Mayor C. Forrest Whaley in the chair.
Present: Condit, Dorr, Fisher, Hager, R. Jobe, Kliegel, Scrivner,
Vanderfeltz and Willcoxon. 9

A quorum was declared present.
The following report was received from the Committee of the Whole.
"Committee of the Whole recommends that invitations be extended
to the three parking meter companies to place meters on a trihl
basis for sixty days in the one and two hundred blocks on East High
Street. Park-O-Meter and Duncan-Miller in the 200 block and Dual
Meters in the 100 block.
The Commitee also recommended that the Parking and Traffic
Commission should be asked to advise the Committee where to place
the new meters and ask that recommendations be made during the
trial period."
The report was adopted.
On motion of Mr. Willcoxon, seconded by R. Jobe, the City Attorney
was instructed to draw an ordinance to rescind all ordinances regarding
penny meters.
The motion was adopted.
The following report was received from the Finance Committee.
"The Finance Committee recommends that the bill submitted by
Mrs. J. T. Blair, Sr, for flood damage, in the amount of $50.56
be paid."
On motion of Mr. Willcoxon, seconded by Mrs. Fisher, the report
was approved.
Mayor C. Forrest Whaley submitted the name of Mr. Leroy Henry
for appointment to the position of City Engineer.
The appointment was approved.
6815/ The following ordinance was introduced.
"An Ordinance of the City of Jefferson, Missouri, authorizing the
Mayor of the City of Jefferson, Missouri to accept a warranty deed
executed by E. Forrist Nebel and Ruth C. Nebel, his wife, by which a
portion of the former Harrison Street right of way is conveyed to the
City of Jefferson, Missouri, directing the City Clerk to draw a
warrant of the City of Jefferson, Missouri, in the amount of two
thousand ($20000.00) dollars in favor of E. Forrist Nebel and Ruth C.
Nebel, his wife, in consideration for said conveyance, and directing
the City Clerk to record said deed upon delivery to the City."
Read first time at length, second time by title and on motion
of Mr. Willcoxon, seconded by Mr. R. Jobe, the rules were suspended
and the ordinance was read the third time by title and placed on
Final passage and was passed by the following vote.
Ayes - Condit, Dorr, Fisher, Hager, R. Jobe, Kliegel, 8crivner,
Vanderfeltz and Willcoxon. 9
Absent - D. Jobe. 1
On motion made and seconded, the Council recessed, subject to
the call of the chair.
