Reports were received from City Officers for June, 1959 . ; Semi-annual report was received from the Milk Inspector. �+ I; Request was received from Fire Chief John Sullivan for (j ! permission to hire union labor to build a shed at the rear of East i( ; End Fire Station at a cost of about $1,000.00. j The request was granted. !� Request for a street light near 1221 W. McCarty Street was received and referred to the Water and Light Committee. Request for a fire hydrant at the corner of James and Norris !Streets was received and referred to the Water and Light Committee. A letter was received from E. R. Robertson asking that the j 'proposed extension of Cole and Allen Drive be run at least as far (south and east as the last lot owned by him that is closest to gHayselton Drive Pump Station. It was moved by Mr. Dorr and seconded by Mr. Hager that the ;street extension be made all the way to Hayselton Drive. `I The motion was adopted. A letter was received from Melvin Rhodes requesting permission, ]to grade and gravel Bluff Street under City supervision, from the ,lend of the present graveled portion, north 150 feet. The request was granted under supervision of the City Engineer Viand the grade ordered established. A request was received from Mrs. Stanley Peszko for the semi- i lannual allotment of $350 .00 to the Council of Clubs for the Visiting Nurse Program. The request was granted. A letter was received from the Memorial Community Hospital ,(requesting permission to install directional signs along the city ,1right of way to guide people to the Hospital. The request was granted under supervision of the Street 1Commissioner and Electrical Inspector. A petition was received asking that stop signs be erected on the +corners of Pierce Street and Edwards Street. ±1 The petition was referred to the Police Board. !' A petition was received asking that the Max Baer Salvage Co. �at 1007 Industrial Avenue be moved. The petition was ordered filed_ ( A replat of part of lot 7, block 3, West Hills Subdivision ;,and also a warranty deed from Robert H. Livingston was presented. The matter was referred to the Planning and Zoning Commission. City Attorney Rose read a "Report of the Clerk of the Circuit ;Clerk of Cole County Missouri, in re City of Jefferson, vs. iWm. R. Searcy Jr. , et al." i On motion of Mr. R. Jobe, seconded by Mrs. Fisher, the bills ; which were approved by the Accounts and Claims Committee were ordered paid. Regular Meeting, Jul $ 1959 On motion of Mr. R. Jobe, seconded by Mr. Dorr, the City Clerk, was instructed to advertise for a new typewriter for the City Attorney The Attorney stated that he would trade in the typewriter he has. Mr. R. Jobe stated that he would like to have Ordinance Number; ;4358 repealed and moved that the matter be referred to the Building 'Inspector and Electrical Inspector and would like for them to ,recommend a new one. The motion was adopted. Mr. Hager reported that he had investigated the rat situation on Walnut Street but saw only a few rats and stated that if they 'infect the houses, the matter should be turned over to the Health ci :Inspector. Mr. Hager reported that Dr. Sugarbaker' s sewage disposal drains 'into Memorial Park and that it should be connected to sewer system. On motion of Mr. Hager, seconded by Mr. Scrivner, the Health Inspector was instructed to contact Dr. Sugarbaker in regard to tying into sewer. The Police Board recommended that radio equipment for new car i be purchased with new radar system with the help of the Civil Defense. The recommendations were approved. ` Mr. Gordon Johnson spoke of the matter of the extension of Crest Drive from Livingston Drive for one block. On motion of Mr. Hager, seconded by Mr. Condit, the matter was: .referred back to the Street Committee. Mr. Johnson and Mr. Dale Tanne to be notified of the Street Committee meeting. The Mayor submitted the following appointments as members of the Library Board for terms expiring July 1, 1962. Mrs. W. W. Mayfield, Lew Larkin, Irma Canada and Al Denning. The appointments were approved. Mrs. Fisher requested that the Street Commissioner install street signs on Norris and James Streets and dead end signs on Oakview and Norris Streets. Mrs. Fisher requested that an Anti-Litter ordinance be drawn, also an Ordinance giving the Mayor power to appoint a regular assistant to the City Engineer and an ordinance giving the Mayor power to appoint a work foreman as assistant to the Street Commissioner. The matter was referred to the Committee of the Whole. The Fire Chief announced that at 7; 30 p.m. Thursday, colored films on resuscitation would be shown at the Fire Station. Mr. Dorr spoke of the proposed agreement from the State Highway 'Commission regarding sewers and drainage problems on the new Highway:; 50 Expressway. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the Mayor Mr. Dorr and the City Attorney were requested and given power to wor� out the drainage problem on Miller Street. Mr. Kliegel spoke of the matter of oiling the alley south of ,Dunklin Street between Deleware and Michigan Streets. Mr. Jim Hunter made a verbal report on the progress made on the matter of the extension of Southwest Blvd. from Swift' s Highway to Highway 50 West. Mr. Dave Brown reported on the progress made on Dunklin Street from Broadway to Highway 50 West, also a survey from Tanner Bridge Road to old Highway 54 South. Mr. Hager submitted the following report from his committee. "The Special Committee appointed by the Mayor to bring back to'' the Council, a report on the Central Junk Yard is as follows: Councilman Hager, Vanderfeltz and Willcoxon with Fire Inspector, Art Hohenstreet made a tour of this yard on Tuesday evening, June 16th Starting at the front entrance we found piles of paper, a few bails, but most of it thrown around in loose piles. Cardboard boxes;; were strewn around everywhere. The shed next to the railroad siding, is supposed to keep this loose paper under control, but it has only a roof and no enclosed sides. Storms blow this loose paper all over, the countryside. Old tires were scattered around and were directly underneath several gasoline storage tanks as evidenced by pictures. In proceeding through the yard we came upon three open privies and the stench was not that of roses. There were two old abondoned sheds rotting away, and a shed or two housing some materials, but they were in a very disorderly condition. If you will notice the aerial shots of the yard, the litter of junk is everywhere. There are piles here and piles there. Nothing seems to be separated as to iron and tin. We noticed an old boiler or press in the middle of the yard that has not been used in years. Weeds as high as five feet are everywhere, along with mosquitoes rats and stench. An old burned out truck that hasn' t been moved for at least four or five years sits in the middle of the yard. Last year damages to one of the city fire trucks amounted to $37.00 when it attempted to put out a fire in the rear of the yard. To get to some of these piles of rubbish you have to make your own roads . In picking up paper from many of their customers, the yard in many cases has to take other rubbish such as cans, bottles, etc. and this is dumped at the lower edges of the property making it a breeding place for rats. We feel that this yard could be easily cleaned up and put in .an orderly condition with a minimum of expense and labor. This committee is also of the opinion that the City Council draw up an ordinance concerned with the operation of a junk yard. This ordinance should have enough teeth in it to make a violation costly. This in turn would make for a more orderly ,junk yard. It is also the opinion of this committee, not to change the :present ordinance that prohibits the sale of all or part of any existing yard in the city. We suggest that the council give Mrs. Stein a period of 30 to 45 days to clean up her operation and then ask the Council to consider her request. If the mayor sees fit to continue this committee we have a number of suggestions to give Mrs. Stein at another meeting of the whole committee." On motion of Mr. Willcoxon, seconded by Mr. Dorr, the Plumbing ; Inspector and Health Inspector were instructed to investigate the : matter of privies at the gunk yard. The following report was received from the Street Committee. "The matter of Mr. Butzer building over sewer easement, we jrecommend that Mr. H. Butzer be allowed to build over sewer, } providing that he give City an agreement that if sewer ever needs to be worked on, city can cut the floor and Mr. Butzer will replace it at his own expense. The matter of Mr. McDowell widening of Notre Dame Street, !" Committee recommends no action be taken. One light on North pole opposite alley at 1221 West McCarty ! Street. Move one light from south pole on Ridgeway to intersection of " Ridgeway and James Streets. One light on 4th pole going west on James Street from inter- section with Ridgeway. ! One light at intersection of James and Norris Streets. One light at south end of Norris. One light on 6th pole going south on Darlene Street from . intersection with Linden Drive." A motion made and seconded to cement the proposed dog ordinance: has previously prepared by City Attorney is as follows: 1. Increase period of detention for purposes of clinical 'observation from 10 days to 14 days. 2. Add proviso that upon release by veterinarian, any dog who,; :has been detained for biting a person shall no longer be permitted t'101 'run at large thereafter. The motion was adopted. The following construction report was received from the City sEngineer. "Construction of Sanitary sewer in Hedgewood Heights under private contract, and paid for by Louie Nelson. The work was done by E. P. Barnett at a cost of $3362.40 ." The report was approved. The following construction report was received from the City Engineer. "Construction of sewers in Sewer District 91 "D". The work was done by E. P. Barnett at a cost of $1785.10." The report was approved. The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, that the Missouri Power and Light Company be hereby instructed to install street lights at the following places.
