A quorum was declared present.
Minutes The minutes of the last meeting were approved.
City Offi-Reports of City Officers for the month of November were received.

First Christ-A letter was received from the First Christian Church of Christ,
ian Church requesting permission to place a newspaper honor rack on the

The letter was ordered filed and the City Attorney was instructed
to notify the Church as to the City Ordinance pertaining to same.
Adding On motion of Mr. Willcoxon, the City Clerk was instructed to

Alley The following communication was received from C. E. Riggs.

"Upon your approval of the above, the property owners agree to assume
the expense of the initial graveling of the alley."
The matter was referred to the Street Committee.
Salaries On motion of Mrs- Willcoxon, it was ordered th*t the City employees be
paid their December salaries on December 23rd.
Chamber of A letter was received from the Chamber of Commerce requesting the
Commerce Council to amend the ordinance which prohibits the displaying of
vehicles on the streets, so that the provisions of the ordinance
can be waived in certain instances by special request.
The matter was referred to the Committee of the Whole and City
Attorney.
Fire A letter addressed to Mrr Wade Condit, Chief Fire Warden, from
Department Fire Chief Sullivan in regard to marking homes where there is an
invalid.
The letter was ordered filedt
Central The Central Missouri Trust Company requested permission to remove
Motor Bank and replace trees along Miller and Madison Streets in connection with
,the Central Motor Banke The type and location being shown on an
attached landscaping development plan.
On motion of Mr. Willcoxon, seconded by Mr. Hager, permission was
gtanted.
Accounts and On motion of Mr. D• Jobe, seconded by Mr• R. Jobe, the bills which
Claims were approved by the Accounts and Claims Committee were ordered paid.
City Mrs Willcoxon reported that the Williams and Keepers, Oliver and
Audit Payne Company who bid on auditing the City Books c*uld not make the
audit before May and moved that the bid be rejected and that the
Council, at a later date, advertise for bids on an audit up to
June 30, 1961 inclusives
The motion was seconded by Mrs. Fisher and was adopted by the Council.

On motion of Mr. Condit, the Street Commissioner was instructed to No Parking

It was moved by Mr. Scrivner and seconded by Mr. Condit that the Police

'It was suggested that the Board of Fire Wardens make a study of Board of Fir

and seconded by Mrs. Fisher that the Council go on record as Disposal

Mr. Scrivner suggested that a study should be made of the matter Annexation

Mr. D. Jobe reported that the Contractor, in knaUkcing out the heading Miller &
of the old tunnel at Miller and Walnut Streets have dumped mud in the Walnut
street and also dropping the shovel to clean it of dirt has cracked Streets .

The following report was received from the Parking and Traffic Parking
Commission. and
"After due consideration of matters referred to the Commission by Traffic
the City Council and originating within the Commission, the Commission
following recommendations were made to the City Council at a special Report
meeting of the Commission held on December 5, 1960, at 10: 00 a.m. ,
in the City Engineer' s Office:
1. (ITEM 123) That, in accordance with the design of the traffic
interchange at Dunklin Street and Highway 50 West, a no passing;
zone be established from Delaware to Elm Streets.
2. (ITEM 124) That , in accordance with the design of the traffic
interchange at Dunklin Street and Highway 50 West, "Yield Right of
Way" signs be installed to affect- eastbound traffic turning onto
:Dunklin Street from Highway 50 West and northbound traffic turning
right onto Highway 50 West from Dunklin Street ."
The report was approved.
The following report was received from the Parking and Traffic Parking and
Commission. Traffic
"After due consideration of matters referred to the Commission by Commission
the City Council and originating within the Commission, the follow- Report
;ing recommendations were made to the City Council at a regular
meeting of the Commission held on November 21, 1960, at 10:00 a.m. ,
in the City Engineer' s office:
1 (ITEM 111) That a request for two-way traffic on Jackson Street
from Woodlawn to its southern termination or, in lieu thereof, two-
way traffic on Monroe Street from Russell Street south to Tanner Bridge
Road, be denied, on the ground that both these streets (Jackson and
Monroe) are inadequate in the portions concerned for two-way traffic,
and that the overall traffic and parking convenience in these areas
would not benefit.
2. (ITEM 112) That two-way traffic be established on Monroe Street
from Dunklin Street south to Hickory Street.
3. (ITEM 113) That parking be prohibited at all times on the east
side of Monroe Street from Dunklin Street to Hickory Street, and on
`the west side of Monroe from Miller Street to Dunklin Street.

4. (ITEM 114) That parking be prohibited at all times on the east
side of Highway 54 South (Madison Street) for a distance 50 feet
south of Woodlawn.
5. (ITEM 115) That parking meters be installed on the west side
of Jefferson Street from the alley (Commercial) north to Capitol
Avenue.
6. (ITEM 116) That a Yield Right of Way sign be installed on
Swift' s Highway at its intersection with Myrtle Avenue, to affect
eastbound traffic on Swift' s Highway.
7 . (ITEM 117) That the Jefferson City Special Road District official
be approached by the Commission regarding the installation of "No
Through Truck Route" signs at the southeast termination of Southwest
Boulevard to affect truck traffic entering thereupon, and at the
conjunction of Industrial Drive and North Ten Mile Drive, to affect
eastbound traffic on North Ten Mile Drive.
8. (ITEM 118) That District Five Highway officials be approvached
by the Commission relative to the installation of "No Through Truck
Route" signs at the Main Street and High Street Ramp exists from
Highways 54 and 63 south of the Missouri River Bridge.
9 . (ITEM 119) That a sign be installed on Southwest Boulevard at
Highway 50 West advising "No Through Truck Route" to traffic entering
onto Southwest Boulevard►
10. (ITEM 120) That the restricted parking zones at the Methodist
and Christian Churches be abolished.
11. (ITEM 121) That parking be prohibited at all times on the south
side of West High Street for a distance 50 feet east of Bolivar
Street; on the south side of West High Street 72 feet west of
Bolivar Street; and on the north side of West High Street 72 feet west
of Bolivar Street.
12. (ITEM 122) That parking be prohibited at all times on the south
side of West Dunklin Street for a distance 237 feet east of Highway
50 West; and on the north side of West Dunklin Street for a distance
210 feet east of Highway 50 West."
The report was approved.
Water, Gas The following report was received from the Water, Gas and Light
and Light Commitgee.
Committee "The W ter Gas and Light Conunittee recommends to the City Council the
sport following:
One light on the "Turn Around" at East end of Cottage Lane,
One 6,000 lumen at entrance of Highway 50 West and Southwest Blvd.
One light on Pole at intersection of Chestnut and Fairmount Blvd.
Move one Light on Fairmount at Chestnut one pole east."
The report was approved.
Street The following resolution was adopted.
Lights "Be it resolved that the Missouri Power and Light Company be and is
hereby instructed to install lights at the following locations.
One light on the "Turn Around" at East end of Cottage Lane.
One light at intersection of Chestnut and Fairmount Blvd.
One 6,000 lumen light at entrance of Highway 50 West and Southwest
Blvd.
Move one light on Fairmount, near Chestnut Street, one pole east."
Mo. Power & The following ordinance was introduced.
Light Co. An Ordinance granting the franchise, right, permission and authority
Franchise to the Missouri Power & Light Company, a corporation organized and
existing under and by virtue of the laws of the State of Missouri, its
successors and assigns, to construct, maintain and operate a system
for the manufacture, transmission, distribution and sale of electricit
for lighting, heating and power purposes and a plant and system of
mains, pipes, services and other appliances for the manufacture,
transmission, distribution and sale of natural and/or artificial gas
for lighting, heating, industrial and other uses, on, in, upon, over,
across and along the streets, avenues, alleys, bridges and public
places of the City of Jefferson, County of Cole, State of Missouri;
providing the terms thereof; and providing for the submission of
;this franchise to the qualified voters of said City at a Special
