Jobe, Kliegel, Scrivner, Vanderfeltz and Willcoxon. 10 Absent: None. A quorum was declared present. Reports of City Officers for the month of November, 19599 ; ; were received. ---- �� A letter was received from City Engineer, L. J. Henry, ! requesting that he be authorized to purchase an electric Merchant Calculator, Model 8 ADX at the quoted price of $685.00. On motion of Mr. Willcoxon, the purchase of the above calculator was approved. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, it ; was ordered that City Employees be paid the December salaries on ; December 22, 1959. On motion of Mr. D. Jobe, the bills which were approved by ; the Accounts and Claims Committee were ordered paid. The matter of the possibility of extending Edmonds Street into Southwest Blvd. was referred to the Street Committee. It was stated that the Police Radio Service would be ; obsolete by 1960 and the matter was referred to the Chief of Police 'F to study. A letter was received from Mr. Earl Loveall, requesting , permission to extend sewers from present manhole in alley between ; Quary Street and Highway 50 East to Bluff Street. I' The request was granted under supervision of the City lEngineer. I A letter was received from The Fire Chief, recommending la fire hydrant be placed on Stadium Drive at entrance of the Trinity !lLuteran Church property and not recommending the two hydrants requested on Swift' s Highway. A letter was received-from-Dr. Stephan, Harold Asher, et al, .;asking that the continuation of West Circle Drive from Chicago Road Ito Allen Drive, be abandoned. The matter was referred to the Street Committee for ;;investigation. !,I A letter was received from Mrs. Corrillo Walker and her son, Ralph W. Walker, stating that Mrs. Walker was inj-ured in an ;accident due to negligence on the part of the City, and asking that tithe City aid in paying her hospital and doctors bill. j The matter was referred to the City Attorney. The following recommendations were received from James H. �Lale, Safety Sergeant. "That no-parking be permitted on Clark Avenue at the ;intersection of Dunklin (middle of square) also markings to designate 'ltraffic making left turns going north on Clark into Dunklin and ;going east on Dunklin .into Clark (north) . That no through traffic be allowed on Miller Street :;between Jackson and Adams Street, below Simonson High High School ;between the hours of 8:00 and 9:00 am, and 3:00 and 4:00 p.m." The recommendations of the Traffic Sergeant were referred to the Parking and Traffic Commission. j �i r Regular Meeting, December 7, 1959 r A letter was received from Mr. T. Max Berry, regarding the plat of part of Dawsons Subdivision, which was also submitted to the Council for approval. Estimate No. 2 on the improvement of Southwest Blvd and ..Route 50 West to Swift' s Highway, was received, amounting to $10,694.61. The estimate was approved by the City Engineer, and on motion; of Mr. Willcoxon, seconded by Mr. R. Jobe, the estimate was allowed ;; Wand ordered paid. ! A communication was received from the Hough Park Golf Club, advising the amount of fees established for the maintainance and ;operation of the Hough Park Golf Course and also the names of the ; seven member board for the year 1960 . t On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the `ireport was approvede r r -r .---- !r Mr. Hager asked that his special committee, consisting of ?himself, Mr. Willcoxon and Mr. Vanderfeltz, meet Monday at 7: 30 p.m.` and that the City Clerk call Mrs. Stein. Bids were received on the purchase of a car for use of the '!Police Department as follows: Riley Chevrolet, (net) $19038.58 Smith Ford Co. (net) 19091. 10 The bid of Riley Chevrolet was accepted. Bids were received on construction of sewers in Sewer District No. 76 "A' as follows: E. P. Barnett $39660.60 Girard Const. Co. 5,788.00 Roy Scheperle Const. Co. 4742.75 Alvin Brunner 49596.50 On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the bid of E. P. Barnett was accepted. The following communication was received from Mayor Whaley. "I wish to appoint the following to the Planning and Zoning Commission. Bert Koester Term expires May, 1961 Harold Brueggin6 Term expires May, 1962 Phil Dallmeyer Term expires May, 1960 The appointments were approved. i The following report was received from the Planning and ZoniniS `Commission. "This Commission has considered the request of Mrs. C. H. Engelbrecht, which was referred to the Commission by the City Counci+l, to rezone from District A-1 to District A-2, Lot No. 23, at the corner of Swifts Highway and Pamela Drive in order to allow the `building of a second house on that lot, facing Pamela Drive. After a public heraing notice of which was given in the press', Athe Commission by formal motion recommends that the request be '!denied and that the zoning bg not changed." On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the report was approved. The following report was received from the Water and Light Committee. The Water, Gas and Light Committee recommends the following: : One light on nearest pole east of alley near 311 East Miller Street. Move one lumen light in front of the Capital Savings and Loan on Madison Street to the pole at alley north of building. The Committee had asked the Fire Chief for his advise on another fire hydrant on Stadium between Carter Street and the Lutheran Church and School property. The Chief advises that the two hydrants, the one at Carter Street and the other to be placed nearest the new school Regular Meeting, m ;land church are adequate at this time. The Fire Chief also recommends one fire hydrant on Howard Street ; near the Farm Bureau Build.ng in place of the one the Council ordered jin a year ago at Howard and Highway 50 West. ! The Committee recommends a fire hydrant near Division No. 5 of the State Highway Department Building. The report was approved. ; The following resolution was adopted. "Be it resolved, by the City Council of the City of Jefferson, Missouri, that E. P. Barnett, be awarded the Contract for the 1Construction of Sewers in Sewer District 76 "A" and the said E. P. Barnett having the lowest and best Bid." j The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson that the Missouri Power and Light Company be and is hereby instructed to install street lights at the following places: One jstreet light on the nearest pole east of the alley near 311 East Miller Street. Move the lumen light in front of the Capitol Savingd and Loan Building on Madison Street to the pole at the alley north !;of the building. The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, ! that the Capitol City Water Co. , be and is hereby instructed to install fire hydrants at the following places: One hydrant on Howard Street near the Farm Bureau Building to replace the early ` request on Highway 50 West at Howard Street. "An Ordinance repealing Ordinance No. 6834 and enacting in . lieu thereof an Ordinance establishing Sewer District No. 76 "A", .within the City of Jefferson, Missouri, and defining the boundaries thereof." "An Ordinance of the City of Jefferson, Missouri, repealing Ordinance No. 6835 and enacting in lieu thereof an ordinance providing for the construction of Sewers in Sewer District Ito. 76 :within the City of Jefferson, Missouri." "An Ordinance amending subsection (20) of Section 69 of the Revised Ordinances of the City of Jefferson, 1956 by deleting therefrom the phrase "and the viaduct lying north of Dunklin and between Dunklin Street and Miller Street" and substituting therefor the following phrase "and the south line of Cedar Street". Read first time at length, second time by title and on motion of Mr. Willcoxon, seconded by Mr. Dorr, the rules were suspended and the ordinance was read the third time by title and placed on final passage and was passed by the following vote. "An Ordinance prohibiting the operator of a motor vehicle from permitting the same be parked at any time at the east curb of Locust Street between its intersection with High Street and McCarty Street, and providing a penalty."
