A quorum was declared present.
On motion of Mr. Hager, seconded by Mr. D. Jobe, the minutes of the {
previous meeting were accepted.

i On motion of Mr. Hager, seconded by Mr. Willcoxon, the Assistant

J City Clerk was instructed to sign the tracing for the Scheperle Subdivision.
On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, it was ordered
that all parking spaces, where new parking meters are to be placed, be
changed so they will be the same as the ones on the north side of E. High
Street where double head meters are now placed.
The City Clerk was instructed to notify Mr. Charles Howard and Mr.
John Hearne regarding the ordinance passed providing for Deputy City Clerks
to act at the City Election. j
Notification to be made by March 28, 1960. !�
Mr. R. Jobe asked that the one unmetered parking stall on the City
Parking Lot be allocated to the use of the City Engineer.
The matter was referred to the Police Board.
On motion of Mr. Willcoxon, seconded by Mr. Derr, the City Clerk
was instructed to advertise for bids for a salt spreader for the Street Department.
A letter was received from Mr. Jack Jordan objecting to paying for sower
work done on lots owned by him.
The City Engineer reported that Mr. Jordan had misrepresented the facts ;
in his letter to the Council.
A motion was adopted that the City Engineers roport on above work be
accepted and that the City Engineer contact Mr. Jordan and take other action if
necessary.
A request was rocetvcd from the Jefferson City Council of Clubs for the
semi-annual allotment of $350.00 for the visiting nurse program.
The request was grunted. E
A letter was received from Mr. Sheldon Gentry asking permission to
construct an 8 inch sower line in Southwest Blvd.
The request was referred to the Street Committee.
A letter was received from the Jefferson City Park Board pertaining to the
selling by the City of High Cliff Park, located in the east part of town.
On motion of Mr. R. Jobe, seconded by Mrs. Fisher, permission was
given to sell the property. 1
A letter was received from Mr. David T. Snyder expressing his opposi-
tion to requiring stores and businesses to close on Sundays.
The letter was ordered filed.
A request was received from property owners for a street light in the ten
hundred block of St. Marys Blvd.
The request was referred to the Water and Light Committee.
A letter and plat of the Scheperle-Hutton Subdivision was presented to
the Council.
On motion of Mr. R. Jobe, seconded by Mr. Willcoxon, the plat was
accepted.

The following communication was received. !(!�
"There are "NO PARKING" signs on the East and North sides of Fair- if
mount between Moreau Drive and the entrace to Lincoln University; and also a
from Atchison and Moreau Drive along the West side of Moreau Drive and the
North side of Hillcrest to where it joins Fairmount. There are also "NO !
PARKING" signs along the south curb of Fairmount as it curves to the Southeast
at Hillcrest.
"The two properties at 823 and 821 Fairmount have no driveways onto
their promises from Fairmount, due to the high terraces. Atchison Street (to
the rear) is too narrow for parking and safe traffic, and parking here interferes 4
with entering the driveways at the rear of property facing on Fairmount.
j "A parking space could be made available for two or three cars along ?I
I the North branch of Hillcrost Street, East of the entrance to Cairmount (where
the triangular plot with the tree exists at Hillcrost and Fairmount) . (�
"There is very little traffic on Hillcrost at this point, and we petition �+
that a parking space for two (perhaps more) cars be made available at this
point for the public and the two housos .without front driveways on Fairmount.,
823 Fairmount and 821 Fairmount.

The following report was received from the Street Committee. f
"The matter of condemnation of land for Hough Park Road from the Rose
Brothers, we recommend that we pay the Rose Brothers. $4,500.00 as damages
to their land resulting from the acquisition of a 20' strip of right-of--way and
all necessary construction easements. 1!
"The matter of vacating part of alley west of lot 10 between 10 and lot 9
in Jefferson Heights Subdivision, we recommend that part of alley be vacated.
"The matter of drainage at Union and Oak Street, we recommend that f}
this work be done by Scheperle Construction Co. , which has the lowest bid ;
$360.00. �t
"The matter of High Curbs in uptown district, we recommend that we
try wedging up with black top material in one block on one side of street on
Capital Avenue between Madison and Monroe Street.

Regular Meeting, January 18, 1960
The following report was received from the Parking and Traffic
Commission.
"After due consideration, the following recommendation was
made to the City Council at a special meeting of the Commission held;
at 7: 30 p.m. on January 7 in the City Engineer' s Office.
" (ITEM 51) That "double-head" metered parking be established
din the 100 block of West High Street, the 100 , 200 and 300 blocks
`of East High Street and the 200 block of Madison Street."
The report was approved.
The following report was received .from the Planning and Zoning-
;Commission.
"This Commission has considered the request of the Public
Housing Authority to rezone a tract of land known as Parkview
Subdivision to allow the construction of multiple housing, which
request was referred to this Commission by the City Council.
"A Public hearing was held on January 8, 1960 after notice had
been given in the press. The Public Housing Authority was heard and
also a large number of objectors were heard and petitions opposing the
;rezoning were received.
"At a meeting of the Commission on January 11, 1960 the Commiss,io
voted to recommend that the petition of the Public Housing Authority;
be approved and that the tract in question be rezoned to District
Multiple Dwellings."
The report was ordered filed.

The following report was received from the Planning and Zoning ,
Commission.
"This Commission has considered the matter referred to it by
the City Council, concerning the request of the Missouri Baptist
.Convention to rezone a part of Spring Valley Subdivision.
"This Commission recommends that that portion of Spring Valley
Subdivision, about 17•� acres, which has been purchased by the
Missouri Baptist Convention be zoned in the "F" District, Highway
Commercial."
The report was approved.
The following report was received from the Planning and Zoning
'Commission.
"The City Planning and Zoning Commission respectfully requests+,
.thirty days additional time in which to give further study and
investigation into the matter of the request to vacate a street
running from the north end of the present West Circle Drive to Allen',
Drive, which matter was referred to the Commission by the City Council
On motion made and seconded the request was granted.
The following report was received from the Planning and Zoning '.
Commission.
"The matter of vacating part of Cambridge Street, referred to thi
Commission by the City Council, has been considered by the Commission.
"It is the recommendation of the Commission that the west
386.9 feet of Cambridge Street be vacated."
The report was approved.
The following report was received from the Planning and Zoning
Commission.
"This Commission has considered the request to rezone 1426
West Main Street to allow the construction of a four family apartment
which was referred to the Commission by the City Council. The owner'
was heard and there were received three written protests, which
are attached hereto.
"Believing that it is illegal to rezone one lot, the Commission
adopted a motion:
That it recommend that both sides of the 1400 block of West
Main Street presently zoned in District "B" be rezoned to
District "C" to the depth of the lots fronting on West Main
Street."

!4 Construction report on the construction of sewers in an extension
!of Sewer District No. 91 "V1 was received from the City Engineer.
The work was done by Cure-Linhardt Construction Company at a
cost of $1,234.00 and paid for by Don Cure."

Construction report on the construction of Rosewood Drive, from
! the center of the intersection of Rosewood Drive and the north curb ?;
! line of Winston Street to the center of Rosewood Drive and Carroll
{ Street was received from the City Engineer.
The work was done by E. P. Barnett at a cost of $18,365.55.

M Resolution No. 84.
"Resolution No. 84 providing for the improvement of Gene Marlin
;Drive between the curb lines from the center of the intersection of �`
Gene Marlin Drive and Allen Avenue, northwesterly 228 feet, was
!iadopted by the Council." t

ARTHUR W. ELLIS
"On Monday, January 18, 1960, the City Council of the City of
; Jefferson City, Missouri, learned of the death of Arthur W. Ellis
iof Jefferson City, Missouri. i
Arthur W. Ellis was the Mayor of Jefferson City, Missouri for
! eight years, having been elected to office in April of 1951 and
! serving continuously for two full terms until his voluntary retire- `
meat from public office in April of 1959 .
For twelve years prior to his election in 1951 to the office of
(Mayor, Arthur W. Ellis served as President of the Jefferson City
iPark Board and was widely known as the father of the Jefferson City
:system of city parks.
Many of the public improvements made within the city in the past
;decade and all of the progressive measures which have been recently ,
;executed or which are under present consideration and planning were
directly attributable to his personal efforts and foresight.
During his many years in public office, he was a most dedicated
l�public servant who gave unstintingly of his time and who worked
11tirelessly in the performance of his duties.
i Few men have been called upon to serve the citizens of
' Jefferson City for such an extended period- of time. None has ever
! served with greater devotion or with more conscientious fidelity,
iThe welfare and orderly growth of Jefferson City was of paramount
l�importance to Arthur W. Ellis. As a President of the Jefferson
;!City Park Board and/`a Mayor of Jefferson City, he left behind him a
;isplendid record of achievement. As a fine person and a true friend,
"the will be remembered for many years to come by all citizens of
l�Jefferson City who were fortunate to know him personally.
To his widow, Georgia Ellis, his family and relatives, the City
iof Jefferson extends its deepest, sincerest and most heartfelt
! sympathies.
f WHEREFORE, Be It Resolved, that on behalf of the citizens and
;residents of the City of Jefferson, Missouri,that We, the Mayor
and the City Council of the City of Jefferson City, Missouri, do
,hereby express our deep personal sorrow and profound sense of loss
ibecause of the death of the Honorable Arthur W. Ellis. We publicly ,
express and record our high appreciation for his great qualities
: of mind and heart, our full recognition of his many public services,
And our most sincere gratitude for the privilege that was ours in
!knowing that he was our friend and associate.
Be It Also Resolved that the City Clerk of the City of Jefferson,
Missouri, be instructed and directed to permanently inscribe this
'!resolution on the records of the City of Jefferson, Missouri.

Be It Finally Resolved that a copy of this Resolution be
personally delivered to Mrs. Arthur W. Ellis."
On motion made and seconded, Mayor Whaley was instructed to
deliver personally a copy of the resolution to Mrs. Ellis.
The following resolution was adopted.
"Be It Resolved by the City Council of the City of Jefferson,
Missouri, that the work of constructing Rosewood Drive from the
center of the intersection of Rosewood Drive and the north curb
' line of Winston Street to the center of the intersection of Rosewood
Drive and Carroll Street be and is hereby approved as the Council
finds that said work was done according to plans and specifications."
The following resolution was adopted.
"Be it resolved by the City Council of the City of Jefferson, ;
Missouri, that the work of constructing sewers in an extension of
Sewer District 91 "D" be and is hereby approved as the Council
finds that said work was done according to plans and specifications."
6870/ The following ordinance was introduced.
"An Ordinance levying and assessing a special tax bill against
the lots or tracts of land fronting or abutting on the roadway of
Rosewood Drive, from the center of Rosewood Drive and the north
curb line of Winston Street to the center of the intersection of
Rosewood Drive and Carroll Street in the City of Jefferson, Missouri,
for the improvement of the said roadway by grading, curbing and
guttering and paving with portland cement concrete."

of Mr. R. Jobe, seconded by Mr. Vanderfeltz, the rules were
suspended and the ordinance was read the third time by title and
placed on final passage And was passed by the following vote.

of Capital Avenue Northeasterly 341 feet to the south shoulder of
the extension of Capital Avenue."
