Jobe, Kliegel, t; Scrivner, Vanderfeltz and Willcoxon. 10 ,absent: None. i i A quorum was declared present. Minutes of the last meeting were approved. 'j Reports of City Officers for the month of July were received. Cards of thanks for-flowers were received from Mr. Carl 'face and from Mrs. Andrew J. Schwaller. A letter was received from Rev. Arnold E. Mintz, requesting "t'No Parking" spaces at the Grace Episcipal Church. The request was referred to the Parking and Traffic Commission. A letter was received from Mr. Otis Brown and R. P. Renfrew, requesting the vacating of that portion of the street in front of :their lots No. 18b to 191 inclusive, Sunset Place Addition. !' On motion of Mr. Dorr, seconded by Mr. R. Jobe, the matte Baas referred to the City Engineer to draw up new property lines to ;'l itnake it fair to all concerned. A note was received from Mr. James T. Evans for a special ;l permit to operate a nursery at 1205 Madeline. j The matter was referred to the Planning and Zoning ;Commission. A bill was presented to the Council. from the Central Dair}, ; n the amount of $534.74 for refinishing 123 feet of Cedar Street. It was ordered that the bill not be paid. A letter was received from the StnncO Business Supplies, I11c. making an offer of $100 .00 for the elevator and equipment located ati X17-219 Madison Street. It was moved by Mr. Willcoxon, and seconded by Mr. R. Jobc , that the Sumco Co be allowed to have the elevator at the price offered. The motion was adopted. Bids were received for furnishing tax receipt envelopes f r use of the City Collector as follows: New Day Press $ 93.20 Commercial. Printing Co. 98.75 " Central Printing Co. 104.75 � The Hid of New Day Press was accepted. ;) Bids were received on painting City Garage as follows: ? C. E. (Nick) Case $255.00 j Bill Hemmel 264.00 Wilbert 11. Walther 468.00 ` James 0. Long 392.00 The bids were referred to the Building and Grounds Committee with power to act. Bids for the improvement of High Street, Monroe Street and Jefferson Street were received as follows: j Hunter Bros. Const . Las referred to the Street Committee. +E On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the C� 13ity Attorney was instructed to draw up an ordinance for removal i bf trees on City right-of-way. ----r- �� Mr. Dorr spoke on the matter of the Sewer Lagoon and stated ] I hat it had never been reported out of Court. Thinks the City should M urchase land farther from City which would not require condemnations On motion of Mr. Dorr, seconded by Mr. Willcoxon, the City I' ngineer was instructed to investigate the proposition. A letter addressed to Mayor Whaley was received from Mr. ti Alex Vetter, Chairman of the Bond Issue Advisory Committee, ecommending that Mr. Vernon Burkhalter be employed at least on a � art time basis to assist the City Engineer. It was moved by Mr. Hager and seconded by Mr. R. Jobe, that �r. Burkhalter be employed. The motion was adopted. On motion of Mr. R. Jobe, the City Attorney was instructed I. to draw a resolution to authorize Mr. Dave Herman to go ahead in ,regard to the installation of elevator for City Hall and Mr. Herman' s Building. The City Attorney was instructed to draw up the contract ith Dave Herman for construction of the elevator. The matter of drainage conditions at 749 Locust Street- was I ireferred to the Street Committee. r The City Attorney was instructed to draw an ordinance in ;egard to raising pigeons in the City. " Mr. R. Jobe reported complaints that the street lights are of strong enough in the residential area. if { Mr. R. Jobe stated he thought there should be a more uniform dray of informing the printers regarding printing for the City and th ,pity Clerk should contact each printer. " The conditions on Mimosa Ave. were referred to the Street I+ '"loommittee. (� 1� The condition on Elm Street between Mulberry and ti,ghways 0 was referred to the Parking and Traffic Commission. It was moved by Mrs. Fisher, seconded by Mr. Willcoxon, that rash cans with adds on them be removed from the streets and that the ,Phief of Police contact Mr. Sam Eveler. It was suggested that the legal, rights be checked. t Mrs. Fisher called attention to a hole in the street on ' lark Avenue near Immaculate Conception Church. t It was moved by Mr. Willcoxon, that advertising be made for;: he demolition of the Stephens Building; occupied by Riley Chevrolet o. k The motion was adopted. Regular Meetin r u rust 1 1.960 ' Mr. Bob Kendall. of Pritchard and Co. discussed the planning; for the proposed parking; lot and made the proposition of 5% plus $750.00 per month while bultdi.ng is being constructed. Mayor W11,11.ey reported that the I,ngineer..i.ng; firm of Schwan and Van lloefen have been go:i.ljg; over the set up here in regard to Clio.' construction of parking, lot or garage and have made a proposition of a flat 6% charge, they are to hire a local engineer to take care of construction. Would like for City to sign contract with Schwarz and Van Hoefen for construction of Parking; Lot. It was moved by Mr. Dorr and seconded by Mr. Scrivner that contract be awarded to Schwarz and Van Hoefen. The motion was adopted. It was moved by Mr. R. Jobe and seconded by Mr. Willcoxon that a check in the amount of $900.00 be drawn to cover the regis- tration fee of the $900,000.00 of improvement bonds and that the City Clerk along; with the Bond Attorney, Mr. Carl. Trauerni.cht proceed with the signing and delivery of the bonds in Chicago as requested by the First Boston Corporation. The motion was adopted. Tile Building; and Grounds reported that they recommend the '.. contract for painting; the City Garage be awarded to ilenmlel. and Eggers. The report- was adopted. Tile Street Colmllittee reported that they recommend that thd. City buy the Mobile Street Sweeper for the Sf-reet Department. The Street Committee recoilunended tElat the following; parking restrictions proposed by the Missouri. State Highway commission be confirmed. The report was approved. The following; report was received from the Planning; and Zoning; Conmli.ssion. "Regarding! the request of J. L. Nelson to vacate certain portions of street intersections in Tots 34, 39 , 46, 52, and 5� in Iledgewood Heights Addition, which request was accompanied by a draw6g, showing; the areas requested to be vacated, it is the recommendation of this Commission that approval. be Ljven to vacating those areas which have been indicated on said drawing; by the City Engineer." The report was approved. The following; report was received from the Planning; and Zoning Comnlissi.on. "On May 26, 1960 this Commission reported to the Mayor and City Council of Jefferson City that it recommended disapproval of the request of the H. & It. Realty Company to rezone, for business purposes, the tract of land bounded by 1Iighway 50 West, Heisinger Road and St . Mary' s Boulevard. -65C Regular Meeting, August 1 1960 Further study and consideration has been given to that equest, at two later meetings of the Commission. Loted At its regular meeting on July 20, 191x0 the Commission to reconsider its action on that matter. The Commission i urther voted to recommend to the City Council, that the Highway i�ommercial District "F" presently 400 feet deep on the north side P Y P 6f Highway 50 West, be extended in a northerly direction to St. Mary, s oulevard for a distance of 500 feet from the corner of Heisinger j oad and St. Mary' s Boulevard in a westerly direction.".
