Jobe, Scrivner, Vanderfeltz and Willcoxon. 9 Absent: Kliegel. 1 A quorum was declared present. The minutes of the last meeting were approved. The City Clerk was instructed to draw up a resolution of regret ; and sympathy to be sent to Mrs. Ben Porter, The Street Commissioner was instructed to fix the hole on Industrial Road near Midstate Printing Co. It was moved by Mr. Willcoxon, and seconded by Mr. Scrivner, that the pavement at Riverside Drive and Hough Street be replaced. The motion was adopted. It was moved by Mr. Willcoxon and seconded by Mr. Hager that a man be placed at the traffic signal at St. Peters School. The motion was adopted. On motion of Mr. Willcoxon the State Highway Department was granted permission to install a converter box (AC to DC) at the West End Fire Station. The matter of allowing stockpiling of materials on the City lot at Miller and Chestnut Streets was referred to Mrs. Fisher, Mr. R. Jobe, Mr. Scrivner, Mr. Willcoxon, the Mayor, City Attorney and City ' Engineer and any other councilman who wish to attend, to meet at the location and to have power to act. On motion of Mrs. Fisher, seconded by Mr. Vanderfeltz, the first meeting in November was set for November lat. Mr. Scrivner inquired as to what had happened to the blinker light at McCarty and Clark Avenue and also reported that sand trucks were scattering sand over walks and streets. The matter was referred to the Police Chief for action. On motion of Mr. D. Jobe, seconded by Mr. Willcoxon, the City Attorney, City Engineer and Health Inspector were requested to visit Adcocks, The Senate Bar et al, in regard to water from air conditioners being discharged in the alley adjoining their places of business. Mr. R. Jobe requested that two-way traffic be established on Monroe and Jackson Streets. The matter was referred to the Street Committee. Mr. R. Jobe requested that the alley back of the filling station at the Eagles Club be opened. The matter was referred to the Street Committee. A bill for $35.00 and one for $43.34 were received from Marjorie Wilder and Letta Klienhammer for injuries received by bump ing into the traffic signal box at High and Monroe Streets. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the bills were ordered paid upon the signing of a receipt and release. Mrs. Fisher spoke of a request that something be done to eliminate the necessity of driving so far or of children riding school buses to Thorpe Gordon School, suggested making Jackson Street two-way Street from Woodlawn to the end of Jackson or Monroe Street from Russell Street south. The matter was referred to the Parking and Traffic Commission. a grow 3 S 0 Regular Meeting, October 17 1960 Mrs. Fisher requested that the muffler ordinance be drawn and ,;ready for the next council meeting. Mrs. Fisher spoke of the matter of litter boxes on the streets,; ;said they should be emptied more often and requested that signs with; !ordinance number and fines be placed on City Streets at entrances to.. the !!City and elsewhere on streets and suggested that the scrapings from lthe downtown streets be put on Nelson Drive and Bald Hill Road. i' A letter was received from Mr. Martin Oidtman requesting ,permission of the City Council for the approval of the sewers, which;; ,they have said out for the mobile homes. " The matter was referred to the City Engineer. �f +� A petition was received asking for a street light at the end of! ;Cottage Lane. !I{ The request was referred to the Water and Light Committee. A protest was received from property owners on approving the proposed improvement of Franklin Street. i The communication was ordered filed. j A letter was received from Rackers and Baclesse Lumber Company ; ;calling attention to the construction of the bridge across Wears Xreek on West Dunklin Street by the Cure-Linhardt Const. Co. That 1the channel and bed of the creek has been dammed with dirt etc. The matter was referred to the City Engineer. The following communication was received from Martin Oidtman. "I am asking your permission to be included in the City. The ;1,40 acres that is joining the City limits, the area where Sunset Lake' is ,located. If you will send to me the petition required for signers, I will get the property owners to sign. What are the majority of signers needed?" The matter was referred to the City Attorney. " The following report was received from the Parking and Traffic ;Commission. "After due consideration of matters referred to the Commission . -;by the City Council and originating within the Commission, the following recommendations were made to the City Council at a regular 'meeting of the Commission held on October 17, 1960, at 10;00 a.m. in the City Engineer' s Office: 1. (ITEM 100) That a "Yield Right of Way" sign be established on Hough Park Drive at its intersection with Green Berry Road. 2. (ITEM 101) That a stop sign on West Main Street at its :'intersection with West High Street be replaced with a "Yield Right of .Way" sign. 'i3. (ITEM 102) That a "Yield Right of Way" sign be established on ;!Swift' s Highway at its intersection with Southwest Boulevard, to ffect westbound traffic on Swift' s Highway. (ITEM 103) That a request by the Missouri Osteopathic Association for a loading zone in the 300 block of East McCarty Street be denied'r 5. (ITEM 79) . On August 15, 1960, this Commission recommended that ; �proposals be obtained on the cost of installing an isolated type `';four-way signal system, including pedestrian walk phase, for the ;intersection of West High and Broadway Streets. A proposal of approximately $2,500.00 was received from the Eagle Signal Company, ;which, when added to approximately $2,000.00 - $2,500.00 installation ;(cost, involves a cost of $4,500.00 - $5,000.00 for signalization of :;this intersection. Signalizing Broadway and High would create a ;serious problem at McCarty and Broadway, since usage would increase ;pn Broadway, only to be obstructed at McCarty. If McCarty and Broadway � s to be signalized, it must of necessity be interconnected with the ,Throughway intersection signal immediately south to prevent stacking 'southbound traffic across McCarty Street. Signalization of this Antersection would involve an additional amount of approximately ;$59000.00. Until the Throughway is c ompleted and in use, very Regular Meetin October 17, 1960 ..? S/ little can be accurately predicted regarding traffic flow on McCarty. and Broadway Streets. It is therefore the recommendation of this Commission that the matter of signalization of Broadway and High Streets be deferred until actual traffic experience after the completion of the Throughway can be interpreted." On motion made and seconded the report was approved. The following report was received from the Police Board. "The Committee recommends that due to the excessive amount of work and time required of Sgt. W. D. Dickson in the performance of his duties as investigator for the Police Department, that he be promoted to the rank of Lieutenant at a salary of $345.00 per month." The report was approved. The following report was received from the Water and Light Committee. "The Water, Gas and Light Committee recommends to the Council of the City of Jefferson that lights be installed at the following locations. One (1) light on the east side of Chestnut Street between Dunklin and Elm at the crest of the hill. One (1) light on Hayselton at 1710. One (1) light at intersection of north end of Allen And Hayselton. One (1) light at Ro-Mar and John on Monroe Street. One (1) light on last pole north on Marshall Street in 1000 block. Move (1) light one pole south on Highway 54 south at entrance of Jefferson Street. The Committee does not recommend another light on Notre Dame since there are thre (3) well placed at the present time. The Capital City Water Company will not install a fire hydrant In the 1000 block on Marshall Street since a two-inch line provides water service and this area is now protected by hydrants on Jackson and Lafayette Streets." The report was approved. The following report was received from the Street Committee. "Drainage condition Adams, Monroe, and Ashley to Dunklin. Referred to City Engineer for bids. Drainage condition Riverside Drive to Benton on Capitol Ave. Referred to City Engineer for study. Request to vacate alley at 1009-1011 Dunklin, referred to City Engineer. Bad sidewalk all over town, we recommend that the Inspection Department inspect all sidewalks during the months of November, December, January and February and notice be sent out as inspection is made. Pavement chipping off at 1500 and 1600 block of East Miller, we recommend that Mr. Curtis have this patched. Petition requesting paving of Franklin Street between Lafayette and Jackson, no action taken because of Urban Renewal may take care of this. Drainage condition of Nelson Ward on McCarty Street between 4amlin and Hart, we recommend that engineer handle this matter with property owner. Engineer to have power to act. Sewer condition at Jefferson Heights, we recommend that Engineer set up district and install a: new sewer. Drainage condition at Dix Road and Railraod tracks, we recommend that City Engineer handle by getting bids and letting a contract. Recommend that Mr. Curtis open ditches on Lincoln Street and grade and gravel. " The report was approved. The following Special Tax Bill was received from Hunter Bros. Construction Company. "The Special Tax Bill levied against your property for the improvement of Hough Park Road in the City of Jefferson, Missouri, has been issued by the office of the City Clerk. Your tax bill may be obtained from the Exchange National Bank, 2 3 $ Regular Meeting, October 17 1960 (Jefferson City, Mo. !� The charge against your property is $164.48. Eight (8) per cent interest charges will start thirty (30) days4 ;from the thirteenth (13) day of October, 1960." On motion of Mrs. Fisher, seconded by Mr. Willcoxon, the bill i as ordered ,paid. w A bill in the amount of $1507.00 for the Engineering and Surveying of the Dunklin Street Project and the Southwest Boulevard extension Project was submitted by David A. Brown. On motion of Mr. Willcoxon, seconded by Mr. Dave Jobe, the bill, as ordered paid. I A bill in the amount of $1099.70 from the Smith Ford Sales, Inc , for the purchase of a car for the Police Department was received. �! On motion of Mr. Willcoxon, seconded by Mr. Dave Jobe, the bill! as ordered paid. f The following resolution was adopted. z "Be it resolved that the Missouri Power and Light Company be an4 Iis hereby instructed to install and move lights at the following j locations: One (1) light on the east side of Chestnut Street between Dunkl`in land Elm at the crest of the hill. '! One (1) light on Hayselton at 1710. One (1) light at intersection of north end of Allen and Hayseltibn. Onw (1) light at Ro-mar and John on Monroe Street. I; J One (1) light on last pole north on Marshall Street in 1000 blo�k. 3 Move (1) light one pole south on Highway 54 south at entrance o!f ;Jefferson Street." 1,6987/ The following ordinance was introduced. l "An Ordinance repealing sections 618-626 of the Revised Ordinances ,of the City of Jefferson, Missouri, 1956 (being sections 1-5 of "�Article 9 of Ordinance Number 2748 and being Sections 2 - 5 of 10rdinance Number 6143 of the City of Jefferson, Missouri,) relating !to Junk Yards and Junk Dealers, and enacting a new ordinance regulating Junk Dealers, Junk Yards, Auto Wrecking Dealers and Auto Wrecking Shops, and providing a penalty for violation." Read first time at length, second time by title and on motion 'of Mr. Scxivner, seconded by Mr. Hager, the rules were suspended andi tithe ordinance was read the third time by title and placed on final 1,passage and was passed by the following vote.
