Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 9 Absent: D. Jobe. 1 ' A quorum was declared present. ! Mr. Carl Evans and Mr. Appelby from the Duncan-Miller i ;Parking Meter Company and Mr. Joe Harper from the Park-O-Meter Co. , ispoke to the Council and demonstrated their parking meters. l Mrs. Fisher spoke of the women's plans for the Municipal ij :(League Convention to be held in Jefferson City on September 28, 29, i !land 30th. Mr. Hager, Chairman of the Board of Health, reported that' ',!he and Mr. Farmer and Mrs. Fisher had woad a tour of the creek in ;1 'the East Elm area and found violations of the Anti-litter Ordinance,;; ;houses with no sanitary facilities, abandoned refrigerators, etc. , ! And on motion of Mr. Hager, seconded by Mrs. Fisher, the Chief of -Police was instructed to patrol the area and find out who is dumping !trash etc. and have them fined. On motion of Mr. Willcoxon, seconded by Mr. Hager, the ':Health Inspector and Plumbing Inspector were instructed to enforce the ordinance pertaining to outside toilets and the Plumbing Inspector was instructed to notify the property owner at 706 E. Miller to ;comply with the above ordinance. On motion of Mr. Willcoxon, the City Attorney was instructe to draw an ordinance covering abandoned refrigerators. A request for a street light at the end of 108 Buchanan .Street was received and referred to the Water and Light Committee. Mrs. Fisher requested the Water and Light Committee to meet Wednesday at 7: 30 at the Still Hospital and that Mr. Yeoham be notified. r r w r w w On motion of Mr. R. Jobe, the claim of Mrs. James T. Blair, .Sr. for damage done to rugs and the foundation of her house was referred to the Finance Committee. The Street Commissioner was requested to take care of the' hole at Lafayette and Dunklin, near the bridge on city right of way. w r r r r r City Attorney Rose read a communication regarding offers to property owners for property in Parking Lot "C' . It was moved by Mr. Willcoxon, seconded by Mrs. Fisher, 'that the offers be approved. The motion was adopted. r r r r w w A letter was received from the Central Equipment Co. , .`Columbia, requesting credit on their retail merchants license for the reason that they moved out of 122 E. McCarty Street as of 'March 1, 1959. The letter was ordered filed. A letter was received from Mr. & Mrs. A. P. Stephan ' requesting permission to extend W. Circle Drive (North) by grading and graveling 269.4 feet. The request was granted under supervision of the City Engineer and at their expense. A petition was received from property owners on Notre Dame Street requesting the Council to improve the street under the 240 Regular Meeting, -5ggSumbber. 21. 1959 1.00 law. lj The petition was referred-to-the STreet Committee. jl A letter was received from the Cure-Linhardt Const. Co. , equesting permission to extend Sewer District 91 "D" to include lots. 9-40-41-42 in Roseland Addition. Also permission to construct under rivate contract the proposed extension. The matter was referred to the City Engineer, City Attorney, o follow through. A letter was received from the Southwestern Bell Telephone Coyl equesting an excavation permit to bury a cable in connection with heir plans to place a weatherproof cable between Jefferson City and ;; ldon. The request was referred to the Street Committee. '; } A letter was received from the State Penitentiary, requesting; chat a section near the truck entrance on State Street be made a ': no parking" zone. The matter was referred to the Parking and Traffic Commission. 1 The following communication was received from Henry T. Schmidt. "The undersigned respectfully requests permission to connect : n 8 inch sewer lateral into manhole at the intersection of a 6" main!' ith the 8" main running in an easterly direction. The 6" main curve's own from Swifts Highway and located in the center of private road of eo. R. Walther, Greenhouses. This lateral will be about 150 feet outh of Stadium Drive, has been surveyed by Dave Brown, and if permission given by your body, will be submitted to Board of Health for approval." Henry T. Schmidt /s/ The request was granted under supervision of City Engineer a.nd State Board of Health. A petition was received from property owners for parking on the west side of 300 block Locust Street, between High and McCarty Streets. The matter was referred to the Parking and Traffic Commission. Bids on furnishing tax receipt thumb-notched envelopes for the City Collector were received as follows: The New Day Press $69 .90 ! E. P. Barnett $189304.95 Roy A. Scheperle 18,561.35 The bid was awarded to E. P. Barnett. 4 6794/ The following ordinance was introduced. "An Ordinance accepting and approving a plat of Butzer' s Subdivision of part of Outlots No. 52 and 54 in the City of Jefferson, Cole County Missouri, as hereinafter described." ' An Ordinance providing for the repairing, surfacing and resurfacing, by the City of Jefferson, Missouri, an alley south of Dunklin Street, between Delaware and Ohio Streets, all or said :improvement to be within the limits of sprinkling, surfacing and resurfacing of District Number Four. (4) of the City of Jefferson, ;Missouri, and for the issuance of special tax bills, not exceeding ;one dollar ($1.00) per front foot, against the property fronting or abutting on said street to pay for said improvements." "An ordinance of the City of Jefferson, Missouri, establishing the grade of Allen and Cole Drive from Station 14 � 72.24 on Allen 'Avenue, northwesterly to the south curb line of Hayselton Drive." Read first time at length, second time by title and on motion of Mr. Willcoxon, seconded by Mr. Dorr, the rules were suspended and the ordinance was read the third time by title and placed on final passage and was passed by the following vote. "An Ordinance of the City of Jefferson, Missouri, establishing the grade of an unnamed street in Sunset Place Addition,- from the centerline of Allen Avenue, northwesterly to point approximately 177 feet southeasterly of the northeast corner of Lot 6, Block 4, of Sunset Place Addition." Read first time at length, second time by title and on motion of Mr. Vanderfeltz, seconded by Mr. R. "An Ordinance of the City of Jefferson, Missouri establishing the grade on Allen Avenue, from the north curb line of Hayzelton Drive, northwesterly to the existing concrete pavement of Allen-Cole Drive at Station 14 � 74.24." "An Ordinance changing, amending and modifying the zoning map .of the City of Jefferson, Missouri, as incorporated into Ordinance Number 5880 with reference to certain specifically described land by rezoning said land from a District "B" two family dwelling district a District "C" multiple dwelling district and a District "G" commercia district to a District "E" Local Commercial District." Construction Company, relating to the ;(construction of a roadway leading into the Memorial Airport of , Jefferson City, Misauri, from old U.S Highway 54 and to the construction of a ramp for airplanes on said Memorial Airport.."
