Jobe, Kliegel, Scrivner Vanderfeltz and Willcoxon . 9 Absent: Hager. 1 A quorum was declared present. The minutes of the previous meeting were approved. Reports of City Officers for February, 1960 were received. A letter was received from the American Sign and Indicator Corp. ' ; in regard to installing a Time and Temperature display on the , Exchange National Bank Building. The matter was referred to the Planning and Zoning Commission and Electrical Inspector. A letter was received from Mr. Joe Thoenen in regard to acquiring a portion of land from the City, located in Outlot 44, etc. The matter was referred to the Building and Grounds Committee. The City Engineer would like to study the matter. A letter was received from the Prichard Co. Inc. , Consulting Engineers, stating they would like to meet with the Council in regard to their proposal to render engineering services to the Advisory Committee. The matter was referred to the Bond Advisory Committee. A letter was received from Mr. Edgar Eagan, Attorney for Sally E. Eggleston and Mildred Cherry, requesting a refund of $100.00 paid to the City as their part of the cost of a railroad crossing in connection with the opening of Hart Street between West Miller and Industrial Drive. The communication was ordered filed. A letter was received From Ralph Jobe, Jr. asking for no parking . on the east side of Madeline Street from end of Madeline to a point 50 feet north of upper and of Street. The matter was referred to the Parkins and Traffic Commission. A petition was received from residents on Bald Hill Road asking for a fire hydrant at end of present water main on Bald Hill Road. Also that the petition that was before the Council in 1953 and 1954 regarding residents in the extended City Limits, be brought up again. A letter was received from City Engineer, L. J. Henry recommending a salary raise for Mr. F. X. McGovern. The matter was referred to the Finance Committee. A letter was received from Mr. Russell T. Keyes in regard to the ,, City executing a quit claim deed to Mary Wells concerning certain ;i land referred to as an easement granted to the City for purpose of laying sewer, etc. The matter was referred to the Street Committee and City Engineer for study. A letter was received from Mr. Alex Vetter, dated February 19th, stating that the Bond Advisory Committee is recommending that the City withdraw its condemnation proceedings to acquire property located in the lot "A" tract for off street parking purposes and that condemnation proceedings not be started in the lot "G" area. Also a letter from Mr. Vetter, dated March 2nd, stating that if the Council accepts the recommendations stated in his letter of February 19, that they then recommend that the City negotiate for acquisition of properties belonging to Mr. Hugh Stephens and Regular Mr. Elmer C. (Bud) Hemmel located in the 200 block of Madison!; "�Street between Capitol Avenue and Commercial Avenue. It was moved by Mr. Dorr, seconded by Mr. R. Jobe that the �etter or Report of the Bond Issue Advisory Committee relating to } ff-Street Parking Lots "A" and "G" be received and filed, and urther that the City Attorney be instructed to take the necessary and roper steps to have the condemnation proceeding relating to Lot "A"'' Which is presently pending in the Circuit Court of Cole County, issouri, dismissed as soon as possible, and that the City of efferson, Missouri, take the necessary action to obtain and acquire the properties owned by Mr. Hugh Stephens and Mr. "Bud" Hemmel, ronting generally on Capitol Avenue and Madison Streets, under the I� j ower and the authority conferred upon the City by Section 71.350 of Missouri. The motion was adopted. j (The Mayor immediately instructed the City Attorney to dismiss aid condemnation proceedings as soon as possible pursuant to said motion.) A number of people spoke for and against the passage of the rdinance , rezoning part of the Morris and Edmonds Subdivision to !� ermit its use for Public Housing. On motion of Mr. D. Jobe, seconded by Mr. R. Jobe, the bills hich were approved by the Accounts and Claims Committee were ordered aid. i The Fire Chief made a report on the Memphis Fire Conference !' Which they attended. ( On motion of Mr. Condit, seconded by Mr. Willcoxon, the �report was approved. Mr. Gordon Johnson, stated that he and Mr. Dale Tanner own ;1120 feet on Crest Drive and thinks the cost of the extension of same,' Will be excessive and would like permission to pave own portion of Ae street under specifications of the City Engineer. Mr. Hager reported that no action could be taken on the matter pf the Salvage Yard at this time on account of the weather conditions. Mrs. Fisher reported that she had contacted Insurance ,iCommissioner Liggett in regard to meeting with the Council to discuss insurance rates on City Equipment. It was moved by Mr. Willcoxon and seconded by Mr. Condit that r. W. 0. Owen be invited to the middle of the month meeting. j The motion was adopted. It was moved by Mr. Willcoxon that the City accept the bid of,; 600.00 for Hi-Cliff Park, provided we can get the necessary easement. i The motion was adopted. The matter of drainage on Payne Drive and Greenberry was a :,referred to the Street Committee. The matter of the sidewalk condition at Atchison and �hestnut was referred to the Street Committee. 1; On motion made and seconded, Mr. Hager was authorized to go with the Street Commissioner in connection with the marking of rosswalks on McCarty, Highway 50 and Walnut Streets. ----_- On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the Street Commissioner was authorized to buy portable lamps for use in working at night. i Mr. Willcoxon requested ,the Finance Committee to meet at i :17:00 p.m. on March 16th. ;I Regular Meeting, March 7 1960 Bids were received on automobile license stickers for the City , Collector as follows: Von Hoffmann Press Inc. $465.25 Central Printing Company 476.70 The bid was awarded to Von Hoffmann Press, Inc. Bids were received on tags for the use of the City Collector. Central Printing Company $99.50 Von Hoffmann Press, Inc. 124.50 The bid was awarded to the Central Printing Company. Bids were received on 500 feet of 2�" fire hose for use of the Fire Department as follows: ;. Lang & Manning $1. 16 per foot Interstate Fire Hose Co. 1.60 per foot The bid was awarded to Lang & Manning. J I� Bids were received for the improvement of Allen Avenue from the end of the pavement to the north curb line of Hayselton Drive, and !� Gene Marlin Drive from the north curb line of Allen Ave. at Station 12 � 14 northwesterly 210 feet. ' E. P. Barnett $33,695. 15 Roy Scheperle Const. Co. 57,580.05 The bid was awarded to E. P. Barnett. The following report was received from the Water and Light Committee. "The Water and Light Committee recommends to the City Council that a fire hydrant be installed at the end of the water line on Bald Hill Road at the pumping station. It is also recommended that four lumen lights be installed on Lafayette Street between Dunklin and the entrance to the gymnasium." : The report was approved. The following report was received from the Police Board. The Police Board in considering a request from the Chief of Police for a $25 per month increase for the members of the Police Department recommends that the matter be referred to the Finance Committe. The Committee recommends that the raise be seriously considered. It has been brought to the attention of this Committee that the Supreme Court of the State of Missouri has set forth a table of rule$ and procedures on moving traffic violations, etc. , to become effective April 10 1960. This Committee recommends Council approval and that the City Clerk be instructed to advertise for bids on the printing of these necessary forms. The Committee recommends that the City Clerk advertise for bids for the replacement of the three police motorcycles." The report was approved. The following report was received from the Board of Fire Wardens, "At a meeting of the Fire Wardens at the West End Fire Station February 17th, the following members were present - Mr. Willcoxon, Mrs. Fisher and Mr. Condit. After discussing many subjects for the betterment of the Fire Department and increased efficiency, the following requests were made by Chief Sullivan and officers of the Department. (1) Request at least two additional Firemen. (2) Request $25.00 per month increase in salary for each member, of the Department. (3) Suggested by Mr. Willcoxon that the Department have a full time Fire Inspector as soon as can be arranged. On motion made and seconded, the report was referred to the Finance Committee and the Mayor. .Ins 1 Regular Meeting, March 7, 1960 The following report was received from the City Clerk "The following have not renewed their Liquor Licenses, due ebruary 1, 1960 . Jefferson Sales Corporation, 608 Jefferson Glover Brown, 626 Lafayette." ;i On motion made and seconded it was referred to the Police ef. Resolution No. 86. i "Resolution No. 86 providing for the improvement of Hough j ark Street between the curb lines, from the north R/W line of Kolb 1. rive south 1580 feet, was adopted by the City Council." Resolution No. 87. "Resolution No 87 providing for the improvement of Hough Park; .Street between the curb lines from Greenberry Road south 470 feet, as adopted by the City Council." The following resolution was adopted. G "Be it resolved, by the City Council of the City of Jefferson, ',Missouri, that E. P. Barnett Construction Co. , be awarded the Contra!et ' or the Construction of Allen Ave. , from the end of the concrete to he north line of Hayselton Drive and Gene Marlin Drive from the -!north curb line of Allen Ave. at Sta. 12 / 14 northwesterly 210 feet., the said E. P. Barnett having the lowest and best Bid." The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson ;that the Missouri Power and Light Company be and is hereby instructed ;to install four 600 lumen lights on Lafayette Street south between Dunklin Street and the creek. These lights to be placed where old lights exist except for one light on second pole south of entrance to .Lincoln University Campus which shall be moved one pole south." The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, that the Capital City Water Company be and is hereby instructed to Install one fire hydrant at the south end of the water main on Bald Hill Road." The following ordinance was introduced. "An Ordinance authorizing and directing the Mayor and the (City Clerk of the City of Jefferson, Missouri, to execute for and on behalf of the said City a quit-claim deed remiseing, releasing and forever quitclaiming unto Truman Walker and Hazel May Walker all tight, title and interest of the City of Jefferson, Missouri into ,Lots L. M, N, 0, P, Q, R and S of Scrugg' s and Guhleman' s r. esubdivision of Lots 1 to 10 of Virginia Place Addition, as per flat of record in Plat Book 3 at Page 49, Cole County Recorder' s Office, in consideration of the sum of six hundred ($600.00) dollars: to be paid by Truman Walker and Hazel May Walker to the City of Tefferson, Missouri, upon delivery of the deed." } Read first time at length, second time by title and on motion de and seconded was held up for further study. ;6890/ The following ordinance was introduced. "An Ordinance of the City of Jefferson, Missouri, changing, Amending and modifying the Zoning Map of the City of Jefferson, Missouri, as incorporated into Ordinance No. 5880 by rezoning certain bpecifically described property from an A-2 Single Family Residence Aistrict to a C Multiple Dwelling District." "An Ordinance providing for the improvement of the roadway of Crest Street from the center of the intersection of the north curb lin of Livingston Street and the center line of Crest Street north X351.76 feet in the City of Jefferson, Missouri, by paving with `portland cement concrete." ? "An Ordinance regulating the parking of motor vehicles on industrial Drive between its intersection with Dix Road and Brooks Street and providing a penalty for the violation thereof." Lord and Janet R. Lord's and Thompson F. Willis and Erma E. Willis, for the purchase of certain zeal estate by the City of Jefferson, Missouri for the sum of fifteen I housand ($15,000 .00) dollars."
