A quorum was declared present .
The minutes of the last meeting were approved.
A request was received from R. Jobe, for no parking signs in the
200 block Woodlawn, next to Still Hospital.
The request was referred to the Parking and Traffic Commission. 1
A letter was received from the J. C. Public Schools, requesting;
the postponement of the improvement of Franklin Street at this time. ;;
The communication was ordered filed. !i

A letter was received from the Central West Conference of the
Methodist Church, 707 E. Dunklin Street, requesting the present
status and ownership of "Atchison Court" and what can be done to have,
this street improved, etc.
The matter was referred to the City Engineer to make an estimate
of the cost of the improvement of the street.
A letter was received from the Planning and Zoning Commission,
requesting 30 days additional time for consideration of the petition ';
to re-zone the south side of the 200 block East McCarty Street.
The request was approved.
Reports of City Officers for the month of October, 1960 were
approved. +
On motion of Mr. Willcoxon, seconded by Mr. Vanderfeltz the
bills which were approved by the Accounts and Claims Committee were
ordered paid.
• It was moved by Mr. Willcoxon and seconded by Mr. R. Jobe, that.
the City buy the Thermo-Fax copying machine for $359 .00.
The motion was adopted.
On motion of Mr. Willcoxon, seconded by Mr. Scrivner, it was
ordered that the vacation time salary of Mr. John Huddleston,
deceased, be paid to Mrs. Huddleston in the amount of $132.00.
The matter of installing parking meters on the west side of
Jefferson Street at the Highway Building was referred to the Parking
and Traffic Commission.
The matter of allowing signs to be painted on the fence across
the street from the Governor Hotel was referred to the Building and
Grounds Committee.
In regard to the paving of Notre Dame Street, Mr. Dorr reported ,
that in September, 1959, a petition was received, requesting the
paving under the $1.00 per foot law and that the Street Committee
had recommended that the paving not be done due to weather conditions.
Mr. Dave Herman reported that the City Hall Store Building does
not have the proper heat and that he would also like to have an
extension of 30 days before beginning the payment of rent.
The matter was referred to the Building and Grounds Committee.
Mr. Dave Herman requested that the Council make the first
payment on the elevator cost this year, in the amount of $3750.00.
On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the request
was approved.

City Engineer, Henry, reported that the City Engineer' s Office i
'had made a mistake in assessing special tax bills on the Hough Park ��
Road Improvement by not including one piece of property and that new!jtax
lPills will have to be written.
Mr. Hager reported that Mrs. Stein has a prospective buyer for
a part of her Junk business and that he would like to meet with the ,�
Council.
It was moved by Mr. Willcoxon and seconded by Mr. Vanderfeltz
that he be allowed to meet with the Council.
The motion was adopted.
The Mayor announced the re-appointment of Milo Walz, Sr. to the!
'Federal Housing and Urban Renewal.
�� The appointment was approved.
On motion of Mr. R. Jobe, seconded by Mr. Condit, settlement i n
1the amount of $200.00 was authorized with Mr. Loethen, who fell on
!ice near the Samco Business Office.
j Mr. Kliegel requested that a "Yield Right of Way" sign be place
;ion Swifts Highway at intersection of Myrtle Avenue to effect east
lbound traffic on Swifts Highway. j
The matter was referred to the Parking and Traffic Commission.
Request for a street light at Highway 50 and Southwest Blvd. !
was referred to the Water and Light-Committee. ;!
j, Mr. Hager requested that a "No Truck Route" be set up on West
Migh Street and West Main Streets. 1
The matter was referred to the Parking and Traffic Committee. (!
On motion of Mr. Scrivner, seconded by Mr. Willcoxon, the I
;,possibility of the City carrying liability insurance was referred to'

On motion of Mr. R. Jobe, the Street Committee was requested to;
;'study the matter of providing a full time mechanic for the Street
! Department. The mechanic to also work on other city vehicles. !
j The matter of locating a place where the Street Department can
!get a load of dirt when needed, was referred to the Street Committee.
The Mayor reported that the firm of Schwarz and Von Hoefen had �rought
={up first sketches of the Parking Garage, drawn up for three levels.
It was moved by Mr. Hager and seconded by Mr. R. Jobe that I�
I�Scheme "C" of the garage drawing be explored. li

The following report was received from the Parking and Traffic
i�Commission.
"After due consideration of matters referred to the Commission !!
1by the City Council and originating within the Commission, the
,following recommendations were made to the City Council at a speciali
;meeting of the Commission held on November 1, 1960, at 10:00 a.m. 1;
,din the City Engineer' s office:
111. (ITEM 104) That a stop sign be erected on Southwest Boulevard at
;;Highway 50 west, to affect traffic entering Highway 50 West.
11. (ITEM 195) That parking be restricted on both sides of Southwest
'Boulevard for a distance 200 feet south of its intersection with
Highway 50 West.
113. (ITEM 106) That a speed limit of 40 miles per hour be established
;on Southwest Boulevard from Swift' s Highway to Highway 50 West; thatl; a
h"Slow - Stop Ahead" sign be erected on Southwest Boulevard 300 feet
outh of Highway 50 West, to affect northbound traffic; and that a !
iii"Slow - 30 MPH" sign be erected on Southwest Boulevard 300 feet north
of Swift's Highway, to affect southbound traffic.

4. (ITEM 107) That the stop signs on Southwest Boulevard at Stadium
Drive be removed and replaced to affect traffic on Stadium on Southwds
5. (ITEM 108) That a speed limit of 40 miles per hour be established
I n Industrial Drive from a point 600 feet west of Dix Road to the
cipy limits, and that a "Slow-Stop .Ahead" sign be erected on Industria
900 feet east of Dix Road, to affect eastbound traffic.
6. (ITEM 109) That a "Yield Right of Way" sign be erected on Elm
Street at Bolivar Street to affect Elm Street traffic entering the
intersection.
7. (ITEM 110) That the indicated number of parking spaces be
eliminated at the following locations in the interest of reducing
traffic congestion in the downtown area (exact measurements will be
:furnished the City Attorney by the Police Department) : i!

8. (ITEM 79) Following a recommendation by this Commission on
October 17, 1960, regarding signalization of the intersection of High
and Broadway Streets, a number of requests were received by the
Commission asking that a plan be developed whereby this intersection ';
could be signalized without necessitating signalization of the
associated intersection of McCarty and Broadway. The following is
recommended:
That a four-way signal system, including protected left turn
Movements on three approaches and a delayed-green left turn movement '
on one approach, and including push-button actuated pedestrian walk
phase be established at the intersection of High and Broadway Street .
That two separate signal faces be observable from all approaches
on alternate and opposed corners; that is, the approaching motorist
may observe a signal face on his immediate right-hand corner and his ;:
distant left-hand corner.
That the pedestrian walk phase include an all-traffic-stop feator
identical to the other High Street signals, and that push-buttons
actuating the pedestrian walk phase be located on each of the four
light standards.
That parking be restricted on the south side of High Street for '
a distance of 50 feet east of the east curbline of Broadway Street
and on the north side of High Street for a distance of 100 feet east .

parking on the east side of the 200 block of Broadway be changed to
parallel parking.

That the bus stop presently located on High Street immediately
,east of tht intersection on High Street.
That the four-way stop at Mulberry and McCarty Streets be
reduced to a two-way stop on Mulberry only, and that a four-way stop,
be established at the intersection of McCarty and Broadway Streets.
It is further recommended that all of the above, with the
exception of the removal of the stop on McCarty Street at Mulberry
.and the establishment of the four-way stop at McCarty and Broadway, ;!
jibe instituted at the time the signal system at High and Broadway is
linstalled and cut into service.
j At the time such signal system is put in service, the existing j
!school crosswalk at St. Peter' s School should be removed and replace`,
ton the west side of the intersection of Dix Road and Industrial
!4Drive.
1; It is further recommended that, in the interest of maintenance and
;operation, an Eagle Signal Company system be installed at High and
;Broadway. The Commission has been advised that the above-described
'system, with parts and operation identical to our existing signals, I
;can be purchased at a cost not exceeding $3,097.50. Both the equip-;
�*ent and the installation could be obtained at an estimated cost of
451000.00."

On motion of Mr. Hager, seconded by Mr. Scrivner, the meters f
were ordered taken out at the locations listed in ITEM 110. it
On motion of Mr. Willcoxon, seconded by Mr. Dorr, the Mayor and;1
;City Clerk were requested to order signal from the Eagle Signal j
'Company to be installed at High and Broadway. !,
The motion was adopted. 3;
Estimate No. 6 on the Dunklin Street widening Project amounting,;
to $21,697.15, approved by the City Engineer was presented to the '.4.
.`Council.
On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the bill
was ordered paid.
Final Estimate on the Improvement of Southwest Blvd. amounting
lto $14,877.04 which was approved by the City Engineer, was presented!
;Ito the Council.
:, On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the bill ,
was ordered paid.
A construction report was received from the City Engineer for the
construction of the alley between U. S. Highway No. 50 and William
Street, from Beck Street to Dix Road. The work was done at a cost
of $40207.04.
The report was approved.
'i The following resolution was adopted. ;
"Be it resolved by the City Council of the City of Jefferson
Missouri, as follows: That the City Engineer be and hereby is
instructed to prepare plans and specifications for the construction
;`.of sewers in Sewer District No. 78 "B" as provided by Ordinance and
advertise for bids for the construction of said sewer."
The following resolution was adopted.
"Be it resolved by the City Council of the City of Jefferson,
Missouri, as follows: That the City Engineer be and hereby is
;:instructed to prepare plans and specifications for the construction
,,of sewers in Sewer District No. 50 "G" as provided by Ordinance and
;advertise for bids for the construction of said sewer."
The following resolution was adopted.
"Whereas, it has pleased the will of God to call from the midst;.
pf the living Ben C. Porter, secretary of the Jefferson City Park
Board and director of parks and recreation in Miseouri' s Capital City,
and,
Whereas, Mr. Porter contributed much to the health and welfare
,,of his community through his untiring efforts to advance a specialized

program of physical fitness, moral dignity and true sportsmanship
through an organized program that was virtually non-existant before
the advent of his regime; and
Whereas, he obviously held a tremendous respect for the works of
nature and continuously planned projects that enticed his fellow man
to enjoy outdoor life; and,
Whereas, Mr. Porter recognized the need for recreational programs
for young people and designed youth sports functions that paved the
way for valuable training not only in the arts of athletics, but in
"leadership, conduct and sportsmanship; and,
Whereas, Mr. Porter was a devoted husband, a constant contributor
`to various religious, civic and community needs;
NOW THEREFORE, BE IT RESOLVED, that the works and advancements of
the late Ben C. Porter stand as a monument in the community he so
'dearly loved; and
BE IT FURTHER RESOLVED, that a copy of these resolutions be
spread upon the official munites of the City Council of the City of
Jefferson and that a copy be delivered to his wife, Mrs. Lavinia Porte
The following resolution was adopted.
"Be it resolved by the City Council of the City of Jefferson,
Missouri, that the work of resurfacing High Street from Washington
Street to Mulberry Street be and is hereby approved as the Council
'finds that said work was done according to plans and specifications.')
The following resolution was adopted.
"Be it resolved by the City Council of the City of Jefferson,
Missouri, that the work of constructing Southwest Boulevard, from
U. S. Highway 50 to Swifts Highway be and is hereby approved as the
Council finds that said work was done according to plans and
specifications."
The following resolution was adopted.
"Be it resolved by the City Council of the City of Jefferson,
Missouri, that the work of constructing the alley between U. S. High-
way No. 50 and William Street from Beck Street to Dix Road be and
is hereby approved as the Council finds that said work was done
according to plans and specifications."
6988/ The following ordinance was introduced.
"An ordinance levying and assessing a special tax bill against
the lots or tracks of land fronting or abutting on the roadway of
the alley between U. S. Hwy. No. 50 and William Street from Beck
Street to Dix Road, in the City of Jefferson, Missouri, for the
improvement of the said roadway by grading, curbing and guttering and
paving with asphalt macadam."

'shall receive the sum of three hundred and forty-five ($345.00)
dollars per month."
