Jobe, Kliegel, Scrivner and Vanderfeltz. 9 ',Absent: Willcoxon. A quorum was declared present. Reports of City Officers were received for the month of May, 1959. Mr. Wm. Seibel reported trouble with rats in the 400 block :Walnut Street and along Weir's Creek. The matter was referred to the City Board of Health to y; . report back to the Council. I; I, Mr. Guido Butzer presented a survey or plat of Butzer' s tSubdivision. } The matter was referred to the Planning and Zoning Commission. `� YwwwrwrY ii I Mr. Girard, Hillbilly Village, reported that on the scree .? above his place of business, the drop inlet is located too high, causing water to run down to Hillbilly Village The matter was referred to the Street Committee. j I� It was moved by Mr. Hager and seconded by Mr. Dorr, that ` if Chestnut Street, between High and McCarty, is improved, that the 'i cost of same be paid out of the General Revenue Fund. Jobe, seconded by Mrs. Fisher the bills which were approved by the Accounts and Claims Committee were !; ordered paid. y Following the Committee of the Whole report on the request ;: of Mrs. Stein concerning her Junk Yard, the Mayor appointed a committee consisting of Mr. Hager, Chairman, Mr. Vanderfeltz and Mr. Willcoxon to study the matter. w w w w w w w Y Mr. Hager spoke of the high cost of making copies of the , minutes of the Council meetings. The matter was referred to the Finance Committee to : investigate the advisability of buying a mimeograph machine or some ;; ` other type of machine so the minutes can be copied cheaper. Mr. Condit expressed his thanks to the Council for the ; flowers which were sent to his brothers funeral. f :L94 Regular Meatiag- June 1 - 1959 A letter was received from the Roscoe Enloe Post No. 5, Itoncerning the License of $100.50 paid by them as the sponsoring gency for a circus. On motion of Mr. Scrivner, seconded by Mr. R. Jobe, the above amount was ordered refunded to them. i �i j A petition was received, asking for street lights on a Ridgeway Drive and James Street. One light at James and Ridgeway, i one at James and Norris Drive and one at the middle of James Drive. The matter was referred to the Planning and Zoning omnission. i i j The following communication was received from Roland L. `! iggins, M.D. i; "I would like permission to grade and gravel under private ; Contract Roland Street, from Lafayette Street to Marshall Street. h Also would like for the City Council to vacate all that art of Wiggins Street, that lies between 23, 24, 25, 260 290 309 31 '1 nd 32 in Wiggins Subdivision. I intend to give lot 33 of Wiggins ii ubdivision as a street to replace that portion of Wiggins Street t acated." June 1 1959 The following communication was received from the Chief of Police. "I submit the names of Jack Schneider and James Loethen to be transferred from the Traffic Division to the vacancies on the , Police Department (patrolmen) effective June 1, 1959 ." The request was granted. i The following communication was received from Mayor Whale. "I submit the names of Bobby Donald Roark and Fred Leslie Kelsey for the position of Traffic Officers to fill the vacancy ± created by the transfer of Jack Schneider and James Loethen effective '; June 1, 1959, also Orville Roark to be appointed as Humane Officer.11 The appointments were approved. The following report was received from the Committee of ' the Whole. a "The Committee recommends that the section of the new ; proposed ordinance on dogs, requiring all dogs whether penned up or ! not to have a license be excluded from the list of proposed changes. The Committee recommends that a new section be added to ithe proposed ordinance requiring all dogs running at large to have s ; collar bearing the owners name. We also recommend that the Humane Officer be given . additional help, temporarily, in rounding up stray animals. The Committee, after considering the request of Mrs. Stein, to have Council action that would allow her to sell part of her ,junk business to another party, recommends that action be held up for further study." The report was approved. The following report was received from the Planning and , Zoning Commission. "At a meeting of the City Planning and Zoning meeting . held at 3:00 p.m. on Monday, June 1, 1959 , the following matters were considered after a notice of hearing was published for the benefit of all residents of Jefferson City. 1. A request for special permit to operate a ready mix concrete plant on Industrial Avenue, and 2. A request for a special permit to operate a poultry processing plant and distributing plant in the Highway Commercial F District. ! After a thorough discussion of the first matter above ; referred to upon motion made and seconded the Commission voted to , recommend to the City Council that a special permit be issued . authorizing a ready mix concrete plant operation on Industrial Ave. , in the heavy industrial J District. Upon motion made and seconded the Commission voted to : recommend to the City Council that Section 1701 of the Planning and ,! . Zoning Ordinance be amended by adding a sub-paragraph authorizing a special permit to be issued at the direction of the City Council : for the operation of a poultry processing and distributing plant in , the Highway Commercial F District."
