A quorum was declared present.
On motion made and seconded, the minutes of the last meeting
ere approved as written.
Mr. Stutte, 1025 Holly Drive, spoke to the Council, opposing 'he
tter of Public Housing.
City Attorney Rose, reported that the Missouri Power and II
ight Company has asked for a rate increase. Mr. Dorr stated that
he City should protest. !
Mr. Willcoxon reported that the Finance Committee recommends i
hat the City Inspectors be allowed $50 .00 per month car allowance
eginning February 1, 1960.
The report was approved. `
j Application was received from the Texaco Company for approval ;'
f two curb cuts on Dunklin Street-, measuring approximately 36' 6" iI
nd 41' 6" at the property line.
On motion of Mr. R. Jobe, seconded by Mr. Willcoxon, the
equest was granted under supervision of the City Engineer.
The Board of Fire Wardens were requested to meet Wednesday
ight at the West End Fire Station at 7: 30 p.m.
i On motion of Mr. Willcoxon, seconded by Mr. Hager, the Mayor
4nd the Building and Grounds Committee were authorized to meet with
fir. Dave Herman to discuss the matter of installing an elevator in
the building. ------
It was moved by Mr. R. Jube and seconded by Mrs . Fisher that
he Chief of Police be allowed to hire extra help on traffic from
:00 to 5: 30 o'clock p.m.
i The motion was adopted.
The matter of City employees salaries was referred to the
Finance Committee.
On motion of Mr. Hager, the matter of the commission scale of
he City Collector was referred to the Finance Committee.

It was moved by Mr. Kliegel and seconded by Mr. Condit that
It thorough study of fees of the City Assessor be made and a
comparison be made with other cities.
The motion was adopted.
Mrs. Fisher spoke of the traffic situation on High Street and:':
sked that the Eagle Signal Company be requested to study the
ituation and make suggestions .
The matter was referred to the Parking and Traffic Commission :!
frith the suggestion that they write the Eagle Signal Co. to send a
representative to study the traffic light problem.
} On motion of Mrs. Fisher, seconded by Mr. Willcoxon, the
Pity Engineer was instructed to make a study of the matter of widening

On motion of Mrs. Fisher, seconded by Mr. Willcoxon, the Mayor :
1was authorized to contact Mr. George Lord and Mr. Duke Willis on
the matter of buying property at Highway 50 and Dunklin Street for
street right of way.
A petition signed by about 40 property owners of Parkview
, Addition was received in regard to the debris and trash in the area;
and asking that streets be blacktopped etc.
The petition was ordered filed.
Two letters were received from Mr. Robert Dixon of Myrtle and
, Kathryn Streets objecting to the Federal Housing in Morris and
' Edmonds Addition. i

Appointment of George Christian Wagner as a patrolman
: beginning February 14th was received and on motion of Mrs. Fisher,
, seconded by Mr. Willcoxon, the appointment was approved.
A letter was received from the Division of Employment Security
: requesting the improvement and widening of the alley in the 600 block
; of Adams Street which connects with their parking lot.
The matter was referred to the Street Committee and City
.'Attorney.
A letter was received from Mr. P. G. Parrish, District Engineer
of the State Highway Commission in regard to installing a push button
: control in the West Fire Station so the Fire Department can control '
: the traffic signals when they are required to use the Highway 50
! Expressway on fire calls.
The Mayor and Fire Chief were instructed to talk with Mr. Parrish
on the matter.
The following communication was received from Mayor Whaley.
"I offer the name of Dr. G. D. Shull to fill the unexpired term
of Arthur W. Ellis on the Jefferson City Dark Board."
The appointment was approved.
The following report was received from the Committee of the Whole
"The Committee recommends that the Mayor be authorized to set
up a simple budget system and that lie secure additional help if
necessary.
In regard to a Sunday closing ordinance, the conunittee recommends
that the matter be referred to the City attorney for advice and that
the committee hold an open hearing on the proposed ordinance to be
drawn up."
The report was approved.
The following report was received from the Street Committee.
"The matter of drainage at 202 Chestnut, we recommend that
City Engineer advertise for bids.
Request for a 15" pipe to go under Atchison Street just east of
:Monroe, we recommend that Street Commissioner be instructed to install
Drainage condition at 1400 block St . Mary' s Blvd. , we recommend
that City Engineer handle.
Request by Sheldon Gentry asking permission to construct an
8" sewer line in Southwest Blvd. , we recommend that request be granted
An Ordinance repealing Ordinance Number 6804 regulating the
excavation of City Streets and enacting a new Ordinance, we recommend
that this ordinance be approved with the exception in paragraph A.
Resurfacing paved streets which says that resurfacing may be
performed by the Street Commissioner.
We recommend that Commissioner may do the work if he has the
time but if not then contractor must do the work."
The report was approved.

The following report was received from the Parking and
Traffic Commission.
I "After due consideration of matters referred to the Commissions by
! the City Council and originating within the Commission, the following
. recommendations were made to the City Council at a regular meeting
! of the Commission held on February 12, 1960, in the City Council
;� Chamber:
' (ITEM 48) That, in compliance with a request by Councilman R. E.
Dorr, larger and higher stop signs be placed at the intersection ofj
! St. Mary' s Boulevard and Dix Road pending consideration of change of
' grade by the City Engineer.
1� 4ITEM 52) That a request for removal of parking restriction on they
( north side of Hillcrest Street at Fairmount Boulevard be denied.
! Parking is not restricted on the south side of Hillcrest at� his
point.
. (ITEM 53) That a two-hour parking restriction be placed on the !!
west side of the 200 block of Marshall Street extending 102 feet
; north of the north curbline of East High Street."
The report was approved with the exception of Item 52 , which ,it
; was referred back to the Parking and-Traffic Commission.
The following report was received from the Planning and
Zoning Commission.
! "It is the recommendation of this Commission that the requesti

?rfrom Chicago Road to Allen Drive, be vacated, be disapproved."
The report was approved.
The following report was received from the Planning and
; Zoning Commission.
"The City Planning and Zoning Commission recommends that the
; request of the Public Housing Authority to rezone a tract bounded
, by Myrtle, Morris, Dulle and Edmonds Streets be approved and that
that tract be zoned in District "C" Multiple Dwellings."
The report was approved.

"Resolution No. 85, providing for the improvement of the
I roadway of Crest Street between the curb lines, from the center of is

the Council.

; Missouri, as incorporated into Ordinance No. 5880 by rezoning E

"An Ordinance providing for the improvement of the roadway of
Allen Avenue from the end of the pavement to the north curb line of
Hayselton Drive in the City of Jefferson, Missouri, by paving with
portland cement concrete."
Read first time at length, second time by title And on motion
of Mr. Dorr, seconded by Mr. R. Jobe, the rules were suspended and
the ordinance was read the third time by title and placed on final
Ypassage and was passed by the following vote.
6886/ The following ordinance was introduced.
"An Ordinance providing for the improvement of the roadway of
Gene Marlin Drive from the center of the intersection of Gene Marlin
Drive and Allen Avenue, northwesterly 228 feet in the City of Jefferson
Missouri, by paving with portland cement concrete."

of Mr. Kliegel, seconded by Mr. Dorr, the rules were suspended and
the ordinance was read the third time by title and placed on final
passage and was passed by the following vote.

"An Ordinance of the City of Jefferson, Missouri, establishing ,
expense accounts for the Chief Inspector, the Electrical Inspector,
the Plumbing Inspector and the License Inspector of the City of
Jefferson, Missouri, in the amount of fifty dollars per month for
the use of their privately owned automobiles in the performance
of their official duties and authorizing and directing the City Clerk
to issue and the City Treasurer to honor warrants in the above
mentioned amount for each of the aforesaid appointed employees ."

pertaining to dogs and other animals and enacting in lieu thereof
a new section 32 defining penalties for violation of Ordinance No.
6760 ."

specifically described property from a District A-1 Single Family
Residence classification to a District F Highway Commercial
dlassification."
