Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 10. Absent: None. A quorum was declared present. The minutes were approved. Reports of City Officers for the month of August were received. Request was received from Mr. Robert Livingston that a sewer District be established to take care of the 500 block Crest Drive and the 500 Block Meier Drive. The matter was referred to the City Engineer and Board of Health to draw up necessary sewer district. A petition was received requesting that angle parking be permitted on one side or the other in the 600 block of West Main Street The request was referred to the Parking and Traffic Commission. A petition was received protesting the improvement of Buchanan Street in the 300 block. The petition was ordered filed. Mr. Robert Livingston requested permission to re-plat lots 7,4,5 and 6 of block 3 in West hills Subdivision. The request was referred to the Planning and Zoning Commission. wr-..ww Bid was received on furnishing cigarette stamps for the City Collector as follows: 1 million 60 cents per M 2 million 51 cents per M The above bid was accepted. Mr. Pierre Dominique representing the Central Junk Co. spoke to the Council in re the proposed Junk Ordinance On motion of Mr. Darr, seconded by Mr. R. Jobe, the ordinance was referred to the Ordinance and Printing Committee to report back to the Council. Mr. Scrivner spoke of the problem of dust where street work is being done. Would like for City or Contractor to keep the dust sprinkled down. w r w w w w Mr. Hager stated that the ordinance on noise making by Automobiles should be revised and requested that the Police investi- gate as to kinds of mufflers etc. and advise the City Attorney so he can write proper ordinance. On motion of Mr. D. Jobe, seconded by Mrs. Fisher, the bills which were approved by the Accounts and Claims Committee were ordered paid. Request for a shield on the Street Light at Washington and McCarty was referred to the Water and Light Committee. Mrs. Fisher requested that the Light Committee meet with Mr. Nienhauser to consider the lighting condition on Stadium Drive and Madison Street. The matter was referred to the Water and Light Committee. 664 Re Mr. Kliegel requested that the Mayor, City Clerk and Bond Advisory Committee ascertain how much of the Bond money we will needy I n the next few months and that all over the amount needed be f' j nvested in six month Government Securities. The matter was referred to the Bond Advisory Committee. j It was moved by Mr. R. Jobe and seconded by Mr. Scrivner that the i4ayor, Mayor Pro Tem, Police Judge, Chief of Police and City AttorneA ave a policy meeting with the Police Judge. The motion was adopted. j Mr. Dorr reported a Company having-a new type of asphalt and ould furnish enough for two blocks of streets for test purpose at approximately the cost to them. Would like the Council approval fort he Street Committee to meet with a representative of the Company. On motion of Mr. R. Jobe, seconded by Mrs. Fisher, approval was j ranted. j On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the City lerk was instructed to ask for bids on an Audit of the City Books. The following report was received from the City Clerk i "The following failed to pay the balance of their liquor license 'which was due August 1, 1960. Warren P. Goodin - 503 W. Main - $225.00 ! C. W. Higgins - Highway 50 West - $225.00 f Fred Betts - 104 W. I� "The committee recommends that the clerk be instructed to !advertise for bids for the replacement of car No. 13 that was severely amaged in a collision and that we accept the insurance check from 'the company representing the party responsible for the damage. .1 j It has been decided by the committee that we should trade for a 60 model. The committee also recommends that we advertise for a replacement or the Humane Officers truck, and that we advertise for a six cylinder odel. The specifications for this truck to be furnished by the hie£ of Police. i The Committee also recommends that the radio from Motor 1 be !' laced in the Chief' s car and that we purchase a new radio for motor' )nee If The report was approved. �( The following report was received from the Printing and Ordinanc ommittee. I "The Committee recommends that advertising by local newspaper fo! ids pertaining to city printing." The report was approved. The following report was received from the Water, Gas and Light ommittee. { "The Water, Gas and Light Committee recommends to the Council ofj' 1 he City of Jefferson that lights be placed at the following locatio` s. o 6000 lumen lights between Dunklin and Atchison Streets on the ast side of Chestnut Street. That one fire hydrant be placed at the orthwest corner of West Main Street and Binder Drive." j The report was approved. The following report was received from the Street Committee. ! 3 "The matter of sidewalks on Monroe Street to handle the students rom Senior High to the Annex. We recommend that a four foot side- walk be placed along side of present walk and a new curb placed I. ;along part of walk according to the Engineers Plan. We also Irecommmend that the City have this construction done providing the JI SAS Regular Meeting, September 6, 1960 _ School Board will bear one-half of the expense. The Engineer has taken bids on this matter and the low bid is $2323. 15. We recommend that City Clerk notify the School Board by letter of our action." The report was approved and on motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the Chairman of the Street Committee was asked to meet with the School Board and explain. The following resolution was adopted. "Be it resolved by the Council of the City of Jefferson, that the Capital City Water Company be and is hereby instructed to install one fire hydrant at the northwest corner of West Main and Binder Drive. The following resolution was adopted. "Be it resolved by the Council of the City of Jefferson that the Missouri Power and Light Company be and is hereby instructed to install two 6000 lumen lights on the East side of Chestnut Street between Dunklin and Atchison Streets." 6960/ The following ordinance was introduced. "An Ordinance of the City of Jefferson, Missouri, accepting and approving the plat of Westwood Subdivision, Part 1, a subdivision of the City of Jefferson, Missouri, as hereinafter described." "An Ordinance of the City of Jefferson, Missouri, vacating and discontinuing as a part of a public thoroughfare present public street right of way at the intersection of Nelson Drive with Magnolia Street, at the intersection of Nelson Drive and Patton Street, and at the intersection of Nelson Drive and Atchison Street, and authorizing the Mayor and the City Clerk to execute all necessary instruments to the owners of the adjacent property to confirm the statutory right of reversion in said owners to the vacated areas."
