On motion of Mr. Hager, seconded by Mr. R. Jobe, the bid of ;!
iSchriefer' s on an electric typewriter for the City Attorney was
accepted, the amount being $313.00 net cost to the City. (�
Mr. Willcoxon presented prices on a drafting table and drafting
! machine for use of the City Engineers office as follows:

On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the
; offer of Samco Business Supplies, Inc. , was accepted. I

The matter of an air conditioner for the City Council Room
was referred to the Building and-Grounds Committee.

It was moved by Mr. Willcoxon and seconded by Mr. Vanderfeltz ;'
;:' that the next regular meeting of the City Council be held on
September 1, 1959.
The motion was adopted.
On motion of Mr. Willcoxon, seconded by Mrs. Fisher, the City =
; Clerk was instructed to ask for bids for the City Audit to be
received October 5, 1959.
The Capital Savings and Loan Ass'n. , extended an invitation
Ito City Officials to visit their new home on Madison Street when il
; they will be having "Open House."
Mr. Hager announced that the Park Board will help remove
! trees on City right of way.
Mayor Whaley announced that the State Convention of the
; Municipal League will be held in Jefferson City on September 28th
and 30th and that the City Officials wives will be hostesses.

}� On motion of Mr. Kliegel, seconded by Mr. R. Jobe, the
IStreet Commissioner was instructed to erect a temporary sign or
1� barracade at intersection of Swifts Highway and Southwest Blvd,
Mr. Kliegel reported that tree limbs have been dumped on
City property at 520 Swifts Highway.

f Mr. Floyd Mattlage requested the Council to send a
Irepresentative to Ft. Worth, Texas to the "Urban Renewal Workshop"
Ion September 23rd and 24th. I�
The matter was referred to the Mayor and Finance Committee
to report back to the September meeting of the Council. i

The following communication was received from City Attorney
Rose.
"I would like to have someone on the city council to make the
motion this evening that the City Attorney be authorized to file an
injunction suit against A. L. Hilkemeyer, d/b/a/ Central Hatchery
and Western Hatchery on behalf of the City of Jefferson and also on
:be behalf of individual citizens of the city to restrain the operation
'of the chicken hatchery business on Highway 50 West under its present
;operating conditions, if necessary.
"For your information, I have talked to Mr. Henry Andrae,
who normally represents Mr. Hilkemeyer, about the present operation
of the hatchery. In fact, we went out to see the hatchery last
;:Thursday, two of the incubators are still bad. One has been cleaned:
;gout. Mr. Andrae and a Mr. Fechtel, who was in charge of the hatchery
in the absence of Mr. Plassmeyer, both advised me that at the
,{conclusion of the present hatching in the two bad incubators, future`
.;operations will be conducted in such fashion as to keep down all
bad odor. This will be accomplished by using only first class
,pullet eggs and, if necessary, using a germ disinfectant to kill all,
germs which infect eggs in the summer and cause them to rotten.
"However, unless Mr. Hilkemeyer also agrees to this in
writing, I will file the suit on behalf of the City and individual
property owners who have been effected."

On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the
;City Attorney was ordered to file on Mr. Hilkemeyer.
The following communication was received from Councilman
R. E. Dorr.
"I would like for the Parking and Traffic Commission to
study the following:
No parking on West side of Berry Street from High to
West Main Street, also no parking on South side of West Main from
Jordan to Dix Road."

On motion of Mr. Hager, seconded by Mr. Dorr, the matter
was referred to the Parking and Traffic Commission.
The following report was received from the Parking and
Traffic Commission.
"After due consideration of matters referred to this Commissio
by the City Council and a matter originating within the Commission,
the following recommendations were made at the regular meeting of
the Commission held on August 14, 1959:
1. (ITEM 14) That, in regard to a request for consideration of the
. parking situation on Washington Street south of the alley in the
.300 block, all angle parking spaces in the area concerned be painted:
(some at present are not) , and that line delineating a through-lane 12
feet wide be painted the length of the block.
2. (ITEM 20) That a request by Mr. John Van Hise, manager of the
Missouri Hotel for two spaces to be set aside near that establishment
for use as a cab stand, be denied. On the basis of a report of a
committee of its members, the Commission recommends more diligent
enforcement of an existing ordinance, which would remedy the
difficulty complained of.
3. (ITEM 21) That, in regard to a suggested "stop and go" sign at
the intersection of Dunklin and Madison Streets, no action be taken
pending completion of the Through-way.
4. (ITEM 23) That, in regard to the "blind corner" at Monroe and
3Dunklin Streets, no action be taken at this time pending widening of
;Dunklin Street.
5. (Item 25) That no parking be allowed at any time for a distance
fifty (50) feet south of the south edge of the Husmann & Roper
; Freight Lines driveway on the east side of the 700 block of Delaware'

his would in no way interfere with necessary residential parking

back its trucks to its docks.

That an opinion be obtained from the City Attorney regarding the ;
scope of the Commission' s authority to consider and recommend action ;,
n purchasing parking meters.

The report was adopted, with the exception of Item 20, which
as held up and referred to the Street Committee.
Mr. Willcoxon, Chairman of ghe Finance Committee reported that;
ihe Committee had voted to keep theAlffites on Merchant' s Licenses. I
The report was approved.
Mr. Hager, Chairman of the Board of Health, reported that the '
tter at 122 W. Elm Street had been taken care of by Mr. Farmer and ;;
Rose.
The Committee would like for Mrs. Fisher to attend the Board
f Health Meeting when they draw up the Anti Litter Ordinance.
The report was approved.
The following report was received from the Water and Light
Committee.
"The Water and Light Committee recommends to the City Council;
hat lights be installed at the following places:
One light at the corner of Gordon and Cottage Lane.
j One light on the North East side of the dead end sign in the
200 block of Lincoln Street.
Regarding the request from Still Hospital for lights . This
has been held over for further study.
The Committee also recommends a fire Hydrant at the corner of ,.
t;ordon and Cottage Lane provided the Fire Chief agrees one is needed
nd one hydrant on Mimosa Lane."

The following resolution was adopted.
"Be it resolved by the City Council of the City of Jefferson
Jhat the Missouri Power and Light Company be -and is herewith
Instructed to install street lights at the following places:
j One (1) light at the corner of Gordon and Cottage Lane.
One (1) light on the North East side of the dead end sign in
j= the 200 block of Lincoln Street."
Resolution No. 80.
" Resolution No. 80 providing for the improvement of Allen Avenue
between the curb lines, from the end of the pavement to the north curb
sine of Hayselton Drive."
The resolution was adopted.
Resolution No. 81.
"Resolution No. 81 providing for the improvement of Rosewood }
Drive between the curb lines, from the center of the intersection of
rosewood Drive and the north curb line of Winston Street, to the center
of the intersection of Rosewood Drive and Carroll Street." r
The resolution was adopted.
777/ The following ordinance was introduced.
"An Ordinance of the City of Jefferson, Missouri, vacating and
iscontinuing as a part of a public thoroughfare a part of Rosewood
Drive and authorizing and directing the Mayor and the City Clerk to
execute all necessary instruments to the owners of the adjacent lots ;`
�o and for that portion of Rosewood Drive so vacated, as the parties ',
eing entitled thereto, as shown by the record title to said adjacent

and abutting property, and declaring a reverter to the owners of the
abutting real estate."

the ordinance was read the third time by title and placed on final

"An Ordinance, changing amending and modifying the zoning
map of the City of Jefferson, Missouri, as incorporated into Ordinance
Number 5880 with reference to certain specifically described land by
rezoning said land from a district "B" two family dwelling district
!to a District "C" multiple family dwelling district."

of Mr. R. Jobe, seconded by Mrs. Fisher, the rules were suspended and
:the ordinance was read the third time by title and placed on final
passage and was passed by the following vote.

"An Ordinance repealing Ordinance No. 6755 and enacting in
lieu thereof an Ordinance establishing the grade of the roadway of
Rosewood Drive from the north curb line of Winston Street to the
centerline of Carol Street."

of Mr. R. Jobe, seconded by Mrs. Fisher, the rules were suspended and
the ordinance was read the third time by title and placed on final
passage and was passed by the following vote.

6780/ The following ordinance was introduced.
"An Ordinance authorizing the Mayor of the City of Jefferson,
Missouri to accept a warranty deed executed by Herman A. Kemna and
Hilda It. Kemna whereby a strip of land of a width of fifteen (15)
feet is conveyed to the City of Jefferson, Missouri, and providing
for the performance by the City of Jefferson of certain earth fill
and compaction, sodding and seeding work on the property of Herman A,
Kemna and Hilda H. Kemna in the front yard and along the side yards
of their premises located at 1200 Swift' s Highway within twenty (20)
days after the construction of the curbs on the street in front of
1200 Swift' s Highway."

and Eulah Henderson, his wife whereby a strip of land of a width of
fifteen (15) feet is conveyed to the City of Jefferson, Missouri."
