Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 9 Absent: Fisher. 1 ( A quorum was declared present. of Reports of City Officers for September, 1959 were received. A request was received from Bud Hemmel, et a1, that the spur off Allen Drive be named Debra Drive. The request was referred back to petitioners with advice that it is too similar to the name of a street the City already has. A letter was received from Miss Mary Allene McCalment, regarding the parking in the north half of the 600 block Madison St:' The matter was referred to the Parking and Traffic !�Commission. !; A letter was received from Botz Real Estate and Insurance ' Co. , asking permission to cut the curb and new sidewalk at 414 ';Swift' s Highway. The matter was referred to the StreetCommittee. A letter was received from the Business and Professional ',Womens Club, thanking the Mayor and City Council for their support , '!given to the Clean-up to Build-up Campaign. i The letter was ordered filed. j w»w_w On motion of Mr. Scrivner, seconded by Mr. Willcoxon, the :'water trouble at 202 Chestnut Street, was referred to the Street `.Committee, if the work Mr. Curtis did in opening the sewer etc. , fails to remedy the situation. On motion of Mr. Hager, seconded by Mr. Willcoxon, the ;Health Committee was requested to meet with Mr. Denning concerning ;what can be done about the rats in the Mill Bottom Area. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, it !was ordered that the salary of City Engineer R. D. Fowler, be paid +in full for the month of September, 1959. �I On motion of Mr. D. Jobe, seconded by Mr. R. Jobe, the ;Mayor was authorized to offer Mr. Nebel the sum of $2,000.00 for ;,the land needed by the City at Dunklin and Highway 50 West. �j www_• Mr. Dorr reported that the Special Road District would ; like to have the bill for their portion of the improvement of :;Industrial Road before their meeting next week. i, It was moved by Mr. Hager, seconded by Mr. Scrivner, that ' the Special Road District be requested to erect a stop sign at the ;intersection of Industrial Drive and North Ten Mile Drive. The motion was adopted. 1 On motion of Mr. Scrivner, the City Clerk was instructed ito contact Mr. Kenneth Townley of the State Highway Depattment and ;;request that the 30 m.p.h. sign on Highway 50, west of Vetter' s ;Lane, be removed. On motion of Mr. Hager, seconded by Mr. Dorr, the matter -;of cement trucks driving on High Street was referred to the Parking "and Traffic Commission. Drainage condition on Adams Street between Dunklin and ,! Ashley was referred to the Street Committee. f Regular Meeting, October 5 1959 Mr. Condit reported that the owner of Wymore Apartments would like to have the "No Parking" at the driveway eliminated. The Street Commissioner was requested to take care of the matter. Mr. Willcoxon stated that the Highway Department had promised ! to blacktop the shoulders of the Highway from Bluff Street to Benton so children could walk on same. The City Clerk was instructed to write a letter to Division No. S Irequesting them to do this. Mr. Dorr spoke of the law providing for repairing and maintaining : streets at $1.00 per foot and asked the City Attorney for an opinio& concerning same. City Attorney Rose, stated that the temporary type of maintenance was not for permanent improvements. Mr. Scrivner asked that the Committee of the Whole, meet at ' 7: 30 p.m. , October 12, 1959, to discuss the matter of Parking Meters: The following bids were received for an audit of all departments !of the City Government. Ernest Wolf - Fee shall be based on a per diem rate of $50.00 per i day, for making audit and preparing reports, and i not to exceed $2,900.00 without prior approval of, the mayor and city council. Williams-Romack Company - Will undertake the audit on a time and per diem basis: On motion made and seconded, the bids were referred to the ;Finance Committee and the City Clerk. The following communication was received from Mayor Whaley. It is requested that James H. Lale be appointed as Safety ` Sergeant of the Jefferson City Police Department, Jefferson City, Missouri, and the appointment be retroactive from October 1, 1959 ." The appointment was approved. The following report was received from the Street Committee. "The matter of blacktopping Notre Dame Street under the $1.00 per foot law. We recommend that this work not be done at present time due to weather conditions. The request by Busch to trade easement at Busch' s Greenhouse at' ,Madison and Dunklin Street, we recommend that we accept the new easement. We recommend that the shoulders on Industrial Drive be mulched. ' Drainage on Walnut Street south of Elm, we have asked that engineers make a check on same and give us a recommendation. The matter of pipe in Johnson Street. We recommend that Mr. ; Curtis place pipe in ditch. The matter of Southwestern Bell to install a cable, we request : that we be given a set of plans before any action be taken. Roadway to Mankin Stave Mill. We recommend that Engineers investigate and report to Street Committee. Box under East Circle Drive near North Circle Drive is in need ' of repairs. We recommend that City Engineer make plans and get bids-1 and repair." The report was approved. The following report was received from the Water and Light ; Committee. "The Light, Water and Gas Committee recommends lights to be installed at the following places: One light on the last pole south on the dead end of Buchanan St. One light at the intersection of Hough Street and Riverside Drive One light on the north approach of the entrance to Still Hospital One light at the south approach of the entrance to Still Hospital The lights at Still Hospital to be installed at locations deemed best by the Missouri Power and Light Company. Re .ular Meeting. Oaaber-90 1959 A request for a fire hydrant on the south end of pavement on Nelson Drive to be referred to the Fire Chief to see if necessary ! The report was approved. On motion of Mr. Hager, seconded by Mr. Scrivner, the installation ' of the fire hydrant on Nelson Drive was included in the report. r r r r r The following report was received from the Parking and Traffic : ;.Commission. (ITEM 26) That the matter of a traffic light at the intersectiop iof West Main Street and Dix Road be studied by the Street Commissioner to determine cost and feasibility of installation. I ; 2. (ITEM 27) That parking be prohibited on the east side of Berry' ; Street between High and West Main Streets. I (�3. (ITEM 27) That parking be prohibited on the south side of West ! !Main Street from Jordan Street to Dix Road. 14. (ITEM 33) That parking be prohibited on the north side of West !lMain Street from the east curbline of East Circle Drive to a point : two-hundred eighty-three (283) feet east therefrom. 0. (ITEM 34) That the stop sign at the intersection of Fairmount oulevard and Moreau Drive be replaced with a "Yield Right of Way" i gn• 11. (ITEM 35) That parking be prohibited on the south side of East McCarty Street from the east curbline of Monroe Street, 144.5 feet ! The report was approved. i The following report was received from the Planning and Zoning Commission. it "The City Planning & Zoning Commission has considered the matter c f the petition of the Capital City Telephone Company to rezone a tract cif land west of Vista Road and north of Industrial Avenue from District -1, Single Family, to District F, Highway Commercial, which petition as referred to the Commission by the City Council. A written protest against the requested rezoning was received, igned by twenty-two owners of property in that neighborhood. Both the ptitioner and the protesters were given a full hearing. z47 Re Regular Meetin October 5 1959 �4 By a formal motion which was adopted, the Commission recommends ; to the City Council that the petition be denied and that the zoning :of the tract remain District A-1." The report was approved. The following construction report was received from the City ii :;Engineer. "Construction of Southwest Boulevard between Swifts Highway and;; 'the City Limits. The work was done by Hunter Bros. Const. Co. at a ;cost of $25,688.01." ! ;! The report was approved. ! �� ------ it The following construction report was received from the City ;.Engineer. "Improvement of Chestnut Street between McCarty and High Stree6 The work was done by Hunter Bros. Const. Co. at a cost of $4, 128.98.,; The report was approved and the bill ordered paid. The following construction report was received from the City 'Engineer. "Resurfacing existing streets, Main, Madison, Locust & Benton. 'The work was done by Hunter Bros. Const. Co.' at a cost of $20,184.20 " The report was approved. The following construction report was received from the City ;,Engineer. "The construction of Industrial Road. The work was done by 'Edgar Schneiders Const. Co. at a cost of $58,685.65." The report was approved and the bill ordered paid. ;I The following resolution was adopted. IN MEMORY OF :t RICHARD D. FOWLER On Friday, the 11th day of September, 1959, in the sixty fifth :year of his life, Richard D. Fowler, City Engineer of Jefferson City; iMissouri, departed this life. Born in Jefferson City on March 20, 1894 the son of Judge Green, C. and Eliza A. Amos Fowler, he lived in this city all of his life with the exceptions of a few years. As a youth he attended and graduated From the public schools of this city. When he completed ;his high school education, he attended and graduated from the University of Missouri after attaining a Bachelor of Science Degree ,in the field of Civil Engineering. He served for two years in the United States Army during World ;War I and saw action in Europe during that conflict. i4 i Mayor Means Ray initially appointed Richard D. Fowler to the I� ;office of City Engineer on April 18, 1933 for a term of two years. Thereafter, he was reappointed to that office for thirteen consecutive two year terms by Mayor Ray and his successors in office. In all, f he served as City Engineer of Jefferson City for a period exceeding twenty six years . Richard D. Fowler, affectionately known as "Dick" Fowler to his many friends and associates in Jefferson City and elsewhere, loved Jefferson City. During his many years in public office, he was a most dedicated public servant who gave unstintingly of his time and who worked tirelessly in the performance of his duties. He was a member of the Missouri Society of Professional Engineers and an active member in many civic, fraternal and veterans organizations. In the exercise of his professional .. duties, he was wise and exact. In manifesting his views, he was logical, precise, persuasive, forceful and earnest. He i! Regular Meeting, October 5 1 or ;possessed an extraordinary memory and a great capacity for the analysis of complicated factual situations. Each and every matter eferred to him was carefully studied. These faculties, together with his tireless industry, characterized all of his years of service f++dn the office of City Engineer. iI Few men have ever been called upon to serve the citizens of Jefferson City for such an extended period. None has ever served with more conscientious fidelity. To no other was the welfare and orderly growth of Jefferson City of such paramount importance. As an !' ngineer, he labored well and left behind him a splendid record of chievement. As a person and friend, he will be remembered during 1 he lifetimes of the officials and citizens of Jefferson City who j erved with and knew him. i To his widow, Lucy Fowler, and relatives, the City of Jeffersonil extends its deepest, sincerest and most heartfelt sympathies. Wherefore, Be It Resolved, that We, the Mayor and the City iCouncil of the City of Jefferson City, Missouri, express our sorrow ,that the life of Richard D. Fowler has reached its end. We record ,our high appreciation of his great qualities of mind and heart, our Mull recognition of his many public services to our city, our deep ikratitude f6r the privilege that was ours in knowing that he was our . ;friend and associate. Be It Also Resolved, that the City Clerk be instructed to 'permanently inscribe this resolution on the records of the City of 'Jefferson City, Missouri. ;i Be It Finally Resolved, that a copy of this resolution be personally delivered to Mrs. Richard D.
