A quorum was declared present.

A request for rezoning parts of outlots No. 6 and 7 was y
received from John 0. Bond, Attorney for Ira Lohman et al.
The request was referred to the Planting and Zoning j
Commission. - -
A letter was received from Mr. Forrest P. Carson in t
; regard to a part of Injots No. 816 and 817 owned by Marie Busch and :
Paul Busch and asking the City to dedd a 15 foot strip of ground to ';
Ithe Buschs and the Buschs to deed a 15* foot strip to the City.
The matter was referred to the Street Committee and the
City Engineer.
j� A request for a stop and go sign on the corner of Dunklin `
, and Madison Street if the Highway Department permits, was received. ;
The matter was referred to the Parking and Traffic
iCommission.
j A letter was received from Mr. A. L. Barnes asking for a
( street sign-at Mesa and Tanner Bridge Road, also street lights at
;',Randyland and Jackson Street.
The matter of the street sign was referred to the Street
clCoumaissioner and the street lights to the Water and Light Committee:

A letter was received from Mrs.. Jesse Horack, asking for
, a refund on her Merchants License amounting to $30 .00 .
The request was granted.
A letter, addressed to Mrs. Fisher was received, stating
; that the fire hydrant which was ordered in at Franklin and Marshall `
IStreets had not been installed.
A petition from property owners in Parkview Addition, was ,
received requesting the City to establish a Sewer District for the
area. The request was referred to the Street Committee and City
:Engineer.
Mr. Hager stated that he and the Fire Chief recommend
..that a fire hydrant be installed at James and Norris Street.

Mr. Scrivner advised that the Committee of the Whole would,
;!meet at 7: 30 p.m. , July 27, 1959.
Mr. Kliegel asked that a special committee be appointed '
,to study the matter of a budgetary system, etc.
The matter was referred to the Committee of the Whole.

On motion of Mrs. Fisher, seconded by Mr. Scrivener, the
`Finance Committee was requested to study the Merchants License
;Ordinance for readjustments, etc.
Mr. Hager asked the City Attorney to give a re
gport on
jwhat is being done on the parking lot situtation.
City Attorney Rose stated that several motions had been
!filed by Mr. Keyes to dismiss condemnation proceedings as some of
the property is used for residences and that the Circuit Judge will
;.rule on the matter as quickly as possible.
Mr. Dave Jobe stated that protests are going to be made
j about the present parking meters being out of order so much of the
time and that it would cost about $15,000.U0 to replace them.

Also that the Parking and Traffic Commission have asked a man to
come in and talk to them at a meeting of the Parking and Traffic
Commission.
On motion of Mr. R. Jobe, the matter of no parking on the
East side of Fairmount Blvd. between Hillcrest and Oakwood Drive was
referred back to the Parking and Traffic Commission.
Mr. Hager reported that he and the Health Inspector found
, that the sewage coming into Memorial Park was not coming from
' Dr. Sugarbaker' s septic tank and that they are still working on the
matter.
The following communciation was received.
"Desire permission be granted to construct and use a 8"
Sanitary Sewer Line to connect into manhole (at station 2N23 Z�)
at Southwest Corner of Sunset Lake. Sewer to run 721 feet across
and along the Southside of the road to the Northeast corner of my
property.
Type of waste to be discharged will be domestic sewage with
approximate volume of 1000 gallons per day.
Sewer is intended to serve the properties of Joseph A. Vaughan
and Cornelius W. Erhardt with connections as required.
Plans and specifications are enclosed for approval of the
City Council and City Engineer.
Application has been made to the Missouri Division of Health
for permit to construct this line."

The request was granted under the supervision of the City
Engineer with any alterations necessary for future growh of the City'.
The following report was received from the Street Committee.
"The matter of improving Bald Hill Road at Atchison Street.
We recommend that Street not be improved.
The matter of improving Crest Street, we recommend that
street be improved by tax bills.
The matter of Ridgeway Street having two catch basins, but
no outlet, we recommend that City Engineer be instructed to get
easement from Mr. Courtley and have drain pipe installed.
The survey of Southwest Blvd. from Highway 50 West to
Swift' s Highway, we approved and recommdnd City Engineer advertise
for bids."
The report was approved.
The following report was received from the larking and
Traffic Commission.
"After due consideration of matters referred to this Commission
by the City Council, and a matter originating within the Commission,
the following recommendations were made at the regular meeting of
the Commission held on July 17, 1959: •
1. (ITEM 14) That, inasmuch as the committee appointed to
investigate the parking situation on Washington Street south of the
alley between High and McCarty Streets was unable to meet since the
last meeting of the Commission, an additional period of 45 days
be granted the Commission for consideration of this matter, as set
forth in Ordinance 6692.
2. (ITEM 15) That, inasmuch as the solution to the parking
difficulty at Ohio Street and Highway 50 West is provided for in an
existing city ordinance prohibiting parking within 20 feet of
sidewalks at intersections, no additional action is necessary other
than the erection of a sign and the application of yellow paint at
the prescribed limits.
3. (ITEM 16) That a request by Mr. C. A. Scheppers, of Scheppers
Electronics , 125 W. Dunklin Street, for a 35-foot loading zone in
front of that establishment, be denied on the gound that the
establishment concerned is in the same position with regard to
loading and unloading as many other business establishments and

ordinances exist which permit double-parking at certain times to facilitate this.
4. (ITEM 18) That, inasmuch as the speed limit on Southwest
Boulevard is presently 30 miles per hour, no further action is
necessary other than the posting of signs indicating the prescribed
, 5. (ITEM 19) Thattruck traffic on Southwest Boulevard and
Stadium Boulevard be limited to local delivery only (18,000 pounds) ,
except in those cases where an exception is necessary and for which
a special permit is obtained from city authorities therefor.
16. (ITEM 20) That a request by Mr. John Van Hlse, manager of the
?' Missouri Hotel, for two parking spaces in front of that establishment
to be set aside for a taxi stand be considered by a committee
:': comprised of Chairman McHenry and L. C. Patton and reported on for
action at the next regular meeting of the Commission on August 14, 1959 .
' 7. That the City Council Chamber be granted to the use of the
'! Commission on the evening of Monday, August 31, for the first i
semi-annual public hearing of matters pertaining to traffic and
parking."
The report was approved.
The following report was received from the Planning and
�IZoning Commission.
( "The City Planning & Zoning Commission has considered
; the General Warranty Deed covering an extension of Ridgeway Drive
iin part of Lot 7 in West Hills Subdivision, which matter was referred
.Ito this Commission by the City Council. It is the recommendation of
this Commission that the deed be approved."
The report was approved.
t The following report was received from the Planning and
Zoning Commission.
"This Commission, at its regular meeting today, has
: considered the request for certain rezoning by the Public Housing
Authority, which matter was referred to this Commission by the
City Council.
After detailed consideration, and after consultation with
the executive officer of the Public Housing Authority, Mr. Floyd
Mattlage, and with consideration of the best interests of the
: people of Jefferson City, this Commission recommends that the
, interests of all parties will be satisfied if the two following
jrezonings are made:
(1) That there be rezoned to District "C", Multiple
10wellings, both sides of Elm Street from Cherry Street to Locust
Street, said district to extend to the highway right-of-way on the
( north, and on the south to the alleys or extension thereof.
I (2) That there be rezoned to District "CIO , Multiple
: Dwellings, a tract of land bounded on the west by the east line of
110utlot 54, on the north by the creek, on the east by the creek and
' on the south by the present "c" District on the north side of East
Nigh Street. a
Above recommendations were made by two formal motions, both
'iof which were properly seconded and carried."
The report was ordered received and filed.

The following resolution was adopted.

"Be it resolved by the City Council of th¢' City of
; Jefferson, Missouri, that the work of constructing sanitary sewers
: in Sewer District No. 91 "D" be and is hereby approved as the
;Council finds that said work was done according to plans and
? specifications ."
The following resolution was adopted.
I "Be it resolved that the Capital City Water Co. , be hereby.
; instructed to install one fire hydrant at the corner of James and
Norris Streets."

"An Ordinance of the City of Jefferson, Missouri establishing
Ithe grade on a portion of the Circumferential Route or (Southwest
Blvd.) extending north from the north curb of Swifts Highway to the ;
Southerly right-of-way line of U.S. Rt. 50."

"An Ordinance repealing Sections 10 through 33 of Ordinance
5979 and Ordinance 6681 relating to the keeping of dogs and other
animals, and enacting in lieu thereof a new Ordinance pertaining tol
the same subject." I
Read first time at length, second time by title and on motion
of Mr. Willcoxon, seconded by Mrs. Fisher, the rules were suspended '!
and the ordinance was read the third time by title and placed on
final passage and was passed by the following vote.
