Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 9 ,Absent: Fisher. l The minutes of the last meetin -were approved. g P Request for a 20 m.p.h. on Houchin Street was referred to the Parking and Traffic Commission. w- A petition asking for paving and improvment of Lincoln Street from High Street to City Park was received and was referred to the ,Bond Advisory Committee. A letter was received from Mr. Nelson Vincent, City Collector, ;requesting that the sum of $106.43 be refunded to Mr. and Mrs. ! toy C. Adkins, 403 Ridgeway Drive for taxes paid by them on property'' .which was not in the city limits and also the sum of $6.60 be J efunded to Mr. H. J. Nichols of the same address for personal �!property taxes paid by him. 11 On motion of Mr. Hager, seconded by Mr. Darr the request was lgranted. I A letter was received from Mr. Carl Mace requesting permission to erect a sign flush with his building at 711 West Main Street. The request was granted. A letter addressed to the Bond Issue Advisory Committee was !received from Mr. Montie Willcoxon suggesting that the Committee ,dive consideration to the matter of providing an additional entrance. '!for the Riverside Park Area. s The letter was ordered filed. A letter was received from rthe-West Side Business Ass'n. , ;}asking that a traffic officer be stationed at Highway 50 and West Dunklin Street from 7: 30 to 8: 30 a.m. and from 4: 30 to 5: 30 p.m. that traffic lights be placed at West Highway 50 and Dix Road. J The matter was referred to the Parking and Traffic Commission. A petition was received concerning the condition of the street on !Boonville Road north and westward from Main Street. E The matter was referred to the Special Road District with a request that they also look into street conditions on Main Street 11from Forest Hill to City limits. M A petition was received from Mr. C. H. Paden requesting rezoning ';of inlot 681 from zone "D" to Zone "E" . That the entire block of Miller !Street from Broadway to Mulberry be changed to Zone "E" . The matter was referred to the Planning and Zoning Commission. A letter was received from Mrs. Gertrude Stein, asking permission o construct a driveway connecting her property to Industrial Drive." On motion made and seconded the request was held over until the first meeting in May. A bid was received from the Central Printing Company for the 0ringint of 5000 Uniform Traffic Ticket Books in the amount of ,$463.50. Also a bid of $442.50 for the printing of 13 forms for the;; Municipal Police Court. On motion of Mr. Scrivner, seconded by Mr. Willcoxon, the bid was accepted. Bids were received on three motorcycles for the Police Department �#s follows: I Joe Dietz Carage, net to City $3017.94 Yeager Cycle Service, net to City 3661.27 The bid was awarded to the low bidder. Regular Meeting April 11, 1960 0307 The Street Commissioner was instructed to mark zones and erect signs on north side of the 500 block of West Main Street east of the', railroad crossing. { Mr. John Durham stated that he thinks sewers should be improved, in west end of town. The City Engineer was instructed to contact Mr. Barnett in ,regard to Sewer Lagoon. j The Plumbing Inspector was instructed to make a survey to find il flout how many people in the area are not on sewer line in City Limits'1 '? The matter of an elevator for the City Hall was referred to the;, jFinance Committee. i 1 On motion of Mr. D. Jobe, the bills which were approved by the i ,!Accounts and Claims Committee were ordered paid. j Mayor Whaley reported that the deal was closed with Mr. Hemmel and Mr. Stephens on the parking site lots . City Attorney Rose, was instructed to draw an ordinance to creme a seven day waiting period before the City Collector can issue a merchants license to a new applicant and the same must be approved by the Building Inspector and License Inspector. On motion of Mr. Willcoxon, the City Attorney was instructed to.! file protest with the Public Service Commission against the new extension rule proposed by the Capital City Water Co. The City Clerk and Milk Inspector were instructed to advertise ,for bids on a car for use of the Milk Inspector. It was moved by Mr. Hager and seconded by Mr. Dorr that the Parking and Traffic Commission meet with a small committee from St. Peters, along with the two councilmen from the third ward. The motion was adopted. The matter of paving the 200 block West High Street with hot mik asphalt and the widening the street was referred to the Street Committee. Mr. Kliegel asked that lines be painted across the intersections: at Elm and Dunklin and "School Crossing" sign be placed at this 'location. The City Attorney was instructed to contact the Highway on the matter. In regard to city property on Sullivan Street which Mr. Thoenen wished to buy, the City Engineer reported that the street be widened; from 30 feet to 50 feet and that the south part of the street be kept for drainage. The property could then be sold and the price should include the cost of survey and study amounting to $193.00 which could be refunded to the Revenue Fund. On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the report was approved. The following report was received from the Street Committee. "Drainage condition between Beck Street and Dix Road, we recommend that alley be paved. Water problem at Bellevue Court was referred to City Engineer for study. Traffilcondition on Myrtle and Swift' s Highway, held over for further study. Request by John Estes to vacate a part of Binder Street, request approved. Request from the Division of Employment Security requesting the; 308 Regular Meeting- April 11- 190 I,improvement and widening of the alley in the 600 block Adams Street.; ift action taken until Engineer has time to contact Division of (Employment and report back to Street Committee. Drainage condition at Doctor Stephans property, Chicago Road and ;West Circle Drive. We recommend City buy 80 feet of 30 inch pipe land pay one half of headwall cost." I The report was approved. The following report was received from the Planning and Zoning; `l'Commission. "This Commission has considered the letter from the American ISign­and Indicator Corp. which was referred to the Commission by the,: City Council on March 7, 1960, regarding a display on the building "of the Exchange National Bank. 4 Mr. Flemmer of the American Sign)pnd Indicator Corp. was present!] ;tat the meeting of this Commission on March 22, 1960 and presented his jcase. He stated that the proposed sign would extend out from the building a distance of over five feet. By a formal motion, properly adopted, the Commission recommends,; ,that no exception be made to the present city ordinance which prohibits ;signs which extend more than one foot from the building in that ,zoning district." The report was approved. ! ;6899/The following ordinance was introduced. ;y "An Ordinance authorizing and directing the Mayor and the City Clerk of the City of Jefferson, Missouri, to execute a warrant in the amount of $4,500.00 in favor of William C. Rose and Virginia l,C. Rose and Ralph L. Rose and Jean A. Rose, and directing the City i}Clerk to deliver said check to either William C. Rose or Ralph L. 'Rose upon receipt by the City Clerk of a deed properly executed by :the above named payees conveying a strip of land now owned by the payees of a width of twenty (20) feet adjacent to Hough Park Road to ;the City of Jefferson, Missouri, for street right-of-way purposes k!and upon delivery to the City Clerk of a deed of easement properly 'executed by the payees conveying to the City of Jefferson, Missouri,:. „an easement for construction purposes over lands owned by the ,payees adjacent to Hough Park Road." "An Ordinance providing for the improvement of the roadway of 'Hough Park Street from Greenberry Road south 470 feet in the City of; 'Jefferson, Missouri, by paving with asphaltic concrete and curbing land guttering with cement material or asphaltic concrete." Read first time at length, second time by title and on motion of Mr, Dorr, seconded by Mr. Willcoxon, the rules were suspended !!and the ordinance was read the third time by title and placed on ;final passage and was passed by the following vote. Hemmel by which certain real estate and the improvements located thereon at 213-215-217-219 Madison Street, within the City of Jefferson, Missouri is conveyed to the City of Jefferson, Missouri. for municipal off-street parking lot purposes, subject to the interest of present lessees of said property, and directing the mayor and the`; City Clerk of the City of Jefferson, Missouri to execute a warrant upon the City Treasury of the City of Jefferson in the amount of ninety six thousand ($96,000.00) Dollars payable to Elmer "Bud" Hemmel and Martha D. Hemmel upon receipt of said deed." "An Ordinance authorizing and directing the Mayor and the City Clerk of the City of Jefferson, Missouri, to execute a contract for and in behalf of the City, with Hugh Stephens and Bessie Miller :Stephens of Jefferson City, Missouri, under the terms of which .contract the City of Jefferson, Missouri, shall be guven and have the 1 :f 4,h 6�, �► 43J.O Reg2lar Meeting, April 11 1960 fight of purchasing certain described real estate and the improvements thereon for municipal off street parking lot purposes, and authorizithg the Mayor of said City to accept a warranty deed from Hugh Stephens and Bessie Miller Stephens within the time mentioned in said contract, and pursuant to the terms of said contract to pay Hugh Stephens and Bessie Miller Stephens. the sum of one hundred and seventy ($170,000.100) ,thousand dollars as the purchase price of said real estate and improvements thereon" Read first time at length, second time by title and on motion of Mr. Willcoxon, seconded by Mr. R.
