Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 10 i Absent: None A quorum was declared present. Reports were received from City Officers for the month of July, 1959. Request to establish the grade in the alley in block 20, Renn Addition was received from Mr. Truman Walker. ' The City Engineer was instructed to establish the grade. Requests for a Street Light at the north end of Lincoln l Street was received and referred to the Water and Light Committee. A communication was received from the Charles Still Hospital,' in regard to improving the lighting at the driveway entrance to the Hospital. The matter was referred to the Water and Light Committee. On motion of Mr. Willcoxon, seconded by Mr. Dorr, the City Clerk was instructed to ask for bids on auditing all departments of the City. On motion of Mr. D. Jobe, seconded by Mrs. Fisher, the bills which were approved by the Accounts and Claims Committee were ordered paid. Mr. Hager reported a "Blind" corner at the intersection of Monroe and Dunklin Street. The matter was referred to the Parking and Traffic Commission. Mrs. Fisher reported brush or shrubbery at the northwest corner of Hobbs Terrace and Bald Hill Road, and would like for the City Engineer to stake, so the Police Department will know where right-of-way is and can instruct owners to cut the growth. The matter was referred to the City Engineer and Chief of Police for action. The Street Commissioner stated he would like to have the City Engineer to advise if the drainage pipe on Ridgeway Drive empties in or out of the City. Mr. Jim Hunter was instructed to go with the Street Commissione and straighten out the matter. Mr. Roy Farmer reported complaints about chickens ducks and rabbits, etc. creating a nuisance and health menace at 122 W. Elm i and would like for an ordinance to be passed in regard to same. The matter was referred to the Board of Health along with Mr. Farmer. Mr. Bob Hedges from Dual Parking Meter Co. , displayed a manual and automatic type of parking meter to the Council. It was moved by Mr. D. Jobe and seconded by Mr. Condit that the matter be referred to the Committee of the Whole for study and that in the meantime he would meet with the Mayor' s Advisory Committee and the Parking and Traffic Commission to see what their pleasure would be concerning the subject. The motion was adopted. Mayor Whaley stated that the Highway Department wants to make a change in the plans for the entrance and exit on the new Expressway at Mulberry Street. It was moved by Mr. Willcoxon and seconded by Mr. Scrivner 220 i '�that the change in plans be accepted. The motion was adopted. Mr. Joe Delong stated he would like for the Mayor and ,Street Committee to recommend that the steel to be used in the 'construction of Southwest Blvd. be purchased locally and that his form would furnish the steel at the same price as Columbia. It was moved by Mr. Hager, seconded by Mr. R. Jobe that the ,,Street Committee and City Engineer recommend to the contractor that he purchase the steel locally and that Mr. Delongs request be ,considered in awarding the bid. The appointments were approved. i . ....�..�..��.. ;`j The following report was received from the Planning and Zoning ;; Commission. i "This commission has considered the petition referred to it by , the City Council regarding rezoning of part of outlots number 6 and number 7 owned by Ira H. Lohman and others. It is the recommendation of this Commission that the petition �e granted and that the tract of land described in the petition be rezoned to Local Commercial or District E. It is the further recommendation of this Commission which f recommendation was adopted at a wetting of the Commission today that ' an additional tract north of the tract in the Lohman petition and ' r222 Regul r Meeting- August .3- 19 5.9 ; extending from Madison Street to Jefferson Street and from the north ; boundary of the Lohman tract to Atchison be also rezoned and placed iin District E. The following report was received from the Committee of the iI Whole. "1. The Committee of the Whole recommends that the special committee appointed by the Mayor talk to Mrs. Stein and state what ; changes should be made at her business location to put the place ini iorder or have action taken to eliminate the operation of said ; business. I 2. The Committee recommends that the anti-litter ordinance ' be referred to the Health Committee for suggestion as to what ;should be included in the ordinance and report back to the Council Ion August 17th. 3. The Committee recommends that the following action be ; taken in accordance with motions made by Mr. Willcoxon and approved �jat the last meeting of this group. "That the City Attorney be instructed to draw up an ordinances jcreating the office of Assistant Street Commissioner, which office �j may be filled by the Mayor at such time when the Mayor thinks it is ynecessary, subject to the approval of a majority of the members of ; the City Council. The ordinance shall specify that the assistant ; Street Commissioner shall perform such duties as may be specified Irby the Street Commissioner, or in the event of the absence or ;; inability to act of the Street Commissioner, such duties as may be ;' designated by ordinance to be performed by the Street Commissioner. IThe assistant Street Commissioner shall be a resident of Jefferson City." "That the City Attorney prepare an ordinance creating the ! office of Assistant City Engineer, which office may be filled by the Mayor at such time when the Mayor thinks it is necessary, subject to the approval of a majority of the members of the Council. The assistant city engineer shall perform such duties as may be designated by the City Engineer, or in the event of the absence or : inability to act of the City Engineer, such duties as by ordinance shall be performed by the City Engineer. The Assistant City ; Engineer need not be a resident of the City." The report was approved. The following report was received from the Street Committee. ' "A petition from property owners in Parkview Addition, ;requesting a Sewer. We recommend that City Engineer give us an estimate as to cost. The matter of Mr. F. Carson in regard to exchanging deed with Busch. Mr. Carson is on vacation and won' t be back until ' August 24th. No action taken. The matter of driveways on Southwest Blvd. We recommend the following. Mr. Taggert driveway be paved and shoulder be widened along ; his property. Mr. Slicker driveway be paved with concrete and shoulder be covered with top soil for distance of 60 feet. Mr. Blume' s driveway, we recommend 20 feet of 4" tile. At 1202 Southwest Blvd. , fill out shoulder an additional 8 feet. Also install 2 concrete driveways at 1200 and 1202 ' Southwest Blvd. We also recommend that before any of this work is done, a release from all claims be secured from each property owner. i Arthur Shockley, cover shoulder an additional 60 feet." "The Building and Grounds Committee recommends that the City Building inspector and the Electrical Inspector be given the power to act to rewire the electrical service in the building." The report was approved. The following construction report was received from the City Engineer. "Construction of various projects in the City of Jefferson, Missouri. The work was done by Roy A. Scheperle Construction Co. , at. p cost of $2,736. 10." The report was approved. The following construction report was received from the City Engineer. ? "Improvement of storm sewer at McCarty & Berry Street. The work was done by E. P. Barnett at a cost or $419.00." The report was approved. The following construction report was received from the City Engineer. "Improvement of alley in the block between Beck Street, Hilda Street and U.S. Highway No. 50 and William Street. The work was done by E. P. Barnett at a cost of $325.00." The report was approved. The following construction report was received from the City Engineer. "Construction of Winston Street between the west curb line of Rosewood Drive and the center of Gold Street. The work was done by Roy A. Scheperle Construction Co. at a cost of $14,574.00." The report was approved. The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, Missouri, that the work of constructing various projects in the City of Jefferson, Mo. be and is hereby approved as the Council finds that said work was done according to plans and specifications." The following resolution was adopted.
