Scrivner, Vanderfeltz and Willcoxon. 10 Absent: None. li A quorum was declared present. The minutes of the last meeting were approved. j! Mr. Otto Otten would like to have the no parking provision on the north side of St. Mary' s Blvd. removed. The matter was referred to the Parking and Traffic Commission,�� land the Police Chief was requested to check the sidewalks and see ii~� !Mr. Otten can arrange for parking fora-short time. j� The Finance Committee recommended that Mr. Gus Marsh be paid 'j$100.00 out of Bond money for doing his own work on the widening of , !Dunklin Street and that Mr. ,Marsh sign - release to the City of Jefferson ,!of all claims. The Building and Grc*ids Committee requested that the Building; +Inspector notify Mr. Dave Herman that he will be granted fifteen ,,additional days in re payment of rent on the City Hall Store Building. i Mr. R. Jobe reported complaints in re the heating businesses.` The matter was referred to the City Attorney and Inspection (!Department to draw up a new heating code. II 4{ ii The matter of parking at the corner of Clark and Dunklin St. vwas referred to the Parking and Traffic Commissions Mr. Darr reported that a Trucking Company is having a ;convention and would like a space at the Governor Motel to display merchandise. ! The request was granted. The pai:king space to be on the north side of the hotel. The drainage condition on south side of road between the Lion's ;;and Eagles Park was referred to the Street Committee. j On motion of Mr. Willcoxon, the City Engineer was instructed ;; to contact the contractor about replacing the blacktop on Benton ';Street. I On motion of Mr. Condit, seconded by Mr. R. Jobe, the Riley Chevrolet Co. was granted permission to attach hose to the water faucet at the West End Fire Station in order to get water for their -� ;display lot adjoining the Fire Station. The Chevrolet Company to Ii ,pay for water used, etc. ------- iE Mr• Curtis reported that a billboard on the City Lot on Miller ?Street should be moved as most of the lot is taken up with materials.. The City Clerk was instructed to look into the matter and it ;'request the Weatherby Posting Company to move same. +! t i A letter was received from Joseph Thoennen, 1405 Major Drive,'' :requesting permission to open up part of Sullivan Street for a driveway. The request was granted under supervision of the City Engineer 'and at his expense. A letter was received from Edwin and Tommy Goldammer, requesting tithe Council to establish a sewer line through the property of Clark } nd Paul Leslie. The matter was referred to the City Attorney and City Engineer ;with power to act. i i i Regular Meeting. November 21 1960 A letter was received from the Planning and Zoning Commission recommending that the petition to re-zone the south side of the ,200 block of East McCarty Street be denied. The repprt was approved. i� A letter was received from Mr. Wayne Beaseley and Mr. John ilicklein, owners of lots No. 35 and 39, respectively, on Nelson Driv4 requesting that right of way vacating Ordinance No. 6963 be amended f 'so as to eliminate two certain corners contained therein. -! The request was referred to the City Attorney. r _ _ i The following letter was received from Henry W. Ells, City Clem. "To the Mayor and Members of the City Council I� i Jefferson City, Missouri !j { i+ Gentlemen: a r , I am herewith submitting to you my desier to be relieved of my duties as City Clerk of Jefferson City, and after so many years' in the service of the City it is naturally with some regret that i4 I take this action. Because of my increasing htaring deficiency, I find it difficul to properly handle some of the work, especially in connection wit the City Council meetings. Also, I may be called south in the f j near future in connnection with my affairs there, in which case j I would want to feel free to stay as long as may be necessary and ( possibly spend a part of the winter there, in the interest of our health, as well as business. It is my desire to give the Council sufficient time to select a successor to the office and this communication is for your consideration and to be effective at such time as you decide is proper and appropriate in the best interest of the City. Would suggest the first of the year or shortly thereafter. I wish to thank my friends in theCouncil for their kindness, patience and consideration during the years and if I can be of any assistance to the Council or Mayor, or other City Officials;' will be glad to do so, Sincerely, Henry W. Ells /s/ On motion of Mr. Willcoxon, the resignation was accepted. It was moved by Mr. Willcoxon and seconded by Mrs. Fisher, that : a secret ballot be taken for a new City Clerk. The duties to begin 4ks of December lst or as soon after as possible, and that the City ;Attorney draw necessary ordinance to take care of two salaries. The motion was adopted. Mr. Claude Short and Mr. John Sullivan were appointed by the Mayor as a Committee to count the votes cast. The Committee, thereafter reported that Mr. Harold Baker had received a majority of the votes. Bids on the construction of Sanitary Sewers in Sewer District 50 "G" were received as follows: E. P. Barnett $5,271. 11 Alvin Brunner Const, Co. 5,707431 Sterling Excavation and Erection, Inc. 81012. 10 On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the bid of ` �. P. Barnett was accepted• } ' if 392 Regular Meeting, November 21 1960 i Construction report on the construction of Crest Street from ; 'Livingston Stree*orth 351.76 feet; was received from the City 'Engineer. The work was done by Robert H. Livingston at a cost of !$60065.56. j' The report was approved. The following report was received from the Committee of the Whole. "In re matter of Police Department needing more men. Recommend this matter be held over for further study. Recommend that the Audit of the City Books be made as of January 1st. Recommend that the City not carry Liability Insurance on �± sidewalks in the City. i Recommend compensation for City Officials as follows: 'ij City Collector - $650.00 per month plus 2% on Delinquent taxes l�beginning April 1, 1961. �) City Engineer - $650.00 per month plus $50.00 per month expense. it City Clerk - $450.00 per month City Attorney - $50.00 per month increase in expense allowance I Chief of Police - $450.00 per month in salary. f� Fire Chief - $400.00 per month in salary. "An ordinance levying and assessing a special tax bill against , the lots or tracks of land fronting or abutting on the roadway of 'Crest Street, from the center of the intersection of the north curb '; ,Iline of Livingston Street and the centerline of Crest Street, north' 1351.76 feet in the City of Jefferson, Missouri, for the improvement of the !said roadway by grading, curbing and guttering and paving with ;asphalt macadam." "An Ordinance amending Section 1 of the Revised Ordinances of :the City of Jefferson, Missouri by repealing subsection (1) of ;paragraph (A) thereof, relating to 40 miles per hour speed zones, and by enacting in lieu thereof a new subsection (1) of paragraph (A) ;establishing 40 miles per hour speed zones within the City of Jefferson, 'Missouri and rovidin p g penalties." An Ordinance repealing subsection 565.5 of Section 22 of the Revised Ordinances of the City of Jefferson, 1956, requiring all motor vehicles being operated on McCarty Street to stop before entering the intersection of McCarty Street and Mulberry Street." "An Ordinance regulating the parking of motor vehicles on the streets of Jefferson City, Missouri, and providing a penalty for the ; violation thereof." Jobe, seconded by Mr. Hager, the rules were suspended and the ordinance was read the third time by title and placed on final passage and was passed by the following vote. "An Ordinance of the City of Jefferson, Missouri, repealing Ordinance No. 6976 and enacting in lieu thereof, an Ordinance levying and assessing a special tax bill against the lots or tracks of land fronting or abutting on the roadway of Hough Park Street from the north Right-of-way line of Kolb Drive south 1580 feet, in the City of Jefferson, Missouri, for the improvement of the said roadway by grading, curbing with cement material and paving with asphaltic concrete (Hot-mix) .
