,upon the installation of an elevator. The City Clerk to work with ithe Building and Grounds Committee on the matter. On motion of Mrs. Fisher, -seconded by Mr. Scrivner, the City ' ;Attorney was instructed to rewrite the ordinance concerning the ,jparking of boats in lieu of the Ordinance which was vetoed by the ' ;Mayor. Request for a fire hydrant-on�Jobe Street was referred to the ''Water and Light Committee. !i Mrs. Fisher reported that Mrs . Arbuckle had complained of dust 'Ion Lafayette and on Jackson Streets it r� Mrs. Fisher reported that gravel collects on the street at tt;e ,northeast corner of Cardinal Street and Bald Hill. Road. fl The matter was referred to the Street Committee. The matter of cars creating unnecessary noise by having open ;mufflers and also not stopping at stop signs was referred to the Po lice Chief. Mr. Kliegel spoke of the possibility of calling and paying -;off some of our outstanding bonds and also drawing interest on bond 'money not in use. The matter was referred to the Finance Committee. i Regular Meeting, July 8 1960 The matter of a blockade at north end of llilda Street was referred to the City Engineer and Street Commissioner. On motion of Mr. . Hager, seconded by Mr. Dorr. , the matter of parking adjacent ot- the Ilighway 50 Expressway was referred to the . Street Committee to confer with the Ifij,hway Department. The condition at 1318 Major Drive was referred to the . Street Committee. The matter of blacktopping Nelson Drive from crest of the hill: to Bald Hill Road was referred to the Street Committee. Dunklin St. Precinct No. 2 - Gulf Service Station, Dunklin St. & Clark Avd. Precinct No. 3 - Johnny' s Market, 121.7 Monroe St. Precinct No. 4 - McClung Park. On motion of �Ir. Dorr, seconded by Mr. Vanderfeltz the above polling places were approved and the Judges of election appointed by the County Court for the Primary Election August 2, 1960, were approved as the judges for the Special City Election to be held on this date. The motion was adopted. The following report was received from the Parking And Traffic Commission. "After due consideration of matters referred to the Commission by the City Council, and a matter communicated directly to the Commission by the District Five office, Missouri State Highway Commission, the following recommendations were made to the City Counci at a special meeting of the Commission held on July 180 1960, at 10:00 a.m. in the City Council chamber: 1. (ITEM 68) That one-hour minimum, two hour maximu, five-cents-per= hour parking meters be installed on the east side of the 400-block of Madison Street, and that parking on the west side of the 400-block of Madison Street be limited to two consecutive hours between the hours of 9: a.m. and 5:00 p.m. 2. (ITEM 75) That a request by Atlas Heating Company for loading zones to be established on Bolivar Street and West Main Street be denied, on the ground that loading requirements would not justify restriction of public parking in the areas considered. X48 Regular Meeting, July 18 , 1960 3. (ITEM 56) That, as previously recommended to the City Council otf March 21, 1960, which report was approved by Council, parking in th4 100-block of East Miller Street be restricted to the north side only { instead of the south side as at present. Mouses have been removed from the south side and the only parking requirement for the present , and the future is on the north side. I i 14. (ITEM 76) That ordinances be adopted implementing total ; restriction of parking for a distance of 200 feet north and south fiom , the throughway crosswalks on the east and west sides of Monroe, �{ Madison, Jefferson, Broadway and Highway 50 West, such ordinances t be effective as of the date of the opening of the throughway. This recommendation pertains to a request from Division Five, Missouri State Highway Department, as per letter attached and made a part of this report." On motion made and seconded the report was approved. j The following report was received from the Planning and ; Zoning Commission. "The City Planning & Zoning Commission has considered the ! request of O.A. and Edith Fuller to rezone Inlot 871 to the "C" District. I B a formal motion the Commission recommends that the re uesi be approved and that the C District to the north of the tract in i , question be extended to include Inlot 871 which is described as they' Least side of Cherry Street from Dunklin Street north to the alley y ! with a frontage of 104 feet 4� inches on Dunklin Street. Re request was granted. t I The City lerk reported to the Council that as y p , previously !' d rected by the Council, he had mailed to all interested banks, bona houses, and investment bankers in the State of Missouri and elsewhere , printed copies of a "Notice of Bond Sale" in relation to Nine Hundred ; Thousand Dollars ($900,000) Public Improvement Bonds of the City of : j,Jefferson, Missouri, as authorized at a special election held on toe, ; 5th day of November, 1957, and the Clerk further reported that to each copy of the aforesaid "Notice of Bond Sale" there was attached ' a printed form of a "Proposal for the Purchase of $900,000 Public l Improvement Bonds of the City of Jefferson, Cole County, Missouri, land a financial statement of said City. The Clerk further. reported ; ! that the aforesaid Notice of Bond Sale was published in The Bond jIBuyer, a financial ,journal published in the City of New York. The following bids were received for printing the $900,000 Public Improvement Bonds, City of Jefferson, Missouri. Security Columbia Banknote Company "To prepare 900 - $1000 Bonds due 1961. - 1980, with one rate of interest, our price would be $288.00 f.o.b. Chicago. Additional rates would add $15.00 each. This price includes the printing of the legal opinion on the batik of the bond. The bonds would be printed on steel engraved borders and would be similar in style and class of workmanship to the last issue of bonds we prepared for you dated May 1, 1958 . To impress the City, State Auditor' s seal the cost would be $20 .00. To engrave one signature on the bond the cost would be $7.00. "An Ordinance prolUbitini; tiny person, firm or corporation directly or indirectly, through airy servant, employee or agent, to permit any k1nd of a boat to be parked, placed or stationed within and upon the improved portion of any public street alley, roadway, highway, sidewalk or right of way in this City, in any manner or for any purpose, and providing a penalty," which was passed July 5, 1960, was vetoed by the Mayor by the following message. " I am vetoeing this Ordinance. It is a viscious and discriminatory Ordinance directed at a particular problem without regard to the rights and general welfare of the public as a whole." Ordinance No. 6942. "An Ordinance repealing sections 1382 and 1383 of the Revised Ordinances of the City of Jefferson, Missouri, 195 (being ordiginal Ordinances 3552 and 3554 of the City of Jefferson, Missouri) establishing and defining the "Vehicle Fund" , the "Traffic and Vehicle Fund" and defining the sources of revenue for both of said funds in the City Treasury, and enacting a new Ordinance estab- lisffiing and creating a fund to be known as the "Street, Traffic and Vehicle Fund" , defining the sources of revenue for said Fund, and defining the purposes for which the monies in said Fund may be expended," which was passed July 5, 1960, was vetoed by the mayor by the following message. " I am vetoeing this Ordinance because it creates more bookkeeping problems than it solves." Regular Meeting, July 18 1960 '6950/ The following ordinance was introduced. "An Ordinance providing for the improvement of the roadways of igh Street, from the east curb line of Washington Street to the wes urb line of Broadway Street, Monroe Street from the south curb line , bf High Street to the north curb line of McCarty Street, and Jefferson Otreet from the south curb line of High Street to the north curb lini f McCarty Street, in the City of Jefferson, Missouri, by wedging, I! ? here necessary, with asphaltic cement material and paved with I ' sphaltic cement one and one-half inches (1;�") thick." ;!
