A report was received from the Planning and Zoning tommission recommending that Zoning Ordinance 5880 be amended to j�++ Allow "plumbing" shops in District "E" , local commercial zone. i The report was approved. � I� i) A report was received from the Planning and Zoning fommission station that no action was taken on Mr. James Stegeman' s i roposed new addition east of Gordon Street, as no plat was resented and Mr. Stegeman did not appear at the meeting of the ommission. The report was approved. I I i� i! City Collector, Nelson Vincent presented his report of ollections for the fiscal year April 1, 1958 to March 31, 1959 . On motion of Mrs . Fisher, , seconded by Mr. R. Jobe, the ;{ eport was approved. if is �E i Mr. Lewis H. Cool1iled a report of the trustees of the state of Mary B. Heinrichs , deceased, covering receipts and disbursements for the year beginning April 16, 1958 and ending pril 15, 1959 . On motion of Mr. D. Jobe, seconded by Mr. Condit, the 1eport was approved. E I {i It was moved by Mr. Scrivner and seconded by Mr. Hager that all unfinished business be carried over to the new council. i The motion was adopted. I Mr. Hager made a talk expressing appreciation of the I' ouncil to Mayor Ellis for his fine leadership as Mayor of the City =# wring the past eight years . + i? The following report was received From the Finance Pommittee. "On our regular meeting of March 2, 1959 the Finance Pommittee held over for further study the recommendation of the Police Board for five additional patrolmen to be added to the Police Department. After a study of overtime hours worked by the Department ,nd their other needs and a serious study of the city finances, the finance Committee recommends that three additional patrolmen be fdded to the Police Department." { It was moved by Mr. Dorr and seconded by Mr. Haber, that the Finance Committee report be referred forward to the Finance 'Commitee of the new Council for further study. t The roll was called on the motion and the motion was I dopted by a vote of 6 ayes to 4 noes. Regular Meeting, April 21 1959 The following report was received from the Water and Light ;i Committee. "The Water and Light Committee recommends lights to be placed at the following locations. One Light at 1506 Bald 113.1.1. Road. i Two lights in Rosewood Addition (one in front of the Fischer: residence and one at intersection of Gold Street.) { Three lights on Jobe Drive. (One at intersection with ij Hough Park Road. One 400 feet west at 1311 and one 400 E feet further west, in front of Robert Major home. One light midway between Dunklin and Atchison Streets in j 700 block Broadway." ` The report was approved. i ---------- �! I The following report was received from the Street Committee. "Drainage condition at 1225 Dockery Street, we recommend ,' that Mr. Curtis clean out ditch on east side. Widening and grading Notre Dame Street, we recommend that j Mr. Curtis widen street as much as right of way will permit and :' City Engineer contact Missouri Power and Light Co. and find out 1 :'how much it will cost City to move poles, also bring street to grader. Drainage condition at 1500 Bald Hill Road, we recommend that Mr. Curtis protect the head wall of our pipe so that water does not ;f scut behind it. The additional right of way on Hough Park Road, we recommend ,' that City Attorney brink; condemnation to secure right of way if yy ;necessary. Committee recommends that City Clerk secure bids for a powe� :; tractor mower, specifications to be furnished by Mr. Curtis, also isecure bids for two new dump trucks . We recommend that Mr. Curtis employ four additional men." The report was approved. 'i The following, report was received from the Police Board. "The Committee recommends that a 30' NO PARKING ZONE be iestablished on the north side of the 100 block of West Dunklin, =just: west of Jefferson to allow the Postal Department to instal]: a snorkle or drive up type of mail box as per enclosed diagram." The report was approved. ! s Mayor Ellis appointed the following committee to cast up ; the vote of the City Election held April 7, 1959 , and of Proposition! Mr. Forrest Scrivner was placed in nomination for President pro tem of the Council. j On motion of Mr. D. Jobe, the nominations ceased and i jMr. Scrivner was elected President pro tem by acclamation. i On motion of Mr. Dorr, seconded by Mr. Hager, the City ! Engineer was instructed to draw specifications and get an ; estimate of the cost of the coating with asphalt of Madison Street ! from High to Dunklin and West Main Street from intersection with ! High Street west to Walinko Place and report back at next meeting i iof the Council. Mr. Scrivner asked that the Police Board be given more !! time to study the complaint of the Hawthorn Garden Club in regard ! to dogs and make recommendation to the Council as to what the new ; ordinance would entail.
