Mr. Hager reported that Mrs . H. 0. Lloyd had volunteered
ito solicit funds for polio vaccine for underprivileged children.
On motion of Mr. Hager, seconded by Mr. Scrivner, the
sum of $50.00 was ordered paid to Mrs. Lloyd for the polio vaccine.
j Mr. Scrivner requested that lines be marked in the
A00 block Monroe Street for angle parking.
The Street Commissioner was instructed to marl( the lines
�nd do what he thinks best in regard to same.
It was moved by Mx. W1.11coxon, seconded by Mrs. Fisher
'that if there is no City Ordinance covering; I)arki.ng in the 100 block;!
Monroe Street, that the City Attorney prepare an ordinance for i
,text Council Meeting and if there is an ordinance that the Street
Commissioner proceed with painting the lines.

The matter of widening; Chestnut Street on the east side
f Street between High and Chestnut Streets was referred to the {
'Street Committee, City Engineer, City Attorney and Street
ommissioner.

Mrs. Fisher reported that the matter of agreement with thej,
;Mate Highway Department on street lights for the Expressway and
Also the matter of a building for the Street Department were
;?referred to the Committee of the Whole.
j Mr. Scrivner asked that the Committee of the Whole meet
st 7: 30 p.m. , May 11th and that if the City Attorney cannot be
:present at that time that the City Clerk notify the Committee of
`'the Whole.

r On motion of Mrs . Fisher, seconded by Mr. Scrivner, the
',Traffic condition at Dunklin and Clark Avenue was referred to the
Regular Meetin Ma 4 1959
Parking and Traffic Commission and the City Clerk was instructed
to put the matter in writing; and send to the Commission.

A letter was received from Tennysons, asking permission
to lay a runner of carpeting across the sidewalk in front of
520 E. High Street.
The City Clerk was instructed to notify Tennysons that
the Council has no power to grant the request as it would be a
�, iolation of the City Ordinances.

A letter addressed to Mr. Scrivner was received concerning,
the proposed Ordinance regarding the care of dogs.
!! The matter was referred to the Police Board.

A petition was received asking for adequate street
plighting on Thompson Street also Street Signs at Debra and Thompson. ;!
The matter of the Street Lights was referred to the Water
and Light Committee and the street signs were referred to the
Street Commissioner. if
A letter was received from the Quinn Chapel A.M.E. Church, ,+
objecting to the operation of the "Tops" on Lafayette Street.
The letter was ordered filed.

A petition was received requesting; the establishment of a
Sewer District on Water Street to Grant Street and 500 feet on j
Grant Street. ]
The matter was referred to the City Engineer and State
Board of health.

A letter was received from Mr. Frank P. Schrimpf, asking,
,that the property at 623 Clark Avenue be rezoned so it may be used
:for a plumbing; and' heating; establishment.
The request was referred to the Planning and zoning
Commission.

A letter was received from the Cole County Industfies,
asking that a special building permit be granted, which would permit:"
Enoving of the concrete plant from the present location to the new
location on Industrial Road.
The matter was referred to the Planning and zoning
Commission.

The following report was received from the Jefferson City
Parking and Traffic Commission.
"After due consideration of a number of matters referred to
this Commission on April 13, 1959, by the City Council, and one
matter initiated by a Commission member, the following recommendatiops
were made at the regular meeting of the Commission on April 17, 1959 «
to be submitted to the City Council on April 27, 1959;

1. (ITEM 6) That a request by the Missouri Pacific Railroad 4
'Company agent to have the area south of the depot waiting room made j
a loading zone be considered by a committee comprised of Mr. Corder, ;
fir. Fowler, Sergeant Pattogand Chairman McHenry, and reported on
'!for action at the next regular meeting of the Commission on May 15.
:2. (ITEM 7) That a request by Councilman R. H. Jordan, in behalf of
�persons living, on the west side of the 700 block of Jefferson Streety
,from the alley south to Ashley Street, for the two-hour parking
restriction to be removed from that section of Jefferson Street,
be granted, and the ordinance rescinded.

3. (ITEM 8) That two requests by Councilman Forrest Scrivner, one
'for the imposition of a no-parking zone on the south side of the .s
:1100 block of Park Street to improve the movement of traffic and to
permit residents to get in and out of their driveways, and one for
the imposition of a two-hour parking restriction on the north side of
the 600 block of East High Street, as is in effect on the south side;
of that block, be granted.

4. (ITEM 9) That a request by Mr. C. R. Lucke, manager of Jenkins
Music Company, located in the 300 block of East McCarty Street, for
a loading zone to be established in front of that establishment,
be denied on the ground that the business concerned is in the samd j
position with regard to loading and unloading as many other business;;
establishments, and ordinances exist which permit double-parkinglat
;certain times to facilitate this. To alter this policy in this case ;w
would be to compromise the policy elsewhere.
5. (ITEM 10) That a request by Sergeant L. C. Patton for the
establishment of four (4) parkin; spaces on the northermost end of
the 300 block of Washinl,,ton Street, on the east side, be established"
for the use of Post Office patrons be f;ranted.
