Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 9 Absent: D. Jobe. 1 A quorum was declared present. The minutes of the last meeting were approved. A letter was received from Dr. A. P. Stephan, requesting that a sewer District be established covering his land extending from Chicago Road and West Circle Drive to Allen Drive. The matter was referred to the City Engineer to study and draw up necessary Sewer District. A letter was received from Mr. Otis Brown and R. R. Renfrow owners of lots 186 to 191 including Sunset Place Addition, requesting that the City vacate that portion of the street in front of thier lots. The request was referred to the City Engineer. A letter was received from the property owners requesting a re-zoning on the south side of the 200 block at East McCarty Street. The request was referred to the Planning and Zoning Commission. A letter was received from the Bond Issue Advisory Committee stating that it is not the responsibility of the Committee to handle the Bond Issue Funds and that they are merely an advisory group for the expenditures of the funds on the vatious projects for which the bonds were voted. A petition was received from property owners requesting the installation of a street light in the area of 1514 Notre Dame Street. The petition was referred to the Water and Light Committee. Mr. Edmond Kraus complained of a street problem at Capital Avenue at Riverside Drive where contractor has cut 'down the street, damaging the blacktop and making some driveways inaccessible and causing a drainage problem. The matter was referred to the Street Committee. Mrs. Fisher spoke of the matter of speeding and that the Police Depattment does not have enough men to handle the situation. The matter was referred to the Committee of the Whole. Mr. R. Jobe requested that the 15 foot alley at 1009-1011 be vacated. The matter was referred to the Street Committee. Mr. R. Jobe reported that several oil companies would let the City have used oil to put on dirt streets if the City will pump the oil. The matter was referred to the Street Committee. Mr. Kliegel requested a stop sign at Southwest Blvd. and Swift' s Highway, the sign to be placed on Swift' s Highway. The request was referred to the Parking and Traffic Commission. Mr. Kliegel reported that nails are protruding from the bridge at Duensing Ball Park and that the bridge needs repairing. ------ City Attorney, Tom Rose reported that a new law suit had been filed by Mr. Howard and Mr. Gollor involving Hayes Park and thp 670 Regular Masting- SaptmbAr 19. 1960 title to same. On motion of Mr. Scrivner, seconded by Mr. R. Jobe, the matter We referred to the City Attorney to represent the City. Bids were received on the purchase of a car for use of the olice Department and a pickup truck for the Humane Officer as ;follows: On car for Police Department. ;i Smith Ford Inc. . net to city $1548.80 Riley Chevrolet Co. no bid On pickup truck for Humane Officer { Riley Chevrolet Co. It was moved by Mr. Hager and seconded by Mr. Dorr that the bid j f the Smith Ford Company be accepted on the car for Police Dept. �. :land that the bid of Riley Chevrolet Company be accepted on the Pickup truck. The motion was adopted. It was moved by Mr. Willcoxon and seconded by Mr. Condit that thol ,$600.00 received from the sale of Hi-Cliff Park be drawn out of the Right of Way Fund and placed in the Park Fund. The motion was adopted. The following communication was received from Missouri State ;�Highway Commission. The Honorable Forrest C. Whaley �! City Hall Building ;I Jefferson City, Missouri Dear Mr. Whaley: We are attaching 3 copies of an invoice in the amount of $93,843.60 with a statement of right-of-way cost to support this amount. This invoice covers the balance of the City' s share of all costs incurred as of August 28, 1959, on this project. ".Reference to Ordinance 6965, September 6, 1960, setting salary pf City Collector. �akes"I am vetoing this because of the inequality in salaries, this in our city government and it deserves further study." On motion of Mr. Hager, seconded by Mr. Condit, the salaries of �11 city employees and the Assessor' s commission was referred to the Committee of the Whole. ri The motion was adopted. r r r r r r r i ;. Regular Meeting, September 19 1960 The following report was received from the Street Committee. "We recommend that City Engineer ask for bids to resurface High Street between Washington and Broadway, and Washington Street between High and McCarty. Asphalt to be new type seal coat. Bids to be opened the first meeting in October. "Alley between High and West Main, Brooks and Berry , alley running north and south. We recommend that Mr. Curtis repair. "We recommend that Curtis clean out ditch at Isom Pond. "We recommend Mr. Curtis clean out weeds and brush at Dunford to Russell on street right of way. "We recommend that Mr. Curtis cut weeds on street right of way on Chicago Road to Allen Drive. "We recommend that city hire a full time inspector to work under City Engineer and inspect all new construction work. "We also recommend that Mr. Curtis cut brush from East End Shoe Factory to Riverside Drive." The report was approved. The following report was received from the Parking and Traffic Commission. "After due consideration of matters referred to the Commission by the City Council and originating within the Commission, the following recommendations were made to the City Council at a regular meeting of the Commission held on September 19 at 10:00 a.m. in the City Engineer' s office: 1. (ITEM 85) That a request for angle parking in the 600 block of West Main Street be denied on the ground that need for additional parking in this area is not sufficient to justify narrowing the effective width of the street. 2. (ITEM 86) That angle parking on the south side of the 700 block of West Main Street be changed to parallel parking. Angle parking in this block effects a throating of traffic in relation to the 600 and 800 blocks of West Main Street. 3. (ITEM 87) That "School Crosswalk Ahead" signs be installed 100 feet east and west of the St. Joseph' s School zone marking signs. 4. 'ITEM 88) That a speed limit of 20 miles per hour be established for the St. Joseph' s School zone and posted on the school zone signs. 5. (ITEM 89) That parking be prohibited between the hours of 7:00 a.m and 4:00 p.m. , Monday through Friday on the south side of West Main Street from a point 220 feet east of the east curbline of Westmore Drive to a point 544 feet east of said curbline. 6. (ITEM 90) That a standard, manually actuated signalized crosswalk of the type presently in use as school crosswalks be installed from a point 133 feet east of the East curbline of Binder Drive to a point 143 feet east of said curbline. 7 . (ITEM 91) That a crosswalk be painted across Binder Drive at its intersection with West Main Street. 8 . (ITEM 92) That "Yield Right of Way" signs be installed facing westbound traffic on West Elm Street at its intersection with St. Mary' s Boulevard and Bolivar Street and facing eastbound traffic on St. Mary' s Boulevard at its intersection with Bolivar Street and West Elm Street. 9 . (ITEM 93) That parking be eliminated on the north side of St. Mary' s Boulevard from Michigan Street to Gipfert Lane on the basis that arterial capacity of St. Mary' s Boulevard is severely impaired by parking on both sides. 10. (ITEM 94) That, for a trial period, crosswalks on Boonville Road, Dix Road and West Main Street, all at West School, be painted with yellow paint specified to be roadway marking paint as they are now painted with white paint, with the addition of diagonal cross markings between the boundary markings of the crosswalks, and that of painting the word "Stop" in the same yellow paint immediately preceding the crosswalks. 11. (ITEM 95) That the stop signs on Boonville Road and Dix Road at West Main Street be replaced with thirty-six-inch red stop signs. R :A2. (ITEM 96) That the no-parking zone presently established from :a point 85 feet east of the east curbline of Douglas Drive to a point ` t145 feet east from said curbline be expanded twenty-five feet east abd west, or from a point 60 feet east of the east curbline of Douglas ;Drive to a point 170 feet east of said curbline. i �13. (ITEM 97) That parking prohibited within six feet of the pave4nt on the eouth side of Highway 50 West from the Throughway to the east property I'Iline of District Five, Missouri Highway Department. Signs will be ;erected by District Five. 114. (ITEM 98) That stop signs be installed on Washington Street at Atchison Street, and on Ashley Street at Washington Street. 15. (ITEM 6") That, as a trial installation, the eight-inch red, i! r stop, faces on the crosswalk signals at Ohio Street and Highway 50 eat be replaced with twelve-inch faces. These may be obtained from;':, 1.the Eagle Signal Corporation, Moline, Illinois, at a cost of $40.95 Oer i� onversion kit, or $81.90 for both red faces of the crosswalk. It a recommended also that this crosswalk be painted with yellow paintd "specified as roadway paint as it is presently painted with white paint, iith the addition of diagonal markings between the boundary markings In the same yellow paint. In addition, it is recommended that a black baffle plate be mounted behind the signal faces on both posts as described on the enclosed brochure. This can be done using re- painted standard sign faces." !i '1 The report was approved. i The following bid was received for leasing premises known as !Ki.11saps Store, 240 East High Street, Jefferson City, Missouri.
